Abstract
Program Pembangunan Inffrastruktur Perdesaan (PPIP) merupakan program pemerintah yang digelar sejak tahun 1995 sampai saat ini untuk menjadi perimbangan kesenjangan pembangunan antar perdesaan dan perkotaan. Program ini digelar pada seluruh provinsi di Indonesia pada desa-desa secara bergilir. Keberhasilan program sangat tergantung pada tingkat peran serta masyarakat desa lokasi program yang berdasar pada aspek pemberdayaan masyarakat. Program Pembangunan Infrastruktur Perdesaan merupakan salah satu program yang dicetuskan pemerintah dalam rangka pengentasan kemiskinan masyarakat diperdesaan melalui pembangunan infrastruktur perdesaan. Program ini merupakan program pemberdayaan masyarakat dalam konten bahwa seluruh aktivitas kegiatan dilakukan oleh masyarakat dan didampingi oleh fasilitator teknis. Substansi kegiatan berada pada komunitas masyarakat ddesa sehingga peran serta masyarakat sangat menentukan terwujudnya capaian program. Tujuan program mencakup peningkatan kapasitas aparatur pengelola program, Transpormasi pengetahuan kepada masyarakat desa, membuka keterisolasian antara desa kewilayah pemasaran dan peningkatan ilai ekonomi masyarakat perdesaan. Lokasi penelitian di Provinsi Sulawesi Selatan. Yang ditetapkan pada dua wilayah kabupaten dari 23 kabupten/kota di Sulawesi Selatan, yaitu Kabupaten Gowa dan Kabupaten Toraja Utara, dengan pertimbangan kedua kabupaten memiliki etnis/suku yang berbeda dan karakter serta partisipasi masyarakat yang berbeda. Populasi adalah sejumlah masyarakat didesa yang mendapat bantuan pada dua kabupaten tersebut. Sampel ditetapkan berdasar ketentuan Metode SEM untuk empat variabel sebanyak 250 sampel/responden.Metode analisis digunakan yaitu Struktural equational Modelling (SEM) Partial Least square (PLS) Versi 3.2.7. Hasil yang diperoleh bahwa keempat variabel yaitu Partisipasi Masyarakat, motivasi dan perilaku serta dukungan teknis memiliki nilai significant terhadap capaian program PPIP.
English Abstract
The Rural Infrastructure Development Program (PPIP) is a government program that was held from 1995 to the present to balance the development gap between rural and urban areas. This program was held in all provinces in Indonesia in villages in turns. The success of the program depends largely on the level of participation of the village community in the location of the program based on aspects of community empowerment. The Rural Infrastructure Development Program is one of the programs initiated by the government in the context of alleviating poverty in rural communities through rural infrastructure development. This program is a community empowerment program in content that all activity activities are carried out by the community and accompanied by technical facilitators. The substance of the activity is in the community of villages so that the participation of the community will determine the achievement of the program. The program's objectives include increasing the capacity of the prograram management apparatus, transparency of knowledge to the village community, opening up the isolation between the villages in the marketing area and improving the economic value of rural communities. Research location in South Sulawesi Province. Which was determined in two regencies from 23 regencies / cities in South Sulawesi, namely Gowa Regency and Toraja North Regency, with consideration of the two districts having different ethnic / ethnic groups and karate and different community participation. The population is a number of people in the village who received assistance in the two districts. Samples are determined based on the provisions of the SEM Method for four variables as many as 250 samples / respondents. The analytical method used is Structural Equational Modeling (SEM) Partial Least square (PLS) Version 3.2.7. The results obtained that the four variables namely Community Participation, motivation and behavior and technical support have a significant value on the achievements of the PPIP program.
