Abstract
Sektor perikanan sering kali dikaitkan dengan kegiatan usaha perikanan, seperti kegiatan penangkapan ikan, pengangkukan hasil ikan, sampai kegiatan pemasaran hasil tangkapan. Namun dalam kegiatan usaha perikanan, tentunya diperlukan perhitungan serta pertimbangan yang matang untuk meminimalisir terjadinya kerugian dimasa depan. Oleh sebab itu sangat penting dilakukan sebuah analisis kelayakan usaha perikanan bouke ami di PPP Tegalsari yang bertujuan untuk mengetahui apakah usaha yang dilakukan mengalami keuntungan / kerugian dan dapat dikatakan layak atau tidak dalam kurun waktu tertentu. Penelitian ini dilakukan di Pelabuhan Perikanan Pantai (PPP) Tegalsari Jawa Tengah pada tanggal 29 Februari - 17 Maret 2020. Tujuan dilaksanakannya penelitian ini adalah untuk mengetahui tentang kelayakan usaha kapal peikanan bouke ami yang berada di PPP Tegalsari. Kota Tegal memiliki potensi besar dalam sektor perikanan tangkapnya. Pantai utara Jawa Tengah menjadi basis penghasil ikan terbesar di Jawa Tengah. Perairan Tegal memiliki kondisi perairan yang cukup berlimpah. Perlu diketahui bahwa Kota Tegal sendiri merupakan salah satu penghasil produksi perikanan terbesar di Indonesia. Termasuk Pelabuhan Perikanan Pantai (PPP) Tegalsari sendiri. Ada 4 metode dalam menghitung analisis kelayakan usaha. Diantaranya ialah: metode Net Present Value (NPV), Net Benefit/Cost Ratio (Net B/C), Internal Rate of Return (IRR), dan Payback Period (PP). Penelitian ini menggunakan data kapal bouke ami berupa: hasil tangkapan, pendapatan, perbekalan, serta biaya tetap, dari priode bulan Februari 2019-Februari 2020. Hasil penelitian didapatkan jumlah populasi kapal bouke ami di PPP Tegalsari pada tahun 2019 berjumlah 97 unit kapal serta sampel yang diambil didalam penelitian sebanyak 20 sampel kapal. Jumlah produksi kapal bouke ami mengalami kenaikan sedikit demi sedikit selama kurun 5 tahun terakhir. Namun terjadi sedikit penurunan jumlah hasil produksi pada tahun 2016. Jumlah produksi hasil tangkapan tertinggi terjadi pada tahun 2014 sebesar 8.583.186kg dengan hasil produksi terendah terjadi pada tahun 2015 sebesar 6.351.864kg dengan hasil tangkapan dominan cumi-cumi. Kegiatan penangkapan dengan menggunakan kapal bouke ami berukuran 23-78 GT dilakukan 2 – 3 kali tiap satu tahunnya. Rata-rata biaya operasional yang harus dikeluarkan selama satu kali trip sebesar Rp.84.005.769,-. Rata – rata keuntungan operasional yaitu sebesar Rp.733.602.117,-. Total biaya kapal bouke ami sebesar Rp.7.896.240.633. Analisis kelayakan usaha dihitung berdasarkan analisis ekonomi. Hasil dari 20 sampel kapal dengan ukuran 23-78 GT menunjukkan: analisis NPV sebesar Rp.3.502.893.370,-. Analisis net B/C sebesar 3,96. Analisis IRR sebesar 68%, dan yang terakhir analisis PP selama 1 tahun 6 bulan. Hasil perhitungan dari keempat analisis tersebut kelayakan usaha kapal bouke ami di PPP Tegalsari dapat dikatakan layak.
English Abstract
The fisheries sector is often associated with fishery business activities, such as fishing activities, transportation of fish products, to marketing activities for catches. However, in fishery business activities, careful calculations and considerations are needed to minimize future losses. Therefore, it is very important to conduct an analysis of the feasibility of the bouke ami fishery business at PPP Tegalsari which aims to find out whether the business being carried out has a profit / loss and can be said to be feasible or not within a certain period of time. This research was conducted at the Coastal Fishing Port (PPP) Tegalsari, Central Java on February 29 - March 17 2020. The purpose of this research was to find out about the feasibility of the bouke ami fishing vessel business in PPP Tegalsari. The city of Tegal has great potential in its capture fisheries sector. The northern coast of Central Java is the largest fish-producing base in Central Java. Tegal waters have abundant water conditions. It should be noted that the City of Tegal itself is one of the largest producers of fishery production in Indonesia. Including the Coastal Fishing Port (PPP) Tegalsari itself. There are 4 methods in calculating business feasibility analysis. Among them are: Net Present Value (NPV) method, Net Benefit/Cost Ratio (Net B/C), Internal Rate of Return (IRR), and Payback Period (PP). This study uses data on bouke ami vessels in the form of: catch, income, supplies, and fixed costs, from the period February 2019- February 2020. The results showed that the population of bouke ami ships at PPP Tegalsari in 2019 was 97 units of ships and the samples taken in the study were 20 ship samples. The number of bouke ami boat production has increased little by little over the last 5 years. However, there was a slight decrease in the amount of production in 2016. The highest number of catch production occurred in 2014 of 8,583,186kg with the lowest production occurring in 2015 of 6,351,864kg with the dominant catch of squid. Fishing activities using bouke ami vessels measuring 23-78 GT are carried out 2-3 times per year. The average operational cost that must be incurred for one trip is Rp. 84,005,769, -. The average operating profit is Rp.733.602.117,-. The total cost of the bouke ami ship is Rp. 7,896,240,633. Business feasibility analysis is calculated based on economic analysis. The results of 20 samples of ships with a size of 23-78 GT show: NPV analysis of Rp.3,502,893,370,-. The net B/C analysis is 3.96. IRR analysis is 68%, and the last is PP analysis for 1 year 6 months. The results of the calculations from the four analyzes of the feasibility of the bouke ami ship at PPP Tegalsari can be said to be feasible
