Abstract
Pengarusutamaan Gender diadopsi sebagai strategi utama dalam mempromosikan kesetaraan gender pada konferensi wanita keempat di beijing yang diselenggarakan oleh pbb pada tahun 1995. Indonesia mulai menerapkan Pengarusutamaan Gender dalam perencanaan pembangunan nasional dan daerah dimulai pada disahkannya Instruksi Presiden no. 8 tahun 2000 dan pada tingkat daerah Kota Batu mulai dilaksanakan setelah disahkannya perda no. 2 tahun 2016. Penelitian ini menggunakan jenis penelitian deskriptif dengan fokus penelitian pada pelaksanaan kebijakan Pengarusutamaan Gender oleh pemerintah Kota Batu khususnya oleh DP3AP2KB dan BAPPELITBANGDA sebagai koordinator pelaksana kebijakan di lingkup pemerintah Kota Batu. Teknik penelitian menggunakan observasi, wawancara, dan dokumentasi. Tujuan penelitian ini adalah untuk mengetahui bagaimana dan sejauh mana proses pelaksanaan kebijakan Pengarusutamaan Gender oleh pemerintah Kota Batu baik dari segi pemerintahan dan sosial. Berdasarkan penelitian ini, dapat diketahui bahwa pemerintah Kota Batu telah melaksanakan kebijakan Pengarusutamaan Gender dengan efektif meskipun dibutuhkan beberapa perbaikan. Analisa efektifitas dan efisiensi pelaksanaan kebijakan PUG berdasarkan teori model implementasi kebijakan edwards III, yang menganalisa struktur birokrasi, komunikasi, sumberdaya, serta disposisi dalam pelaksanaan kebijakan. Struktur birokrasi pada pelaksanaan PUG dikoordinasi oleh DP3AP2KB dan BAPPELITBANGDA dan sosialisasi baik di lingkup pemerintahan dan masyarakat dilakukan sebagai proses komunikasi, beberapa program berbasis kesetaraan gender juga telah dilakukan oleh pemerintah Kota Batu
English Abstract
Gender mainstreaming was adopted as the main strategy to promote gender equality at the fourth world women conference held by the un in 1995. Indonesia began to implement gender mainstreaming in national and regional development planning starting with the ratification of Presidential instruction no. 8 of 2000 and at the regional level began to be implemented after the enactment of regional regulation Batu city no. 2 of 2016. This study uses descriptive research with a focus of research on the implementation of gender mainstreaming policies by the city government of Batu, especially by DP3AP2KB and BAPPELITBANGDA as coordinators of policy implementation within the city government of Batu. Research techniques using observation, interviews, and documentation. The purpose of this study is to find out how and to what extent the process of implementing gender mainstreaming policies by the Batu city government both in terms of government and social aspects. Based on this research, it can be seen that the Batu city government has implemented a gender mainstreaming policy effectIVely although some improvement is needed. Analysis of the effectIVeness and efficiency of PUG policy implementation is based on the edwards III policy implementation model theory, which analyzes the bureaucratic structure, communication, resources, and dispositions in policy implementation. The bureaucratic structure in the implementation of PUG is coordinated by DP3AP2KB and BAPPELITBANGDA and socialization in both the government and community circles is carried out as a communication process, several programs based on gender equality have also been carried out by the Batu city government.
