Abstract

Selama ini mitra yang bekerjasama dengan perum BULOG kurang memahami faktor-faktor penting yang mempengaruhi kolaborasi kerjasama pada rantai pasok beras. Tujuan dari penelitian ini adalah untuk menganalisis urutan prioritas perilaku kerjasama antara Perum BULOG dengan mitranya, menganalisis nilai efisiensi kerjasama dari masing- masing stakeholder yang terlibat dan menganalisis strategi perbaikan perilaku kerjasama dalam meningkatkan efisiensi kerjasama antara Perum BULOG dengan mitranya. Metode yang digunakan pada penelitian ini adalah integrasi dari Quality Function Diagram (QFD), Fuzzy Analytical Network Process (FANP), dan Data Envelopment Analysis (DEA). Berdasarkan penelitian yang telah dilakukan, tingkat kepentingan faktor perilaku kerjasama dari yang tertinggi hingga terendah secara berturut-turut adalah koordinasi (0,24), perbaikan yang berkesinambungan (0,23), komitmen (0,21), stabilitas (0,20), dan tingkat kepercayaan (0,13). Hasil penilaian tingkat efisiensi kerjasama antara mitra dan Perum BULOG menunjukkan bahwa 22,22% (2 dari 9 stakeholder) adalah tidak efisien, yakni D4 (0,888) dan D7 (0,875). Strategi perbaikan pada aspek ekonomi dapat dilakukan dengan meningkatkan penjualan yang dilakukan sehingga profit ikut mengalami peningkatan, serta pemilihan penggunaan transportasi yang tepat dan sesuai sehingga mengurangi biaya dan meningkatkan profit. Untuk meningkatkan aspek bantuan finansial dan non finansial, terdapat beberapa upaya yang harus dilakukan, yaitu meningkatkan stabilitas penjualan terhadap Perum BULOG serta meningkatkan komunikasi dan koordinasi antar mitra maupun dengan Perum BULOG

English Abstract

During this time, partners who collaborate with Perum BULOG do not understand the important factors that influence collaboration collaboration on the rice supply chain.The purpose of this study is to analyze a priority sequence of cooperative behavior between Perum BULOG and its partners, analyze the value of the efficiency of cooperation of each stakeholder involved, and analyze strategies for improving cooperative behavior in improving the efficiency of cooperation between the State Logistics Agency and its partners. The method used in this study is the integration of Quality Function Diagrams (QFD), Fuzzy Analytical Network Process (FANP), and Data Envelopment Analysis (DEA). Based on research that has been done, the importance level of cooperation behavior factors from the highest to the lowest in a row is coordination (0.24), continuous improvement (0.23), commitment (0.21), stability (0.20), and the level of trust (0.13). The results of the assessment of the level of efficiency of cooperation between Perum BULOG and partners showed that 22.22% (2 of 9 stakeholders) were inefficient, namely D4 (0.888) and D7 (0.875). Strategies for improvement in economic aspects can be done by increasing sales so that profits also increase, as well as the selection of the use of appropriate transportation so as to reduce costs and increase profits. To improve aspects of financial and non-financial assistance, there are a number of efforts that must be made, namely increasing sales stability at Perum BULOG and improving communication and coordination between Perum BULOG and its partners.
