Abstract

Fenomena encroachment public relations maupun penerapan teori excellence telah banyak diteliti. Encroachment disebut sebagai penghalang bagi 10 prinsip excellence untuk dapat diterapkan dengan sempurna. Namun demikian, penelitian mengenai encroachment maupun teori excellence selama ini dilakukan terpisah. Dalam artian, belum ditemukan penelitian mengenai sejauh mana tingkat korelasi dan berapa besar pengaruh encroachment terhadap penerapan prinsip excellence. Terdapat tiga jenis encroachment yang sering terjadi pada sebuah organisasi, yaitu encroachment wewenang, encroachment fungsional, dan encroachment struktural. Penelitian ini ditujukan untuk mengetahui jenis encroachment apa yang paling tinggi tingkat korelasi dan pengaruhnya terhadap penerapan prinsip excellence. Penelitian ini menggunakan paradigma positivistik dengan metodologi penelitian kuantitatif. Peneliti mengirimkan link kuesioner online kepada seluruh pimpinan unit komunikasi pada PT. Telkom Indonesia. Kuesioner online dipilih karena lokasinya kerja para pimpinan unit komunikasi tersebut tersebar di seluruh wilayah negara Indonesia. Kuesioner yang disebar mencakup pernyataan seputar indikator encroachment wewenang, encroachment fungsional, encroachment struktural, dan indikator penerapan 10 prinsip excellence. Hasil dari penelitian ini menunjukkan bahwa ketiga jenis encroachment, yaitu encroachment wewenang, encroachment fungsional, dan encroachment struktural terjadi pada PT. Telkom Indonesia. Encroachment wewenang dan encroachment fungsional berada pada kategori rendah, sedangkan encroachment struktural berada pada kategori tinggi. Untuk penerapan prinsip excellence yang terjadi pada PT. Telkom Indonesia berada pada kategori baik, namun belum maksimal, dalam artian belum berada pada kategori tertinggi (sangat baik). Salah satu faktor yang mempengaruhi belum maksimalnya penerapan prinsip excellence tersebut adalah karena masih ditemukan praktik encroachment. Kesimpulan dari penelitian ini adalah bahwa encroachment wewenang, encroachment fungsional maupun encroachment struktural yang terjadi pada PT. Telkom Indonesia mempunyai korelasi dan pengaruh terhadap penerapan prinsip excellence dengan tingkat yang berbeda. Encroachment wewenang dan encroachment fungsional mempunyai korelasi yang kuat dengan penerapan prinsip excellence, sedangkan encroachment struktural mempunyai korelasi dengan penerapan prinsip excellence pada kategori sedang. Encroachment wewenang menempati urutan teratas dalam hal mempengaruhi penerapan prinsip excellence, disusul oleh encroachment fungsional, dan encroachment struktural berada pada urutan terendah dalam mempengaruhi penerapan prinsip excellence

English Abstract

The phenomenon of public relations encroachment and the application of excellence theory has been widely studied. Encroachment is a barrier to 10 principles of excellence to be applied properly. However, research on the encroachment and the theory of excellence has been done separately. No research has been found on how far the correlation level and how much influence the encroachment to the application of the principle of excellence. There are three types of encroachment that often occur in an organization, namely the authority encroachment, functional encroachment, and structural encroachment. This research aims to reveal what kind of encroachment which has the highest level of correlation and its effect on the application of the principle of excellence. This research uses positivistic paradigm with quantitative research methodology. Researchers sending an online questionnaire link to the entire communication leaders at PT. Telkom Indonesia. The online questionnaire was chosen because the working locations of the communication leaders are spread throughout the country of Indonesia. The dispersed questionnaires include statements about authority encroachment, functional encroachment, and structural encroachment indicators, also include the indicators of 10 principles of excellence practice. The results of this study indicate that the three types of encroachment, namely encroachment authority, functional encroachment, and structural encroachment occurred at PT. Telkom Indonesia. Authority encroachment and functional encroachment are in low category, while structural encroachment is in high category. The application of the principle of excellence that occurred at PT. Telkom Indonesia is in the good category, but not yet maximal (still not in the highest category). One of the factors that influence the application of the principle of excellence has not been in the highest category is because there is still found the practice of encroachment at PT. Telkom Indonesia. The conclusion of this research is that the authority encroachment, functional encroachment and structural encroachment that happened at PT. Telkom Indonesia has a correlation and influence on applying the principle of excellence with different level. Authority encroachment and functional encroachment have a strong correlation with the application of excellence principle, while structural encroachment has correlation with applying principle of excellence in medium category. The authority encroachment tops the list in terms of influencing the application of the principle of excellence, followed by functional encroachment, and the structural encroachment is in the lowest order in affecting the application of the principle of excellence
