Abstract

Penerapan prinsip Community Based Tourism pada bidang ekonomi, sosial, budaya, politik dan lingkungan berdasarkan persepsi masyarakat adalah semua indikator dalam prinsip Community Based Tourism sudah diterapkan kecuali dalam bidang lingkungan pada indikator penggunaan tempat sampah terpisah belum diterapkan. Partisipasi masyarakat Kelurahan Karangsari dalam tahap perencanaan, pelaksanaan, dan evaluasi masuk kategori rendah. Hal tersebut dikarenakan masyarakat yang dilibatkan hanya yang menjadi pengelola, petani maupun pedagang Agrowisata. Sedangkan pada tahap menikmati hasil, partisipasi masyarakat masuk kategori tinggi. Partisipasi masyarakat tidak dipengaruhi oleh faktor internal dan faktor eksternal, dibuktikan dengan nilai signifikansi dari analisis korelasi Rank Spearman dari hubungan faktor internal dan faktor eksternal terhadap partisipasi masyarakat >0.05. Hal ini membuktikan bahwa partisipasi masyarakat dalam pengembangan Agrowisata Karangsari tidak tergantung pada karakteristik individu seperti usia, anggota keluarga, tingkat pendidikan, tingkat pendapatan, lama tinggal di lokasi dan intensitas sosialisasi. Skor dari faktor kekuatan dan kelemahan dikombinasikan sehingga mendapatkan total skor faktor internal 1.39. Sedangkan total skor faktor peluang dan ancaman yang merupakan kombinasi dari faktor eksternal yaitu 1.03. Strategi yang digunakan pada Kuadran I adalah Strategi Agresif yaitu strategi S-O. Strategi yang harus diterapkan adalah memanfaatkan potensi pekarangan rumah dan kebun warga di sepanjang koridor jalan utama dengan mengoptimalisasi pengelolaan kualitas buah dan pola tanam yang baik untuk dijadikan atraksi wisata pendukung Agrowisata, mempertahankan kualitas buah yang dihasilkan serta memperluas pemasaran dan promosi dengan cara memanfaatkan perkembangan teknologi informasi, menyusun paket wisata dan bekerjasama dengan Biro Perjalanan Wisata, meningkatkan pemberdayaan masyarakat dengan lebih sering melibatkan masyarakat sekitar dalam kegiatan pengembangan Agrowisata guna memperkuat sinergi antar masyarakat dan pengelola Agrowisata dan mengembangkan inovasi terhadap konsep Agrowisata agar tidak monoton dan lebih menarik minat pengunjung seperti menambah area outbond, permainan anak, spot fotografi dan tempat peristirahatan di tengah jalur tracking dan penambahan suttle car untuk mempermudah wisatawan lansia..

English Abstract

The tourism sector plays an important role in improving the economic sector in Indonesia. Agro tourism is one of the development activities in the field of tourism, which uses agricultural land from the beginning of production to agricultural products in various systems to increase knowledge, understanding and experience in agriculture. The development of agricultural land into sustainable areas of agritourism can bring benefits, including increased tourism visits, which contribute to improving the quality of life of farmers and communities around agritourism. One of the principles for the development of agrotourism is the strengthening of local communities (community-based tourism). Community involvement is seen as one of the keys to success in the development of agritourism. The development of agrotourism with community empowerment is currently widely used in various regions of Indonesia. An area that is turning its agricultural sector into an agro tourism area is Blitar City, right in Karangsari Starfruit Agro Tourism. Starfruit as one of the main commodities in Karangsari Village has been developed as one of the leading tourist attractions, namely Karangsari Starfruit Agro Tourism. The benefit of Karangsari Starfruit Agro tourism, namely the Karangsari Starfruit Parent Tree, has been certified by Minister of Agriculture No. 1 with superior varieties. 483 / KPTS / LB 240/2004 and Karangsari Starfruit have received a certificate from Prima Products No. 3. P2T / 2 / 11.03 / 02 / IV / 2013 means safe from pesticides. Success in the development of tourist areas depends on the cooperation and active participation of different parties, as well as the active participation of all parishioners and government support, so that the purpose of this study is to analyze the distribution patterns and character of star fruit populations and its application The Community Based Tourism Principles and Participation Levels analyze community and develop a strategy for the development of Karangsari Starfruit Agrotourism. This study was conducted using a questionnaire as a tool and detailed interviews to provide information on the application of the principles of community based tourism and the degree of community involvement. In this study the number of respondents with the criteria of Karangsari Starfruit management up to 15 people, 24 people around Karangsari Starfruit Agro Tourism and representatives of the Village Apparatus, the Agriculture Service and the Tourism Office involved in the development of Starfruit Agro Tourism were identified using a convenient sampling technique to determine the location of the Starfruit Agro Tourism According to Karangari Starfruit Management's study and number of respondents, Karangsari interviews up to 5 people. In order to determine the strategy for the development of the agro tourism, interviews and SWOT questionnaires are needed by experts (expert team) Star fruit in the area of agritourism is of good quality, with the pattern of distribution star fruit in 3 fields, namely agritourism, gardens and settlements are clumped. Starfruit Plants around Karangsari Agro tourism is dominated by 55% sociability, which means that plants live alone. The highest vitality value in the Karangsari Agro Tourism environment is in the Vitality Category 3 of 55%. This means that the plants grow well, but are not found in shoots or crops. While for periodicity values found in the environment of agro tourism, the category 3 periodicity is of 37%, which means that fruit is found in most trees. Applying the Community Based Tourism principle to the economic, social, cultural, political and environmental sectors, based on the perception of the community, all indicators of the community based tourism principle have been implemented, with the exception of the environmental area, where none exist Indicators for the separate use of waste have been applied. Community involvement in Karangsari village in the planning, implementation and evaluation phase falls in the low category. This is because those involved are only managers, farmers and agrotourism traders. While the community is in the enjoyment of results, participation is in the top category. Public participation is not affected by internal and external factors, as demonstrated by the importance of the Spearman rank correlation analysis from the ratio of internal and external factors to community participation> 0.05. This shows that the participation of the community in the development of Karangari agrotourism does not depend on individual characteristics such as age, family members, level of education, level of income, length of stay at the location and intensity of socialization. The strengths and weaknesses scores were combined to give an overall score of 1.39 for the internal factors. The total score of opportunity and threat factors, which are a combination of external factors, is 1.03. The strategy used in Quadrant I is an aggressive strategy, namely the S-O strategy. The strategy that needs to be implemented is to harness the potential of home gardens and communal gardens along the main road corridors by optimizing fruit quality management and cropping patterns that serve as tourist attractions for agrotourism, preserving the quality of fruit produced, and improving the quality of crops Marketing and advertising will be expanded through the use of information technology developments, organization of travel packages and collaboration with the travel agency, strengthening the commitment of municipalities, by involving the surrounding communities more often involved in the development of agritourism, to increase the synergy between municipalities and agritourism managers To strengthen and develop innovations for the concept of agrotourism, not to be monotonous and attract more visitors, children's games, photography spots and rest areas with tracking tracks and additional shuttle cars to older tourists.
