Abstract

Dinas Komunikasi dan Informatika (Diskominfo) Kabupaten Pati memiliki peran vital sebagai pusat pengembangan S mart City. Oleh karena itu adanya standar dalam tata kelola teknologi informasi diperlukan untuk menopang kegiatan Diskominfo dalam pengembangan Smart City. Melihat dari permasalahan tersebut maka perlu dilakukan evaluasi terhadap tata kelola teknologi informasi pada Diskominfo Kabupaten Pati. Evaluasi akan dilakukan dengan menggunakan framework COBIT 5. Pemilihan COBIT 5 didasarkan pada COBIT 5 yang lebih berfokus pada tata kelola teknologi informasi. Adapun, permasalahan yang ditemukan pada Diskominfo berada pada sisi SDM karena adanya kekurangan SDM terutama SDM yang terkait dengan TI. Dengan ditemukan permasalahan tersebut maka berdasarkan COBIT 5 adanya kekurangan SDM merupakan salah satu pain points pada organisasi yang perlu dilakukan perbaikan. Adapun proses yang terkait dengan permasalahan tersebut adalah EDM04 yaitu memastikan optimasi sumber daya TI, serta APO07 yaitu mengelola sumber daya manusia. Selanjutnya, untuk melakukan evaluasi dilakukan penilaian tingkat kapabilitas yang selanjutnya akan dilakukan analisis kesenjangan untuk menentukan rekomendasi apa saja yang perlu diberikan. Hasil penelitian menunjukkan bahwa Diskominfo Kabupaten Pati mencapai tingkat kapabilitas level 1 baik pada proses EDM04 maupun APO07. Dengan tingkat ketercapaian masing-masing proses 75% untuk EDM04 dan 65% untuk APO07. Selanjutnya kesenjangan yang ditemukan bernilai 1 dengan target tingkat kapabilitas pada level 2. Adapun rekomendasi yang diberikan untuk proses EDM04 terdapat 5 poin rekomendasi sesuai dengan kendala yang ditemukan. Sedangkan pada proses APO07 terdapat 17 poin rekomendasi. Lalu, untuk level 2 terdapat 15 poin yang terdiri dari 10 poin aktivitas dan 5 poin dokumen.

English Abstract

Dinas Komunikasi dan Informatika (Diskominfo) Kabupaten Pati has a vital role as the center of the development of Smart City. Therefore, the existence of standards in information technology governance is needed to sustain the activities of Diskominfo in developing Smart City. Seeing from these problems, it is necessary to evaluate the information technology governance in the District Diskominfo Pati. Evaluation will be carried out using the COBIT 5 framework. The selection of COBIT 5 is based on COBIT 5 which is more focused on information technology governance. Meanwhile, the problems found in Diskominfo are on the HR side because of the lack of HR especially HR related to IT. With this problem found, based on COBIT 5 the lack of human resources is one of the pain points in the organization that needs to be improved. The process associated with these problems is EDM04, namely ensuring IT resource optimization, and APO07, namely managing human resources. Next, to evaluate the capability level, a gap analysis will be conducted to determine what recommendations need to be given. The results showed that the District Diskominfo Pati reached level 1 capability both in the EDM04 and APO07 processes. With an achievement level of 75% each process for EDM04 and 65% for APO07. Furthermore, the gap found is worth 1 with a target level of capability at level 2. The recommendations given for the EDM04 process there are 5 recommendation points in accordance with the constraints found. Whereas in the APO07 process there are 17 recommendation points. Then, for level 2 there are 15 points consisting of 10 activity points and 5 document points
