Abstract
Penelitian ini bertujuan untuk mengetahui peran Nadzir dan Strategi Pengembangan Wakaf produktif yang dilakukan untuk kesejahteraan umat. Wakaf merupakan salah satu instrumen dalam ekonomi Islam yang bertujuan untuk meningkatkan Kesejahteraan Masyarakat. Mesir, Istambul, Malaysia, Bangladesh dan Singapura merupakan beberapa negara yang telah melakukan penerapan pengelolaan wakaf secara produktif sehingga terbukti mampu meningkatkan kesejahteraan masyarakatnya. Di Malaysia pengelolaan wakaf produktif telah mampu meningkatkan kesejahteraan masyarakat dalam bidang pendidikan berupa beasiswa untuk mahasiswa, sama halnya dengan di Universitas Al-Azhar. Penelitian ini dilakukan di Nadzir Yayasan UNISMA yang telah diberi dana wakaf oleh Kementrian Agama sebesar 2 Milyar. Peneliti menggunakan teknik wawancara untuk mengetahui peran dan strategi yang dijalankan oleh Nadzir Yayasan UNISMA. Selain itu, peneliti menggunakan data sekunder berupa dokumen Nota Kesepehaman antara Nadzir UNISMA dan Kementrian Agama untuk menganalisis strategi yang dijalankan. Berdasarkan pada hasil penelitian, peneliti menemukan bahwa Nadzir Yayasan UNISMA telah mengembangkan dana wakaf menjadi Restoran, Minimarket dan Ruang VIP di Rumah Sakit UNISMA. Namun dampak kesejahteraan masih belum dirasakan oleh masyarakat, karena layanan kesehatan yang dikelola dari wakaf belum menyentuh pada masyarakat bawah yang membutuhkan. Peningkatan kesejahteraan dirasakan oleh masyarakat yang ikut serta dalam pengelolaan wakaf seperti tenaga kerja yang mendapatkan pekerjaan dari pengelolaan wakaf.
English Abstract
The purpose of this research is to discover the role of Nazir and the development stratedy of productive waqf which conducted for the welfare of the people. Waqf is one of the instrument in Islamic Economics which has its own purpose to improve the welfare of the people. There are several countries which are Egypt, Turkey, Malaysia, Bangladesh and Singapore that have been implementing the management of waqf productively and proven to be able to improve welfare of their people. Especially in Malaysia, the management of productive waqf has been proven to improve the welfare of the people in terms of education in the form of scholarship for all students which also occur in Al-Azhar University. The object of this research is Nazir of UNISMA foundation which has been given waqf fund by the Ministry of Religious Affairs with the total amount of money at 2 billions. Moreover, the interview technique was mainly used in this research in order to discover the role and strategy established by Nazir of UNISMA foundation and also the secondary data were used in the form of MOU between Nazir of UNISMA foundation and Ministry of Religious Affairs to analyze the strategy that has been implemented. The results of the research show that Nazir of UNISMA foundation has develop the waqf fund into restaurant, minimarket and VIP Room in UNISMA hospital. However, the impact of the welfare is yet to be experienced by the people because the health care managed from waqf is yet to be given to those people in need. Furthermore, the improvement of the welfare felt by the people that take parts in waqf management such as labor who obtain jobs from the waqf management.
