Abstract
Pengelolaan sampah menjadi tantangan serius bagi pengelola dan pembuat kebijakan baik di perkotaan maupun pedesaan dan oleh karena itu, solusi untuk masalah sampah harus terintegrasi dan berkelanjutan. Desa Sawahmulya merupakan Desa yang ditetapkan sebagai zona prioritas pelayanan sampah di Pulau Bawean. Namun, penanganan sampah di Desa Sawahmulya belum optimal. Pelayanan pengumpulan di belum tersedia di setiap dusun. Keberadan 3 TPS terbangun seharusnya dapat melayani seluruh dusun. Tetapi, masih ada dusun yang belum terlayani sehingga menimbulkan TPS ilegal yang berada di tepi pantai dan permasalahan lainnya. Oleh karena itu, tujuan dari penelitian ini yaitu mengidentifikasi sistem pengelolaan sampah, menghitung efektivitas pengumpulan sampah, mengevaluasi kinerja TPS, menentukan lokasi dan lingkup pelayanan TPS, serta menentukan sistem pengumpulan sampah di Desa Sawahmulya. Hasil penelitian menunjukkan pengumpulan sampah di Desa Sawahmulya belum efektif, hanya 36% sampah yang terkumpul oleh petugas di TPS, kondisi TPS Sawahlaut sudah melebihi kapasitasnya yakni mencapai 143% dan dari segi lokasi keberadaan lokasi TPS masih belum memenuhi kriteria kesesuaian lokasi TPS sehingga direkomendasikan untuk membangun TPS Baru di Kebundaya yang mampu melayani 500 KK dan melakukan optimalisasi pemerataan daerah lingkup pelayanan di setiap TPS. Penentuan sistem pengumpulan meliputi pola pengumpulan komunal dan individual tidak langsung dengan memerlukan 7 rute pengumpulan, dan penambahan moda bermotor dengan ritasi sebanyak 2-3 sesuai area pelayanannya
English Abstract
Waste management is a serious challenge for managers and policy makers in both urban and rural areas and therefore, solutions to waste problems must be integrated and sustainable. Sawahmulya Village is determined as a priority zone for waste services on Bawean Island. However, waste management in Sawahmulya Village requires more improvement for low performance. The collection service is not yet available in every hamlet that the three current temporary disposal site (TPS) the entire hamlet. But, there are hamlets that have not served yet all hamlets, causing illegal dumping on the beach and overloaded TPS. Therefore, the study aims to identify the waste management system, to calculate the effectiveness of waste collection, and to evaluate the performance of TPS, as well as to determine the location and scope of TPS services, and the appropriate waste collection system in Sawahmulya Village. The results showed that waste collection in Sawahmulya Village is not effective because only 36% of the waste is collected by cleaning workers at the TPS. Furthermore, TPS Sawahlaut is overloaded exceeding to 143%. The location of the current TPS do not meet the criteria. Based on the result, it is recommended to build a new TPS in Kebundaya which can serve 500 households and improve the distribution of service areas in each TPS of the applicable collection system are indirect communal and individual collection system requiring 7 new collection routes, equipped with vehicles having two until three ritations depending on the service area.
