Abstract
Tanaman padi merupakan sumber makanan pokok bagi mayoritas penduduk di Indonesia. Tanaman padi di Indonesia sering dihadapkan pada ancaman resiko masalah ketidakpastian terhadap hasil panen yang didapat. Hal tersebut menjadi salah satu masalah di bidang pertanian yang utama. Dengan masalah yang ada, pemerintah membuat suatu program bantuan untuk pihak penerima atau petani. Salah satu program yang sering dilaksanakan adalah bantuan benih untuk petani. Bantuan benih merupakan bantuan utama yang dibutuhkan banyak petani. Terdapat permasalahanan dalam bantuan benih, yaitu distribusi bantuan benih yang memiliki banyak pilar sehingga tidak tepat dalam pembagian dan waktu. Penelitian ini bertujuan untuk mendeskripsikan distribusi bantuan benih padi pada daerah penelitian, untuk menganalisis tingkat efektivitas distribusi bantuan benih padi terhadap kelompok tani pada daerah penelitian, untuk menganalisis tingkat kepuasan petani terhadap bantuan benih padi varietas ciherang pada daerah penelitian, dan untuk mengetahui hubungan tingkat efektivitas dengan kepuasan petani terhadap distribusi pemberian bantuan benih padi pada kelompok tani di daerah penelitian Penelitian ini dilakukan pada Kelompok Tani Lestari, Desa Kendalpayak, Kecamatan Pakisaji, Kabupaten Malang. Kelompok Tani Lestari merupakan salah satu penerima program bantuan benih padi varietas Ciherang. Metode analisis data yang digunakan dalam penelitian ini adalah metode deskriptif dengan Skala Likert dan Analisis Chi-Square. Mekanisme distribusi bantuan benih padi Ciherang dimulai dari Dinas Pertanian Kabupaten Malang dengan menerima proposal data luas lahan dan nama dari kelompok tani sebagai syarat dalam penyaluran bantuan benih padi yang akan diberikan kepada petani, kemudian bantuan akan disalurkan ke Gapoktan atau Desa yang menerima bantuan benih yang telah direkomendasikan oleh Penyuluh Pertanian Kecamatan Pakisaji. Hasil dari penelitian ini menjelaskan bahwa berdasarkan hasil keempat kategori (pemahaman program, ketepatan sasaran, tercapainya tujuan, perubahan nyata) dapat dilihat dengan nilai rata-rata adalah efektif. Terdapat satu kategori yang memiliki niali kurang efektif yaitu ketepatan waktu. Analisis Chi-Square mendapatkan hasil bahwa terdapat hubunngan antara efektivitas dengan kepuasan petani terhadap distribusi bantuan benih padi varietas Ciherang. Saran dalam penelitian ini adalah kepada penerima bantuan atau petani disarankan untuk selalu bersosialisasi agar mendapat lebih banyak informasi untuk lancarnya proses distribusi bantuan pertanian, kepada pemerintah diharapkan lebih memperhatikan keberlancaran distribusi bantuan untuk pertanian agar pertanian di Kabupaten Malang semakin tinggi dalam produksi pertanian yang dihasilkan.
English Abstract
Rice is a staple food source for the majority of the population in Indonesia. Rice plants in Indonesia are often faced with the threat of risk and uncertainty regarding the yields obtained. This is one of the main problems in the agricultural sector. With the existing problems, the government created an assistance program for the recipients or farmers. One program that is often implemented is seed assistance for farmers. Seed aid is the main aid needed by many farmers. There is a problem in seed assistance, namely the distribution of seed assistance which has many pillars so that it is not appropriate in the distribution and timing. This study aims to describe the distribution of rice seed assistance in the research area, to analyze the level of effectiveness of the distribution of rice seed assistance to farmer groups in the research area, to analyze the level of farmer satisfaction with the assistance of Ciherang variety rice seeds in the research area, and to determine the relationship between the level of effectiveness and farmer satisfaction with the distribution of rice seed assistance to farmer groups in the research area This research was conducted at the Sustainable Farmers Group, Kendalpayak Village, Pakisaji District, Malang Regency. The Lestari Farmers Group is one of the recipients of the Ciherang variety rice seed assistance program. Data analysis method used in this research is descriptive method with Likert Scale and Chi-Square Analysis. The distribution mechanism for Ciherang rice seed assistance starts from the Malang Regency Agriculture Service by accepting proposals for land area data and names from farmer groups as a condition for distributing rice seed assistance to be given to farmers, then the assistance will be distributed to Gapoktan or Villages that receive seed assistance that has been provided. recommended by the Agricultural Extension Officer of Pakisaji District. The results of this study explain that based on the results of the four categories (program understanding, target accuracy, goal achievement, real change) it can be seen that the average value is effective. There is one category that has a less effective value, namely timeliness. Chi-Square analysis shows that there is a relationship between effectiveness and farmer satisfaction with the distribution of rice seed assistance for the Ciherang variety. Suggestions in this study are to recipients of assistance or farmers are advised to always socialize in order to get more information for the smooth distribution of agricultural assistance, the government is expected to pay more attention to the smooth distribution of assistance for agriculture so that agriculture in Malang Regency is higher in agricultural production produced
