Abstract
Perumda Air Minum Tugu Tirta Kota Malang adalah salah satu penyedia layanan publik di bidang penyediaan air minum. Sebagai organisasi publik, perusahaan memiliki komitmen menyediakan layanan air minum yang berkualitas, dan selalu memiliki inovasi layanan sejalan dengan perubahan dan dinamika di masyarakat. Perumda Air Minum Tugu Tirta Kota Malang bukanlah merupakan satu-satunya penyedia air di dalam masyarakat Kota Malang, sehingga persaingan yang semakin ketat dengan para pesaingnya membuat Perumda Air Minum Tugu Tirta Kota Malang harus dapat meningkatkan kinerja pegawai perusahaannya. Bagian sumber daya manusia memiliki peran yang sangat besar untuk perkembangan Perumda Air Minum Tugu Tirta Kota Malang. Mengingat begitu pentingnya peran sumber daya manusia terhadap keberhasilan perusahaan, maka perlu dilakukan pengukuran sumber daya manusia. Penelitian ini menggunakan metode nyang terdiri dari perspektif financial, perspektif customer, perspektif internal business process, dan perspektif learning and growth untuk kemudian diketahui akar penyebab permasalahan untuk indikator yang kinerjanya masih belum mencapai target perusahaan. Dalam penelitian ini langkah yang dilakukan adalah identifikasi strategy objective, pembuatan strategy map, identifikasi program inisiatif dan aktivitas, pembobotan antar perspektif, antar strategy objective, antar program inisiatif dan antar aktivitas, kemudian perhitungan skor pencapaian kinerja sumber daya manusia keseluruhan menggunakan objective matrix dan traffic light system, serta memberikan rekomendasi perbaikan dari KPI yang berada pada kategori kuning. Berdasarkan hasil perumusan identifikasi, terdapat 10 strategy objectives pada Bagian Sumber Daya Manusia. Dari perumusan strategy objectives tersebut teridentifikasi 15 program inisiatif dan dari perumusan program inisiatif tersebut akhirnya teridentifikasi 23 aktivitas. Berdasarkan hasil pengukuran kinerja yang telah dilakukan, didapatkan total nilai indeks yaitu sebesar 8,80 dan dapat dikatakan kinerja secara keseluruhan sudah mencapai pada performa yang diharapkan karena berada pada kategori hijau, Namun dari 23 Aktivitas tersebut, terdapat 7 Aktivitas yang termasuk dalam kategori kuning, yang merupakan KPI yang belum mencapai target perusahaan, namun performanya hampir mendekati target. Untuk KPI yang berada pada kategori kuning selanjutnya dilakukan analisis lebih lanjut untuk mengetahui penyebab KPI tersebut belum mencapai target perusahaan dengan menggunakan root cause analysis yang kemudian akan diberikan rekomendasi perbaikan untuk dijadikan bahan pertimbangan perusahaan dalam meningkatkan kinerja yang masih belum mencapai target.
English Abstract
Perumda Air Minum Tugu Tirta Kota Malang is one of the public service providers in the field of drinking water supply. As a public organization, the company is committed to providing quality drinking water services, and always has service innovations in line with changes and dynamics in society. Perumda Air Minum Tugu Tirta Kota Malang is not the only water provider in the community of Malang City, so the increasingly fierce competition with its competitors makes Perumda Air Minum Tugu Tirta Kota Malang must be able to improve the performance of its company employees. The human resources department has a very big role for the development of the Perumda Air Minum Tugu Tirta Kota Malang. Given the importance of the role of human resources to the success of the company, it is necessary to measure human resources. This study uses the human resource scorecard method which consists of a financial perspective, a customer perspective, an internal business process perspective, and a learning and growth perspective to then identify the root causes of problems for indicators whose performance has not yet reached the company's target. In this study, the steps taken were identifying strategy objectives, making strategy maps, identifying initiative programs and activities, weighting between perspectives, between strategy objectives, between program initiatives and between activities, then calculating the overall human resource performance achievement score using an objective matrix and traffic light system, as well as providing recommendations for improvement of KPIs that are in the yellow category. Based on the results of the identification formulation, there are 10 strategy objectives in the Human Resources Section. From the formulation of the strategy objectives, 15 initiative programs were identified. From the formulation of the initiative program, 23 activities were finally identified. Based on the results of performance measurements that have been carried out, the total index value is 8.56 and it can be said that the overall performance has reached the expected performance because the performance of the Human Resources Department is in the green category. However, of the 23 Activities, there are 7 Activities that are included in the yellow category, which are KPIs that have not yet reached the company's target, but their performance is close to the target. For KPIs that are in the yellow category, further analysis is carried out to determine the cause of the KPIs that have not reached the company's target by using root cause analysis which will then be given recommendations for improvement to be taken into consideration by the company in improving performance that has not yet reached the target.
