Deemed as a panacea of democracy disenchantment, the Participatory Budgeting (PB) becomes a noteworthy mechanism that enables the common public to voice their rights in allocating public expenditures. In the late 1980s, PB was pioneered in one of the capital cities in Brazil, namely Porto Alegre, and captured the world’s attention due to its success. Accordingly, PB travelled and transformed throughout the globe in varied ways. Many studies have investigated how PB works in a single perspective, yet are not able to provide a complete evaluation that brings about more comprehensive understanding. Moreover, research conducted on Asian cases is not as many as on non-Asian ones. Thus, this study examined as well as identify challenges and opportunities of the Musrenbang—a PB practice in Indonesia—by taking a case of Batu City Government in East Java Province. The process of Participatory Budgeting in the Musrenbang (Development Planning Deliberation) in Batu City Government is classified as multi-stakeholders participation. Regarding environment element, found variables in this study indicating that the government was less ethusiastic to create a conducive environment of PB. While in term of process design and mechanisms elements, the Musrenbang took place as the prevailing procedures. Finally, goals and outcomes elements of PB in the Musrenbang in Batu City Government is that it enables citizens to voice their opinions and functions as a bridge between citizens demands in bottom-up planning process as well as visions and missions of city mayor in top-down planning process. Identified challenges of PB in the Musrenbang in Batu City Government encompass (1) citizens apathy; (2) synchronization of bottom-up and top-down planning; and (3) Village/Urban Communities Allocation Funds. While opportunities found are (1) modernization regarding e-planning and e-budgeting implemented next year and (2) local wisdom and potencies.
