Abstract

Berbagai isu-isu terkait permasalahan yang dialami oleh kalangan difabel khususnya di daerah menunjukkan pentingnya implementasi kebijakan yang optimal. Implementasi kebijakan haruslah berdasarkan pada keadaan konkret bagi kebutuhan penyandang difabel di daerah. Berdasarkan data tahun 2016 menunjukkan jumlah penyandang disabilitas Propinsi Sulawesi Tengah sebanyak 2.492 jiwa dengan pembagian tuna daksa 745 jiwa, tuna netra 460 jiwa, tuna rungu/wicara 367 jiwa, tuna grahita 360 jiwa dan disabilitas lainnya 560 jiwa. Dari data tersebut, maka dengan melalui implementasi kebijakan penanganan penyandang difabel dalam terutama bagi penyandang difabel yang secara teknis dilaksanakan oleh Kementerian Sosial di Provinsi Sulawesi Tengah melalui Panti Sosial Bina Grahita (PSBG) Nipotowe Palu dapat dijadikan sebagai upaya rehabilitasi sosial terhadap penyandang difabel yang idealnya dilakukan lebih komprehensif karena sifat kebijakannya di impementasikan secara top down dimana kebijakan tersebut merupakan turunan kebijakan dari pemerintah pusat yang diimplementasikan oleh Panti Sosial Bina Grahita Nipotowe Palu Penelitian ini menggunakan penelitian kualitatif, di mana mengkaji perspektif partisipan dengan strategi-strategi yang bersifat interaktif dan fleksibel. Untuk membatasi daerah penelitian agar pelaksanaan penelitian dapat berjalan efisien dan efektif, maka penetapan lokasi di Panti Sosial Bina Grahita (PSBG) Nipotowe Palu. Hasil penelitian menunjukkan implementasi kebijakan penanganan Penyandang Difabel di Panti Sosial Bina Grahita (PSBG) Nipotowe Palu dengan indikator 1. Komunikasi sangat berpengaruh terhadap penerimaan kebijakan oleh pelaksana kebijakan dan penerima kebijakan. 2. Sumber daya yang dimiliki oleh pelaksana kebijakan yaitu staf belum memadai, pembiayaan dalam kategori belum memadai, walapun telah terdapat informasi dan tidak terjadinya penyalahgunaan kewenangan, akan tetapi fasilitas sarana dan prasarana dalam kategori belum memadai. 3. Disposisi berbagai program telah dilakukan oleh pemerintah dalam rangka pelaksanaan kebijakan penanganan penyandang difabel. 4). Struktur Birokrasi yang dilaksanakan pada implementasi kebijakan penanganan penyandang difabel telah berjalan secara baik berjalan secara baik seperti SOP serta fragmentasi. Faktor pendukung dan penghambat implementasi kebijakan penanganan Penyandang Difabel di Panti Sosial Bina Grahita (PSBG) Nipotowe Palu yaitu 1. Faktor pendukung dengan adanya regulasi yang jelas mendukung komunikasi, Disposisi implementasi program penanganan difabel yang baik, Struktur birokrasi yang jelas. 2. Faktor penghambat tentang sistem promosi dan mutasi staf pegawai yang tidak tepat, terbatasnya pembiayaan finansial, terbatasnya fasilitas sarana dan prasarana

English Abstract

The issues related to the problems experienced by disabled people especially in regional areas illustrate the importance of optimal policy implementation. The policy implementation should be based on a concrete state for the needs of these people in the area. Based on the data in 2016, the number of disabled people in Central Sulawesi Province was 2,492 people consisting of 745 people with physical disabilities, 460 people with visual impairments, 367 people with hearing impairments, 360 people with mental disabilities, and other disabilities as many as 560 people. From that data, it is assumed that the implementation of disability management policy particularly for people with disabilities that is technically implemented by the Ministry of Social Affairs in Central Sulawesi Province with Bina Grahita Social Care Institution (Panti Sosial Bina Grahita or PSBG) in Nipotowe, Palu can be used as a social rehabilitation effort for those people. Ideally, it should be carried out more comprehensively because the nature of the policies is implemented in a top-down approach. In other words, the policy is given by the central government which then must be implemented by Bina Grahita Social Care Institution in Nipotowe, Palu. This study is qualitative research where the researchers examine the perspectives of participants through interactive and flexible strategies. The researchers also limit the research areas to make the implementation of the research run efficiently and effectively. The research site was in Bina Grahita Social Care Institution, Nipotowe, Palu. The results showed that the implementation of disability management policy at Bina Grahita Social Care Institution in Nipotowe, Palu has several indicators, namely: 1. For policy implementers and beneficiaries, communication is very influential on the acceptance of the policy. 2. The tight resources of policy implementers such as inadequate staff and insufficient funding. Even though the information has been distributed and the fact that there is no abuse from the authority, the facilities, and infrastructure still in the category of inadequate. 3. The disposition of various programs has been carried out by the government in the context of implementing the disability management policy. 4. The structure of the bureaucracy, as well as its SOP and fragmentation, carried out in the implementation of disability management policy has been running well. The factors in the implementation of disability management policy at Bina Grahita Social Care Institution, Nipotowe, Palu are 1. Clear regulations as the supporting factors; and 2.
