Abstract
Kabupaten Klaten merupakan daerah di Provinsi Jawa Tengah yang merupakan salah satu penghasil beras berkualitas tinggi dan pemasok pangan. Untuk memaksimalkan pemanfaatan sumber daya air di bidang pertanian khususnya di DI Kaligawe, perlu diadakan Penilaian Kinerja Irigasi untuk mendukung produktivitas Pertanian. Dalam penelitian ini menggunakan metode Penilaian Kinerja Irigasi Permen PUPR No. 12/PRT/M/2015 dan PSTEK (Profil Sosial Teknik Ekonomi Kelembagaan), untuk menetukan skala prioritas penangan menggunakan metode AHP (Analytical Hierarchy Process)dengan bantuan paket program Super decission 2.10. Penilaian Irigasi untuk menilai berbagai Aspek. Pada Permen PUPR No. 12/PRT/M/2015 meliputi: Aspek Prasarana Fisik, Produktivitas Tanam, Sarana Penunjang, Organisasi Personalia, Dokumentasi, P3A. Pada PSETK meliputi Aspek:Profil Sosial, Ekonomi, Teknik, Kelembagaan. Berdasarkan kondisi lapangan DI Kaligawe dilakukan penilaian sesuai Kriteria dan Pembobotan yang dikeluarkan oleh Kementerian. Untuk menentukan skoring Profil pada metode PSETK dilakukan dengan pengambilan data secara online, melihat kondisi lapangan, serta wawancara dengan mantra air di DI Kaligawe. Setelah didapatkan hasil penilaian kinerja Irigasi dengan 2 metode ini ditentukan skala prioritas Penanganan dengan metode AHP menggunakan paket program Super decission 2.10. Berdasarkan penelitian dengan Metode Permen PUPR No. 12/PRT/M/2015 didapatkan hasil nilai Indeks Kinerja sebesar 82,57% , yang terdiri dari aspek Prasarana Fisik 37,67%, Produktitas Tanam 13,88%, Sarana Penunjang 5,69%, Organisasi Personalia 12,90%, Dokumentasi 3,85%, P3A 8,575%. Dengan Metode PSETK didapatkan hasil skoring Profil Sosial sebesar 12 (Tinggi) , skoring Profil Ekonomi sebesar 8 (Tinggi), skoring Profil Teknik 30 (Cukup Baik),skoring Profil Kelembagaan 17 (Cukup Baik). Dari Hasil Penilaian dengan Metode Permen PUPR No. 12/PRT/M/2015 dimasukkan dalam metode AHP menggunakan paket program Super decission 2.10. Didapatkan prioritas penanganan ke-1 adalah Aspek Prasarana Fisik (0,171) dengan sub-aspek ke-1 Bangunan Utama dengan nilai Limiting 0,136. Ke-2 Saluran Pembuang (0,130). Ke-3 Bangunan Pembawa (0,111). Ke-4 Saluran Pembawa (0,084). Ke-5 Kantor, Perumahan dan Gudang (0,022). Ke-6 Jalan masuk/Inspeksi (0,015). Dari Hasil Penilaian dengan Metode PSETK dimasukkan dalam metode AHP menggunakan paket program Super decission 2.10. Didapatkan skala prioritas Ke-1 Profil Teknik dengan nilai Limiting 0,246. Berdasarkan Hasil analisa dengan Metode AHP dapat disimpulkan bahwa metode penilain kinerja Irigasi Kaligawe dengan pendekatan permen PU No.12/PRT/M/2015 dan PSETK ada hubungan yang saling mendukung.
English Abstract
Klaten is an area in Central Java that is one of the producers of high-quality rice and food suppliers. To maximize the use of water resources in agriculture, especially in Kaligawe Irrigation Area, it is necessary to conduct an Irrigation Performance Assessment to support agricultural productivity. This study used the Irrigation Performance Assessment method based on the PUPR Ministerial Regulation No. 12/PRT/M/2015 and PSTEK (Profil Sosial Teknik Ekonomi Kelembagaan). Meanwhile, in determining the handling priority scale used the AHP (Analytical Hierarchy Process) method with the help of the Super decision version 2.10 program package. An irrigation Assessment was used to assess various Aspects. The PUPR Ministerial Regulation No. 12/PRT/M/2015 included Physical Infrastructure Aspects, Planting Productivity, Supporting Facilities, Personnel Organization, Documentation, and WUA. The PSETK includes Social, Economic, Technical, and Institutional Profile Aspects. Based on field conditions, the Kaligawe Irrigation Area was assessed according to the criteria and weights issued by the ministry. In determining the Profile score used the PSETK method. The method was carried out by collecting data online, observing field conditions, and interviewing the water mantras in Kaligawe Irrigation Area. After obtaining the results of the irrigation performance assessment with these two methods, a priority scale was determined. Handling was done by the AHP method using the Super decision version 2.10 program package. Based on research with the PUPR Ministerial Regulation Method No. 12/PRT/M/2015, the results showed that the Performance Index value was 82.57%. The results of the Performance Index value consist of Physical Infrastructure aspects was 37.67%, Planting Productivity was 13.88%, Supporting Facilities was 5.69%, Personnel Organization was 12.90%, Documentation was 3.85%, and P3A was 8.575%. By using the PSETK method, the Social Profile score was 12 (High), the Economic Profile score was 8 (High), the Technical Profile score was 30 (Good enough), and the Institutional Profile score was 17 (Good enough). The results of the assessment used the PUPR Ministerial Regulation Method No.12/PRT/M/2015 and used the AHP analysis method in the Super decision version 2.10 program package. The priority for handling was the Physical Infrastructure Aspect (0.171) with the first sub-aspect Main with a Limiting value of 0.136. The second was the Sewer (0.130). Third, Carrier Building (0.111). Fourth, Carrier Channel (0.084). Fifth, Office, Housing, and Warehouse (0.022). Sixth, Entry/Inspection (0.015). The results of the assessment used the PSETK method and used the AHP analysis method in the Super decision 2.10 program package, the priority scale is the Technical Profile with a limiting value of 0.246. Based on the results of the analysis using the AHP method, it can be concluded that the Kaligawe irrigation performance assessment method with the approach to Ministerial Regulation of PU No.12/PRT/M/2015 and PSETK has a mutually supportive relationship.
