Abstract
Secara historis, persepsi masyarakat tentang layanan pemerintah dianggap menyulitkan masyarakat. Masyarakat banyak berpikir tentang proses menghubungi pemerintah, mereka membayangkan pelayanan yang menunggu lama dan prosedur yang rumit. Sehubungan dengan semakin berkembangnya teknologi kedalam seluruh aspek kehidupan yang mengubah gaya hidup masyarakat hingga mengubah bagaimana pemerintah melayani masyarakatnya. Sehingga penelitian ini bertujuan untuk menganalisis terkait pelaksanaan good governance melalui penerapan electronic government oleh Dinas Tenaga Kerja, Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Malang hingga faktor apa saja yang menjadi kendala dalam penerapan electronic government pada Dinas Tenaga Kerja, Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Malang. Penelitian ini menggunakan metode kualitatif deskriptif dan untuk pengambilan data menggunakan metode wawancara, dokumentasi, serta studi pustaka. Penelitian ini menunjukkan terkait DISNAKER PMPTSP berusaha untuk dapat mewujudukan kepemerintahan yang baik dengan memaksimalkan pelaksanaan electronic government untuk meningkatkan pelayanan publik yang prima sehingga dapat mewujudkan good governance. Tetapi dalam pelaksanaannya ternyata masih terdapat beberapa kendala yang dirasakan oleh masyarakat. kendala tersebut dipengaruhi oleh masih belum maksimalnya sumber daya manusia, serta terus berkembangnya peraturan yang dibarengi dengan kemajuan teknologi yang semakin meningkat akan tetapi anggaran masih belum mencukupi.
English Abstract
Historically, people's perceptions of government services have been considered difficult for society. People think a lot about proses contacting the government, they imagine long-awaited services and complicated procedures. In connection with the development of technology into all aspects of life that change people's lifestyles to change how the government serves its people. So that this study aims to analyze the implementation of good governance through the implementation of electronic government by the Malang City Office of Manpower, Investment and Integrated Services one door to what factors are obstacles in the implementation of electronic government in the Malang City Office of Manpower, Investment and Integrated Services One Door. This research uses descriptive qualitative methods and for data retrieval using interview methods, documentation, and library studies. This research show that DISNAKER PMPTSP strives to be able to realize good governance by maximizing the implementation of electronic government to improve excellent public services so as to realize good governance. But in its implementation, it turns out that there are still some obstacles felt by the community. these constraints are influenced by still not maximal human resources, as well as the continued development of regulations accompanied by increasing technological advances but the budget is still insufficient.
