Abstract

Penelitian menitikberatkan fokus terhadap objek utama, yakni untuk mengetahui gambaran besar perihal peran aparat Kelurahan terhadap penyaluran bantuan sosial tunai kepada masyarakat miskin ditengah Pandemic COVID 19 aparat melakukan pendataan dengan berdasarkan DTKS (Data Terpadu Kesejahteraan Sosial) yang mempermudah untuk mencari data Peran petugas maupun aparat kelurahan harus memberikan pelayanan proporsional kepada masyarakat, pada saat menyalurkan Bantuan secara tepat sasaran tanpa membedakan dan menguragi hak masyarakat. Berdasarkan hal tersebut diatas, karya tulis ini mengangkat rumusan masalah (1) Bagaimana peranan aparat kelurahan dalam penyaluran batuan sosial tunai pada masyarakat miskin di era Pandemic COVID 19 dikelurahan lembeyan kulon? (2) Faktor apa saja yang mempengaruhi parat kelurahan dalam penyaluran batuan soail tunai pada masyarakat miskin di era Pandemic COVID 19? Penelitian ini menggunakan jenis penelitian hukum empiris yaitu penelitian hukum dengan cara studi lapangan, dengan pendekatan yuridis sosiologis yaitu dengan melihat penerapan hukum dalam masyarakat, dan menggunakan teknik analisis data deskriptif kualitatif adalah dilakukan dengan kegiatan observasi terlebih dahulu untuk kemudian melakukan penerjunan lapangan dalam kegiatan wawancara langsung, ditunjang pula dengan studi dokumentasi.. Lokasi penelitian yaitu Kelurahan Lembeyan Kulon Kabupaten Magetan Hasil penelitian tersebut menunjukan peran aparat Kelurahan terhadap penyaluran bantuan sosial tunai kepada masyarakat miskin ditengah Pandemic COVID-19 meliputi: Pada pasal 3 Peraturan Menteri Sosial tahun 2021 Tentang Pengelolan Data Terpadu Kesejahteraan Sosial mengenai Kriteria penerima BST pemerintah pusat memilki beberapa cakupan kriteria masyarakat yang berhak diusulkan atau ditekankan untuk dapat menerima Bantuan Sosial di masa pandemi COVID-19, khususnya kriteria tersebut di wilayah Kelurahan lembeyan Seluruh prosedural tata cara pendataan dari level Kelurahan atau Desa yang melibatkan peran Aparat kelurahan dan lembaga RT dan RW masing-masing bersifat down to up sehingga memerlukan proses verifikasi dan validasi, Jumlah warga yang menerima Bantuan sosial tunai sebanyak 105 warga. Sedangkan Faktor penghambat aparat kelurahan dalam penyaluran Bantuan sosial tunai meliputi: Sarana dan prasarana kurang memadai, Keterbatasan pegawai, kesalahan petugas dalam penulisan identitas tanpa dibenarkan, jadwal yang belum bisa dipastikan karena zona COVID, berubahan data karena meningggal.

English Abstract

This researc focuses on the main object role of the Kelurahan apparatus in distributing cash social to the society that have a poor statused of the pandemi COVID-19 era on this year in the Lembeyan village, Kulon Magetan. the apparatus performs data collection based on DTKS (Social Welfare Integrated Data) which makes it easier to find data. The role of officers and village officials must provide proportional services to the community, when distributing aid in a targeted manner without discriminating and reducing the rights of the community. Based on the above, this thesis raises the formulation of the problem: (1) how the role of the Kelurahan apparatus in distributing cash social assistance to the poor in the midst of the Covid-19 Pandemic? (2) and to find out what are the factors that hinder the kelurahan apparatus in distributing cash social assistance to the poor in the era of the COVID-19 Pandemic in the Lembeyan village, Kulon Magetan?. This research uses juridical empirical research, namely legal research by means of field studies, with a sociological juricidal approach, namely by looking at the realities of law in society, and using qualitative descriptive data analysis techniques. The location of the research is the in the village office of Lembeyan Kulon Magetan with data collection techniques, through observation and interviews, also supported by documentation studies. All of results in this research give an main description that distributing cash social assistance to the poor in the midst of the COVID-19 Pandemic including: In article 3 of the Regulation of the Minister of Social Affairs 2021 concerning the Management of Integrated Social Welfare Data regarding the criteria for receiving BST, the central government has several criteria for the community who are entitled to be proposed or emphasized to be able to receive Social Assistance during the COVID-19 pandemic, especially those criteria in the Lembeyan Village area. Procedural procedures for data collection from the Kelurahan or Village level involving the role of kelurahan apparatus and RT & RW institutions are each down to up so that it requires a verification and validation process. The number of residents who received cash social assistance was 105 residents.While the inhibiting factors for village officials in distributing cash social assistance include: Inadequate facilities and infrastructure, limited staff, officers' mistakes in writing identities without being justified, uncertain schedules due to the COVID zone, changes in data due to death.
