Abstract
Reformasi birokrasi dapat diartikan sebagai upaya dalam peningkatan kinerja untuk tujuan efektivitas, efisiensi, dan akuntabel. Namun kenyataannya, birorkasi yang ada saat ini cenderung kaku, terlalu hierarkis, berbelit-belit, tidak efektif dan efisien, serta adanya praktik korupsi, kolusi, dan nepotisme. Permasalahan birokrasi tersebut hampir secara keseluruhan dapat kita lihat pada pemerintahan pusat maupun pemerintahan daerah, termasuk juga di Pemerintahan Daerah Kota Malang. Permasalahan dalam penelitian ini adalah seberapa efektifkah pelaksanaan road map reformasi birokrasi dalam menciptakan kualitas pemerintahan yang baik khususnya pada perwujudan birokrasi yang bersih dan bebas KKN, peningkatan kualitas pelayanan publik, serta peningkatan kapasitas dan akuntabilitas kinerja di Kota Malang. Selanjutnya, penelitian ini berfungsi untuk melihat faktor pendukung dan penghambat baik secara internal dan eksternal yang mempengaruhi efektivitas road map reformasi birokrasi di Kota Malang. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Metode ini difokuskan pada 2 (dua) hal yaitu: (1) Efektivitas Pelaksanaan Road Map Reformasi Birokrasi Kota Malang tahun 2015-2019 dengan indikator pencapaian tujuan, integrasi, dan adaptasi; serta (2) Faktor Pendukung dan Penghambat Efektivitas Pelaksanaan Road Map Reformasi Birokrasi Kota Malang. Teknik pengumpulan data yang digunakan adalah wawancara dan telaah dokumen. Data diperoleh dari informan, peristiwa, dan dokumentasi yang disajikan dalam bentuk tabel serta diuraikan dalam bentuk kalimat sesuai klasifikasi yang ada. English Abstract
Bureaucratic reform can be defined as an effort in improving performance for the purposes of effectiveness, efficiency, and accounting. But in fact, present bureaucracy tend to be rigid, hierarchical, intricate, ineffective and inefficient, and the practice of corruption, collucion, and nepotism. The problem of bureaucracy is that we can look at most of both the central government and the regional government, as weel as The Regional Government of Malang City. The research problem is the measure of the effectiveness of the bureaucratic reform road map in order to creating good quality government, especially in the realization of a clean and corruption, collusion, and nepotism-free bureaucracy, improve the quality of public services, and also improving the capacity and accountability of their performance. Furthermore, the research is purposed to see the supporting and inhibiting factors both internally and externally that affect the effectiveness of the bureaucratic reform road map in Malang City. The research method used in this research is qualitative method. This method is focused on 2 things, which are: (1) The Effectiveness of Implementation of the Bureaucratic Reform Road Map 2015-2019 with goals, integration, and adaptation attainment; and (2) The Supporting and Inhibiting Factors of The Effectiveness of Implementation of the Bureaucratic Reform Road Map in Malang City. The data collection techniques are observation and document review. Data obtained from informants, events, and documentation presented in tabular form and described in sentence form according to existing classifications. The data that has been collected is analyzed and then being concluded.
