Abstract
Permukiman kumuh berawal pada pesatnya pertumbuhan penduduk di perkotaan, baik penduduk asli maupun penduduk pendatang. Daya tarik pekotaan menjadi sangat tinggi sebagai pusat berbagai aktivitas masyarakat menyebabkan tingginya arus urban dan migrasi ke kota-kota besar. Kota Makassar beberapa tahun terakhir mengalami pertumbuhan penduduk pendatang sebesar kurang lebih 80.000jiwa setiap tahunnya dan bersifat menetap. Pertumbuhan permukiman kumuh semestinya tidak terjadi ketika Kinerja dan Kebijakan Institusi lokal mampu menerapkan peraturan pemerintah No 26 Tahun 2007. tentang wewenang pada perencanaan, pemanfaatan dan pengendalian pemanfaatan ruang kota, serta belum sepenuhnya mendapat dukungan sebagai bentuk partisipasi masyarakat khususnya di wilayah penelitian Kota Makassar. Rumusan masalah bagaimana kinerja, kebijakan, partisipasi masyarakat dan penyebab kumuh terhadap pertumbuhan pemukiman kumuh perkotaan. Tujuan yang ingin dicapai untuk menganalisis kinerja, kebijakan, partisipasi masyarakat dan penyebab kumuh terhadap pertumbuhan pemukiman kumuh perkotaan. Jenis penelitian analisis deskriptif kualitatif melibatkan sejumlah sampel dari populasi penduduk Kota Makassar. Hasil pembahasan yang diperoleh bahwa keempat variabel non teknis memiliki nilai kontribusi koefisien jalur yang signifikan dalam arti bahwa korelasi keempat variabel menunjukkan bahwa disamping berkorelasi kuat dengan angka kecocockan model sebesar 88,2%, sebagai kesimpulan (1) Kinerja berpengaruh signifikan terhadap partisipasi masyarakat (2) Kebijakan berpengaruh signifikan terhadap partisipasi masyarakat, (3) Kinerja tidak bepengaruh signifikan terhadap pertumbuhan permukiman kumuh dan (4) Kebijakan tidak berpengaruh signifikan pada pertumbuhan permukiman kumuh perkotaan
English Abstract
Slum settlements began with the rapid population growth in cities, both indigenous and immigrant residents. The urban attractiveness is very high as a center for various community activities causing high urban flows and migration to big cities. The city of Makassar in recent years has experienced a population growth of approximately 80,000 migrants each year and is permanent. The growth of slum settlements should not have occurred when the Performance and Policy of local institutions were able to implement government regulations No. 26 of 2007. Concerning authority in planning, utilizing and controlling utilization of urban space, and not yet fully supported as a form of community participation, especially in the Makassar City research area. Formulation of the problem of how performance, policy, community participation and the causes of slums on the growth of urban slums. Objectives to be achieved to analyze performance, policy, community participation and the causes of slums on the growth of urban slums. This type of qualitative descriptive analysis research involves a number of samples from the population of Makassar City. The results of the discussion obtained that the four non-technical variables have a significant contribution value of path coefficients in the sense that the correlation of the four variables shows that in addition to strong correlations with the model number 88.2%, as a conclusion (1) Performance has a significant effect on community participation (2 ) Policy has a significant effect on community participation, (3) Performance has no significant effect on the growth of slums and (4) Policies have no significant effect on the growth of urban slums
