Abstract

Pemberdayaan masyarakat bagi petani kopi di Desa Muncar dilakukan dengan kolaborasi aktor melalui model sinergitas penta helix. Adanya upaya pemberdayaan bagi petani kopi secara bertahap memberikan perbaikan-perbaikan pada proses bertani budidaya, proses pasca panen, serta proses pemasaran. Untuk mengetahui seberapa jauh upaya pemberdayaan tersebut dilaksanakan dan dirasakan manfaatnya khususnya bagi petani kopi di Desa Muncar maka diperlukan suatu evaluasi. Dalam penelitian ini evaluasi pemberdayaan dilakukan secara komprehensif atau menyeluruh dari hulu hingga ke hilir. Tujuan dari penelitian ini adalah: (1) Mengetahui, mendeskripsikan, dan menganalisis hasil pemberdayaan petani kopi di Desa Muncar dilihat dari sisi proses bertani budidaya, pasca panen, dan pemasaran, (2) Mengetahui, mendeskripsikan, dan menganalisis peran setiap aktor dalam model penta helix pada pemberdayaan petani kopi di Desa Muncar dilihat dari sisi proses bertani budidaya, pasca panen, dan pemasaran, (3) Mengetahui, mendeskripsikan, dan menganalisis outcomes yang didapatkan oleh petani kopi di Desa Muncar dengan adanya upaya pemberdayaan masyarakat. Hasil penelitian ini menunjukkan bahwa adanya pemberdayaan secara keseluruhan telah mampu memberikan perubahan pada aktifitas petani dimulai dari proses bertani budidaya, pasca panen, dan pemasaran menuju tatanan yang lebih baik. Aktor dalam model penta helix berkolaborasi bersama untuk menciptakan petani kopi yang sejahtera diantaranya: Pertama, pemerintah melalui Pemerintah Desa Muncar, Pemerintah Kabupaten Temanggung, Dinperindagkop Kabupaten Temanggung, serta Dintanpangan Kabupaten Temanggung. Kedua, sektor swasta melalui PT. Astra International Tbk. Ketiga, akademisi melalui Universitas Sebelas Maret (UNS). Keempat, komunitas melalui Kelompok Usaha Bersama Karya Mulia dan kelompok tani, serta kelima yaitu media melalui Radio Temanggung. Terdapat beberapa outcomes yang dinilai dari adanya pemberdayaan petani kopi di Desa Muncar diantaranya adalah public ethics, hasil, lestari, dan kesejahteraan. Kesimpulan yang diperoleh dalam penelitian ini adalah adanya pemberdayaan di Desa Muncar bagi petani kopi secara keseluruhan telah mampu meningkatkan kesejahteraan petani sehingga terjadi peningkatan pada sumber ekonomi pendapatan keluarga. Saran yang dapat diberikan oleh peneliti adalah adanya riset mengenai bibit tanaman kopi yang unggul, egosentrisme dinas dalam memberdayakan dikurangi, serta dibutuhkan kembali area pemasaran produk kopi.

English Abstract

Community empowerment for coffee farmers in Muncar Village is carried out in collaboration with actors through the penta helix synergy model. The existence of empowerment programs for coffee farmers has gradually provided improvements in the cultivation process, post harvest process, and the marketing process. To find out how far the empowerment programs have been carrying out and the coffee farmers in Muncar Village felt the benefit, an evaluation for this program is needed. In this study, the evaluation of empowerment was examined comprehensively or thoroughly from upstream to downstream. The objectives of this study were: (1) Knowing, describing, and analyzing the results of empowerment programs for coffee farmers in Muncar Village in terms of the process of cultivation, post harvest, and marketing, (2) Knowing, describing, and analyzing the role of each actor in the penta helix synergy model on the empowerment programs for coffee farmers in Muncar Village in terms of the process of cultivation, post harvest, and marketing, (3) Knowing, describing, and analyzing the outcomes obtained by coffee farmers in Muncar Village with community empowerment programs. The results of this study indicated that the existence of empowerment as a whole has been able to provide changes in farmer activities, starting from the process of cultivation, post harvest, and marketing towards a better order. Actors in the penta helix model collaborated together to create prosperous coffee farmers, including: First, the government through the Muncar Village Government, the Temanggung Regency Government, Dinperindagkop and Dintanpangan of Temanggung Regency. Second, the private sector through PT. Astra International Tbk. Third, academics through Sebelas Maret University (UNS). Fourth, the community through Karya Mulia's Joint Business Group and farmer groups, and the fifth is the media through Temanggung Radio. There were several outcomes that are assessed from the empowerment of coffee farmers in Muncar Village, including public ethics, results, sustainability, and welfare. The conclusion obtained from this study is that the existence of empowerment in Muncar Village for coffee farmers as a whole has been able to improve the welfare of farmers so that eventually increasing the economic source of family income. Suggestions that can be given by researcher are the existence of research on superior coffee plant seeds, reduce goverment egocentrism in empowering, and the need to re-market coffee products.
