Abstract
Pada skripsi ini, penulis mengangkat permasalahan tentang Implementasi Peraturan Walikota Madiun Nomor 32 Tahun 2020 Tentang Masterplan Smart City Kota Madiun Tahun 2019-2024 Terkait Dalam Program Pengembangan Smart City Di Kota Madiun. Pilihan tema tersebut dilatarbelakangi oleh program pengembangan Smart City di Kota Madiun yang salah satunya dalam bentuk pembuatan Aplikasi online yang dibuat oleh Dinas Komunikasi dan Informatika tidak dapat digunakan semaksimal mungkin atau bahkan tidak dapat diakses sama sekali oleh masyarakat karena kurangnya pengenalan dan sosialisasi Aplikasi online kepada masyakarat Kota Madiun. Selain dalam bentuk pembuatan Aplikasi online, untuk mewujudkan Kota Madiun menjadi Kota Pintar atau Smart City pemerintah juga memiliki program berupa pemasangan WiFi publik disejumlah titik di Kota Madiun. Akan tetapi, pemasangan WiFi publik di Kota Madiun masih belum merata. Tidak ada kepastian yang diberikan kepada masyarakat terkait permohonan pemasangan WiFi publik yang belum merata. Berdasarkan paragraf diatas, penelitian ini mengangkat rumusan masalah: (1) Bagaimana implementasi Peraturan Walikota Madiun Nomor 32 Tahun 2020 tentang Masterplan Smart City Kota Madiun Tahun 2019-2024 dalam program pengembangan Smart City di Kota Madiun? (2) Faktor-faktor apa saja yang mempengaruhi implementasi Peraturan Walikota Madiun Nomor 32 Tahun 2020 tentang Masterplan Smart City Kota Madiun Tahun 2019-2024 dalam program pengembangan Smart City di Kota Madiun? Untuk menjawab permasalahan diatas, penelitian ini menggunakan metode yuridis empiris, dengan melakukan pendekatan yuridis sosiologis. Jenis data menggunakan data primer yang diperoleh melalui wawancara langsung dengan narasumber yaitu pihak Dinas Komunikasi dan Informatika Kota Madiun dan data sekunder yang diperoleh dari peraturan perundang-undangan, dokumen resmi, buku-buku dan internet. Data yang telah diperoleh dianalisis dengan menggunakan metode deskriptif kualitatif. Dari hasil penelitian dengan metode diatas, penulis memperoleh jawaban atas permasalahan yang ada bahwa Implementasi Peraturan Walikota Madiun Nomor 32 Tahun 2020 tentang Masterplan Smart City Kota Madiun Tahun 2019- 2024 dalam program pengembangan Smart City di Kota Madiun secara umum sudah jalan, namun masih belum optimal karena secara komunikasi masih kurang serta masih terdapat masyarakat Kota Madiun yang belum mengetahui adanya Aplikasi online yang telah disediakan oleh Dinas Komunikasi dan Informatika Kota Madiun guna menunjang pelayanan publik sehingga mengakibatkan Aplikasi tersebut menjadi tidak aktif dan belum meratanya pemasangan WiFi publik di Kota Madiun. Adapun faktor-faktor yang mempengaruhinya, dalam hal ini yang menjadi faktor pendukung meliputi faktor hukum, faktor penegak hukum, dan faktor sarana prasarana. Sedangkan yang menjadi faktor penghambat yakni faktor masyarakat dan faktor kebudayaan.
English Abstract
In this research, the author raises the issue of the implementation of the Mayor of Madiun Regulation Number 32 of 2020 concerning the Madiun City Smart City Master Plan 2019-2024 related to the Smart City Development Program in Madiun City. The choice of the theme is motivated by the Smart City development program in Madiun City, one of which is in the form of making online applications made by the Communications and Information Technology Office that cannot be used as much as possible or even cannot be accessed at all by the public due to the lack of introduction and socialization of online applications to the public. Madison City. In addition to making online applications, to realize Madiun City into a Smart City or Smart City, the government also has a program in the form of installing public WiFi at a number of points in Madiun City. However, the installation of public WiFi in Madiun City is still not evenly distributed. There is no certainty given to the public regarding the application for the installation of public WiFi that has not been evenly distributed. Based on the paragraph above, this research raises the formulation of the problem: (1) How is the implementation of the Mayor of Madiun Regulation Number 32 of 2020 concerning the Smart City Masterplan of Madiun City for 2019-2024 in the Smart City development program in Madiun City? (2) What are the factors that influence the implementation of the Mayor of Madiun Regulation Number 32 of 2020 concerning the Masterplan of the Smart City of Madiun City for 2019-2024 in the Smart City development program in the City of Madiun? To answer the above problems, this study uses an empirical juridical method, using a sociological juridical approach. This type of data uses primary data obtained through direct interviews with sources, namely the Department of Communication and Information of the City of Madiun and secondary data obtained from laws and regulations, official documents, books and the internet. The data that has been obtained were analyzed using a qualitative descriptive method. From the results of the research using the above method, the authors obtained answers to the existing problems that the implementation of the Mayor of Madiun Regulation Number 32 of 2020 concerning the Smart City Masterplan of Madiun City for 2019-2024 in the Smart City development program in Madiun City in general has the road, but it is still not optimal because communication is still lacking and there are still people in Madiun City who do not know about the online application that has been provided by the Communication and Information Office of Madiun City to support public services, resulting in the application being inactive and the installation of public WiFi unequal in Madiun City. The factors that influence it, in this case the supporting factors include legal factors, law enforcement factors, and infrastructure factors. Meanwhile, the inhibiting factors are community factors and cultural factors.
