Abstract
Pandemi Covid-19 di Indonesia telah memberikan dampak yang cukup besar bagi beberapa sektor dan salah satunya sektor pertanian. Komoditas cabai rawit merupakan salah satu yang terkena dampaknya. Dampak yang ditimbulkan dan dirasakan oleh petani adalah mereka kesulitan dalam memasarkan hasil panennya serta kegiatan distribusi cabai rawit ke wilayah tujuan terhambat dan dibatasi karena adanya penerapan sosial berskala besar (PSBB) yang diterapkan oleh pemerintah, sehingga mengakibatkan kelebihan stok cabai rawit di tingkat petani. Kelebihan stok cabai itulah yang menyebabkan harga jual cabai rawit di tingkat petani menjadi rendah. Dengan rendahnya harga jual cabai rawit tersebut dapat mempengaruhi penerimaan serta pendapatan petani. Besarnya pendapatan petani juga akan mempengaruhi pengeluaran rumah tangga, serta kesejahteraan rumah tangga petani baik sebelum maupun selama pandemi Covid-19. Penelitian ini dilakukan pada bulan Juli hingga Agustus 2021. Tujuan dari penelitian ini, 1) Menganalisis pendapatan usahatani petani cabai rawit di Desa Pagu, Kecamatan Pagu, Kabupaten Kediri sebelum dan saat pandemi Covid-19. 2) Menganalisis pengeluaran rumah tangga petani cabai rawit di Desa Pagu, Kecamatan Pagu, Kabupaten Kediri sebelum dan saat pandemi Covid-19. 3) Menganalisis tingkat kesejahteraan rumah tangga petani cabai rawit di Desa Pagu, Kecamatan Pagu, Kabupaten Kediri sebelum dan saat pandemi Covid-19. Penentuan lokasi penelitian didasarkan pada salah satu wilayah produksi cabai terbesar kedua di Kabupaten Kediri setelah Kecamatan Puncu. Diperoleh sampel sebanyak 30 responden dengan menggunakan teknik simple random sampling. Teknik analisis data meliputi analisis biaya usahatani, analisis penerimaan, analisis pendapatan, analisis pengeluaran rumah tangga petani serta analisis kesejahteraan petani menggunakan metode Good Service Ratio (GSR). ii Hasil penelitian menunjukkan bahwa rata-rata pendapatan petani cabai rawit per bulan di Desa Pagu, Kecamatan Pagu sebelum pandemi Covid-19 sebesar Rp. 11.410.116 dan saat pandemi Covid-19 mengalami penurunan pendapatan sebesar Rp. 2.689.077. Rata-rata pengeluaran rumah tangga petani cabai rawit per bulan di Desa Pagu sebelum pandemi Covid-19 sebesar Rp. 2.259.283 dan saat pandemi Covid-19 mengalami penurunan pengeluaran rumah tangga sebesar Rp. 1.564.205. Berdasarkan analisis tingkat kesejahteraan petani yang menggunakan Good Service Ratio (GSR) dapat disimpulkan bahwa rumah tangga petani di Desa Pagu, Kecamatan Pagu sebelum pandemi Covid-19 masuk pada kategori sejahtera dan saat pandemi Covid-19 masuk pada kategori kurang sejahtera.
English Abstract
The Covid-19 pandemic in Indonesia has had a considerable impact on several sectors and one of them is the agricultural sector. The cayenne pepper commodity is one of those affected. The impact caused and felt by farmers is that they have difficulty in marketing and distribution activities of cayenne pepper to destination areas are hampered and limited due to the large-scale social application (PSBB) implemented by the government, resulting in excess stock of cayenne pepper at the farmer level. The excess stock of chili is what causes the selling price of cayenne pepper at the farmer level to be low. With the low selling price of cayenne pepper, it can affect farmers' income and income. The amount of farmers' income will also affect household spending, as well as the welfare of farmer households both before and during the Covid-19 pandemic. This research was conducted from July to August 2021. The aims of this research are 1) To analyze the farming income of cayenne pepper farmers in Pagu Village, Pagu District, Kediri Regency before and during the Covid-19 pandemic. 2) Analyzing the household expenditure of cayenne pepper farmers in Pagu Village, Pagu District, Kediri Regency before and during the Covid-19 pandemic. 3) Analyzing the welfare level of cayenne pepper farmers' households in Pagu Village, Pagu District, Kediri Regency before and during the Covid-19 pandemic. Determination of the research location is based on one of the second largest chili production areas in Kediri Regency after Puncu District. Obtained a sample of 30 respondents using simple random sampling technique. Data analysis techniques include farm cost analysis, revenue analysis, income analysis, farmer household expenditure analysis and farmer welfare analysis using the Good Service Ratio (GSR) method. The results showed that the average monthly income of cayenne pepper farmers in Pagu Village, Pagu District before the Covid-19 pandemic was Rp. iv 11.410.116 and during the Covid-19 pandemic, income decreased by Rp. 2.689.077. The average monthly expenditure of cayenne pepper farmers in Pagu Village before the Covid-19 pandemic was Rp. 2.259.283 and during the Covid- 19 pandemic, household expenses decreased by Rp. 1.564.205. While the analysis of the share of food expenditure can be concluded that before and during the pandemic it was in the pagan resistant category. Based on the analysis of the welfare level of farmers using the Good Service Ratio (GSR) it can be concluded that farmer households in Pagu Village, Pagu District before the Covid-19 pandemic were in the prosperous category and during the Covid-19 pandemic it was in the less prosperous category.
