Abstract

Pendidikan Tinggi di Indonesia dituntut untuk dapat bersaing baik secara nasional maupun internasional menuju World Class University. Perguruan Tinggi harus dapat memiliki sumber daya manusia khususnya tenaga pendidik yang professional dan berstandar internasional. Keberhasilan dalam memperoleh tenaga pendidik yang professional terletak pada rekrutmen, seleksi, pelatihan dan pengembangan. Penulisan Tesis ini merupakan sebuah studi dengan kajian terhadap rekrutmen dan seleksi tenaga pendidik di Universitas Mulawarman Samarinda Kalimantan Timur dalam rangka mewujudkan tata kelola yang baik untuk menghasilkan tenaga pendidik yang profesioanl dan berkualitas Rumusan masalah dalam penelitian ini adalah Bagaimanakah rekrutmen dan seleksi tenaga pendidik di Universitas Mulawarman Samarinda Kalimantan Timur, dan apa saja kendala yang dihadapinya. Metode penelitian yang digunakan adalah metode kualitatif, dengan menggunakan teknik pengumpulan data dari wawancara, obsevasi dan studi dokumentasi serta menggunakan analisa data kualitatif model spradley. Hasil temuan di lapangan menunjukkan bahwa, Rekrutmen dan seleksi tenaga pendidik dilakukan melalui langkah-langkah a) peramalan sumber daya manusia dengan menyusun dokumen peramalan dan perencanaa kebutuhan tenaga pendidik untuk diusulkan dalam rangkah memperoleh formasi CPNS, sedangkan tenaga pendidik non PNS tidak termasuk didalamnya. b) Penarikan (Rekrutmen) dengan melalui tahapan-tahapan sistematis meliputi penentuan dasar rekrutmen, penentuan sumber-sumber rekrutmen, dan menentukan metode/teknik rekrutmen, serta pengumuman lowongan dan sistem pendaftaran. c) seleksi melalui prosedur tes yang meliputi seleksi administrasi, Seleksi Kompetensi Dasar (SKD) dan Seleksi Kompetensi Bidang (SKB) untuk tenaga pendidik PNS, sedangkan tenaga pendidik non PNS terdiri dari seleksi administrasi dan seleksi Kompetensi Bidang (SKB). Adapun kendala yang dihadapi meliputi kendala pada peramalan kebutuhan sumber daya manusia, pada rekrutmen dan seleksi.

English Abstract

Higher education in Indonesia is required to compete nationally and internationally towards World Class University. So that universities must be able to have human resources, especially educators who are professional and have international standards. The success in obtaining professional educators lies in recruitment, selection, training and development. Writing this Thesis is a study with a special study of recruitment and selection of educators at Mulawarman University Samarinda in East Borneo in order to realize good governance to produce professional and quality educator. The formulation of the problem in this study, How the recruitment and selection of educators at Mulawarman University Samarinda, East Borneo, and what obstacles did they overcome?. The research method is with a qualitative method, with a data collection techniques from interviews, observation and documentation studies and with a qualitative data analysis spradley models. The findings in the field indicate that, the recruitment and selection of educators is carried out through steps a) forecasting human resources by compiling forecasting documents and planning the needs of educators to be proposed in the process of obtaining CPNS formation, while non PNS educators are not included. b) Withdrawal (Recruitment) through systematic steps including determining the basis of recruitment, determining recruitment sources, and determining recruitment methods / techniques, as well as job announcements and registration systems. c) selection through test procedures which include administrative selection, Basic Competency Selection (SKD) and Field Competency Selection (SKB) for civil servant (PNS) educators, while non PNS educators consist of administrative selection and Field Competency selection (SKB). The obstacles encountered include those of forecasting human resources needs, of recruitment and selection.
