Abstract
Ada beberapa cara untuk mengembangkan pertanian yang digunakan petani negara kita saat ini. Salah satu caranya adalah melalui penyuluhan pertanian. Dengan cara ini, petani akan memiliki lebih banyak keuntungan di bawah bimbingan untuk meningkatkan produktivitasnya, yang sekaligus juga akan meningkatkan pendapatan dan pada akhirnya kesejahteraan keluarganya. Penyuluhan dilakukan melalui program pengembangan berbagai komoditi hortikultura melalui partisipasi aktif petani untuk menciptakan kekompakan komunitas pertanian yang mendukung kemandirian secara finansial. Desa Kucur merupakan salah satu desa yang membutuhkan adanya penyuluhan pertanian. Desa tersebut terletak di Malang, salah satu kecamatan di provinsi Jawa Timur. Petani di desa tersebut menanam cabai merah. Masalah utama yang dihadapi adalah lambatnya pertumbuhan komoditi cabai merah. Ini menunjukkan kurangnya inovasi. Petani membutuhkan pengawasan khusus dalam penyuluhan pertanian untuk menyelesaikan berbagai masalah pertanian cabai merah di desa tersebut. Upaya untuk meningkatkan partisipasi petani perlu dilakukan untuk memastikan petani memahami inovasi ide yang diberikan dalam upaya pengembangan pertanian cabai merah, yang diikuti dengan strategi pemasaran yang harus diberitahukan kepada para petani cabai merah. Oleh karena itu, hal ini merupakan solusi yang sangat besar untuk membawa perubahan progresif di bidang pengembangan komoditi cabai merah. Dalam hal ini, penyuluh pertanian yang bertanggung jawab terhadap pengembangan pertanian. Bantuan dan bimbingan yang dilakukan kepada para petani ini akan mempengaruhi tingkat kesejahteraan mereka nantinya. Penelitian ini bertujuan untuk mengidentifikasi peran penyuluh pertanian dalam meningkatkan partisipasi petani pada usahatani cabai merah, mendeskripsikan partisipasi petani dalam pengelolaan usahatani cabai merah, menganalisis hubungan antara peran penyuluh pertanian dengan tingkat partisipasi petani cabai merah, dan menganalisis hubungan antara peran penyuluh pertanian dengan produktivitas cabai merah. Analisis data yang digunakan dalam penelitian ini yaitu analisis deskriptif dengan skala likert dan analisis korelasi Rank Spearman. Hasil penelitian menunjukkan bahwa peran penyuluh pertanian yaitu edukator, organisator, motivator, fasilitator, komunikator, mediator, dan supervisor. Partisipasi petani dalam pengelolaan usahatani cabai merah melalui setiap tahap, dimulai dari perencanaan, pelaksanaan, pengawasan dan pemanfaatan hasil. Tingkat partisipasi petani dalam penyuluhan pertanian cabai merah di Desa Kucur yang memiliki nilai tertinggi adalah pada tahap pemanfaatan hasil dengan nilai 35,00%, sedangkan tingkat partisipasi petani pada tahap pelaksanaan memiliki persentase terendah sebesar 12,50%. Hubungan antara peran penyuluh pertanian dengan tingkat partisipasi pada tahap perencanaan yang memiliki hubungan sangat signifikan yaitu terlihat dalam peran edukator, fasilitator dan mediator. Pada tahap pelaksanaan yang memiliki hubungan signifikan yaitu terlihat dalam peran edukator, organisator, fasilitator, komunikator, mediator. Pada tahap pengawasan hubungan yang signifikan terlihat pada peran motivator, seperti pada tahap pemanfaatan hasil. Selanjutnya, hubungan antara peran penyuluh pertanian dengan produktivitas cabai merah memiliki hubungan yang sangat signifikan yaitu terlihat pada peran edukator dan komunikator
English Abstract
There are several ways of developing agriculture that our farmers use nowadays in our country. One of these ways is agricultural extension. With this way, farmers would have more benefits within supervision of increasing their productivity, as it will lead to increase their income and eventually their family welfare. This extension is held by developing programs of various horticultural commodities through active farmers participation to create a solid farmers community which promotes financial independence. Kucur Village is the one that need this farmers community by helding an agricultural extension. It is located in Malang, the district in East Java Province. Their farmers cultivate red chili pepper. The main problem they are facing is the development of their commodity is slow. It shows the lack of innovation. They need to get special supervision of which agricultural extension could provide to solve various problems of farming red chili pepper in their village. Efforts to increase farmers participation upon communities need to be done to ensure the community understands the whole ideas and information about innovations of developing red chili pepper cultivation, followed by marketing strategy should be disseminated to the farmers. Therefore, it is a comprehensive solution to bring such a progressive change on the development of red chili pepper commodity. In the hand of agricultural extension lies this ability and responsibility. The help and the guidance will fulfill what farmers need to improve the welfare of farmers in the end of the day. This research aims to identify the role of agricultural extension on increasing the participation of red chili pepper farmers, to analyze what factors should influence the participation, to describe the farmers participation on red chili farming management, to analyze the relation between the role of agricultural extension and the rate of red chili farmers participation and the last to analyze the relation between the role of agricultural extension and the productivity of red chili pepper. The data analysis used in this study is Descriptive Analysis with Likert Scale and the Rank Spearman Correlation Analysis. This study comes with a result that agricultural extension roles as educator, organizator, motivator, facilitator, communicator, mediator and supervisor. Farmers participation on red pepper farming management are throughout every phase, starting from planning, implementing, controlling and results utilizing. The farmers participation rate on the agricultural extension of red chili pepper farming in Kucur Village which has the highest value is on the utilization of results phase with the result of 35.00%, while the farmers participation rate at the phase of implementation has the lowest percentage of 12.50%. The correlation between agricultural extension role and participation rate on planning phase is very significant. It shows on the role of educators, facilitators and mediators. At the phase of implementation, significant correlation is seen in the role of educators, organizers, facilitators, communicators and mediators. Meanwhile at controlling phase, significant correlation shows in the role of motivators, as in the phase of utilization of results.
