Abstract

Majunya perindustrian dan perekonomian di ibukota, memaksa penduduk untuk membangun hunian yang tidak layak di daerah sempadan sungai. Hal tersebut berdampak pada menurunnya fungsi sungai yang ditandai dengan berkurangnya kapasitas tampungan sehingga kerap menimbulkan banjir. Dari masalah tersebut, maka perlu diketahui daerah mana yang berpotensi banjir sehingga dapat diketahui batas layak huni berdasarkan analisa yang dilakukan. Lokasi studi berada di Sungai Ciliwung bagian hilir yang terletak di daerah Pengadegan, Pancoran, Jakarta Selatan dengan panjang sungai kajian 2,178 km dan jumlah patok sebanyak 41 patok. Dalam penentuan batas layak huni, digunakan analisa debit rancangan dengan kala ulang 2, 5, 10, 25 dan 50 tahun menggunakan analisa frekuensi metode Log Pearson Type III yang sebelumnya diuji dengan beberapa metode pengujian data. Data yang digunakan merupakan data hasil catatan AWLR (Automatic Water Level Recorder) pos MT. Haryono selama 11 tahun. Analisa tinggi muka air banjir didapatkan dengan bantuan Program HEC-RAS v.5.0. Dari hasil analisa debit rancangan, didapat Q2th = 196,567 m3/det, Q5th = 266,235 m3/det, Q10th = 321,128 m3/det, Q25th = 401,257 m3/det dan Q50th = 469,478 m3/det. Ratarata tinggi muka air dari dasar sungai berkisar 5,14 m ‒12,30 m dengan rata-rata ketinggian genangan banjir masing-masing setinggi 1,73 m, 2,33 m, 2,62 m, 3,13 m dan 3,59 m. Daerah batas layak huni berada pada elevasi diatas elevasi tanggul maksimum yaitu el. +26,12 untuk sisi kiri sungai dan el. +24,59 untuk sisi kanan sungai. Jarak maksimum terjadi pada patok 138 dengan jarak 35,3 m, 43,3 m, 60 m, 68,6 m dan 74,5 m di sisi kanan sungai. Adapun daerah terdampak meliputi lahan perkebunan, alang-alang dan pemukiman dengan luas total pada tiap kala ulang adalah 0,27 km2, 0,3 km2, 0,399 km2, 0,413 km2 dan 0,431 km2.

English Abstract

The advance of industry and economy in the capital of Indonesia has sent a less favorable impact on population growth. Some marginal citizens must build their shelter in the bank of river. It may disturb the function of river because it can reduce river’s capacity to retain water stream. One immediate consequence is flood. Therefore, the area with greater vulnerability to flood must be understood. Feasible occupancy rate can then be determined with analysis for the benefit of this area. The location of study is the downstream of Ciliwung River. This spot remains in Pengadegan, Pancoran, South Jakarta. The observed river has a length 2,178 km and the observation point is set into 41 stations. The determination of livable boundary is using the analysis of flood discharge plan at return periods of 2, 5, 10, 25 and 50 years. Log Pearson Type III is a method used to analyze the frequency of return periods. Data are subjected to several tests. The operated data are the reading result of Automatic Water Level Recorder (AWLR) that is installed at MT. Haryono Observation Station for 11 years. The analysis of water level is obtained by a computer program HEC-RAS v.5.0. The analysis on flood discharge plan has given some results: Q2th = 196,567 m3/sec, Q5th = 266,235 m3/sec, Q10th = 321,128 m3/sec, Q25th = 401,257 m3/sec and Q50th = 469,478 m3/sec. The average of water level from riverbed is ranged from 5,14 m to 12,30 m, whereas the inundation water level includes 1,73 m, 2,33 m, 2,62 m, 3,13 m and 3,59 m. The livable boundary has been known as remaining at the elevation above maximum dike elevation, precisely elevation +26,12 for the left bank of the river and elevation +24,59 for the right bank of the river. Maximum distance has been found in stakes 138 with various distances such as 35,3 m, 43,3 m, 60 m, 68,6 m and 74,5 m. All of them remain in the right bank of the river. The affected area includes plantation, shrubs, and settlement. Total width at each return periods are 0,27 km2, 0,3 km2, 0,399 km2, 0,413 km2 and 0,431 km2.
