Abstract

Kabupaten Blitar merupakan salah satu daerah yang memiliki potensi agroindustri unggulan yaitu kacang tanah dan gula merah. Salah satu hasil dari kedua komoditas unggulan tersebut dapat dijadikan produk khas Blitar yaitu enting geti. Kecamatan Kademangan, Desa Rejowinangun merupakan salah satu daerah pedesaan yang memiliki banyak sentra industri pembuatan enting geti. Pihak pemerintah menjadikan desa tersebut sebagai desa wisata oleh-oleh produk khas Blitar. Sehingga konsep OVOP (One Village One Product) dikembangkan di daerah tersebut. Permasalahan yang dihadapi pada sentra industri enting geti ini masih belum adanya pengembangan klaster industri antar UKM. Sehingga belum ada koordinasi dan interaksi antar UKM. Klaster industri disini adalah suatu pengelompokkan usaha yang didalamnya tidak hanya ada satu pelaku namun ada beberapa pelaku usaha lainnya yang saling berinteraksi. Tujuan dari penelitian ini adalah menganalisis pembagian klaster industri berdasarkan kinerja UKM dan kualitas produk enting geti di Kecamatan Kademangan, dan menentukan strategi dalam pengembangan potensi UKM enting geti. Analisis pertama yang dilakukan adalah analisis klaster mengguanakan metode K-means clustering yang didapatkan pembagian klaster sebanyak 3 klaster. Pembagian klaster didapatkan dari hasil perhitungan sum of square error di metode Elbow. Hasil klaster 1 dan 2 dibedakan menjadi 2 jenis usaha dimana klaster 1 masuk pada jenis usaha kecil dan klaster 2 masuk pada jenis usaha mikro. Analisis kedua adalah strategi pengembangan klaster industri menggunakan Fuzzy Analytical Hierarchy Process (FAHP) dengan hasil bobot faktor utama pada kualitas produk (0,59) pada kriteria features (0,27) dengan alternatif inovasi produk (0,51) sedangkan klaster 2 memiliki bobot faktor utama kinerja UKM (0,57) pada kriteria perfomance (0,21) dan alternatif penetapan standar mutu (0,38). Faktor eksternal yang dapat membantu untuk meningkatkan kinerja UKM dan kualitas pada klaster 1 adalah bantuan dari pihak pemerintah, industri pendukung dan perguruan tinggi untuk memberika pengetahuan dan penyuluhan, sedangkan pada klaster 2 adalah bantuan dari pihak pemerintah yang dapat memberikan informasi mengenai pinjaman modal usaha, industri pendukung dan perguruan tinggi. Strategi pengembangan yang dilakukan pada klaster 1 mengenai inovasi produk dapat berupa kretivitas bentuk kemasan dan produk yang bervariasi, sedangkan pada klaster 2 dapat menetapkan standar mutu atau kualitas produk baik dari bahan baku hingga produk jadi menurut SNI yang sudah ditetapkan.

English Abstract

Blitar Regency is one of the regions that has the potential of superior agroindustry, namely peanuts and brown sugar. One of the results of the two superior commodities can be used as a typical product of Blitar, namely enting geti. Kademangan Subdistrict, Rejowinangun Village is one of the rural areas that has many centers of the enting geti manufacturing industry. The government made the village a tourist village for Blitar's typical product souvenirs. So that the OVOP concept (One Village One Product) was developed in the area. The problem faced by the enting geti industrial center is that there is still no development of industrial clusters between SMEs. So that there is no coordination and interaction between SMEs. The industrial cluster here is a grouping of businesses in which there is not only one actor but there are several other business actors who interact with each other. The purpose of this study was to analyze the distribution of industrial clusters based on the performance of SMEs and the quality of enting geti products in Kademangan Subdistrict, and determine strategies in developing the potential of the enting geti UKM. The first analysis carried out was cluster analysis using the K-means clustering method which obtained a cluster of 3 clusters. Cluster distribution is obtained from the calculation of the sum of square error in the Elbow method. Cluster 1 and 2 results are divided into 2 types of business where cluster 1 is included in the type of small business and cluster 2 is in the type of micro business. The second analysis is the industrial cluster development strategy using Fuzzy Analytical Hierarchy Process (FAHP) with the results of the main factor weights on product quality (0.59) on the features criteria (0.27) with product innovation alternatives (0.51) while cluster 2 has weights the main factors of UKM performance (0.57) on performance criteria (0.21) and alternative quality standard setting (0.38). External factors that can help to improve the performance of SMEs and quality in cluster 1 are assistance from the government, supporting industries and universities to provide knowledge and counseling, while in cluster 2 is assistance from the government that can provide information on business capital loans, industry supporters and universities. The development strategy carried out in cluster 1 regarding product innovation can be in the form of varied forms of packaging and product creativity, while in cluster 2 it can set quality standards or product quality from raw materials to finished products according to established SNI
