Abstract
Penelitian ini didasarkan pada SK DISBUDPAR Kabupaten Malang nomor : 556/21/KEP/412.108/2015 tentang Petunjuk Teknis Pengembangan Desa Wisata menyebutkan kriteria desa wisata seperti obyek wisata, komunitas masyarakat, sumber daya manusia yang mendukung, fasilitas sarana dan prasarana, dan kemampuan dalam menciptakan pasar wisatawan. Penelitian yang dipergunakan dalam penelitian ini adalah jenis penelitian deskriptif kualitatif. Sumber data meliputi informan, dokumen, dan peristiwa yang berkaitan dengan implementasi kebijakan desa wisata dalam upaya mewujudkan pembangunan desa berkelanjutan di Desa Pujon Kidul Kabupaten Malang. Hasil penelitian ini menunjukkan bahwa: 1) implementasi kebijakan SK DISBUDPAR Kabupaten Malang nomor : 556/21/KEP/412.108/2015 di desa wisata Pujon Kidul meliputi keberadaan obyek wisata alam sumber air terjun dan edukasi petik sayur, perah susu, dan biogas, keberadaan komunitas masyarakat di desa Pujon Kidul yang bergerak di bidang wisata bernama “Capung Alas”, adanya bentuk dukungan dari sumber daya manusia berupa partisipasi dari masyarakat lokal di bidang wisata, adanya fasilitas sarana prasarana dasar yang mendukung kegiatan di bidang wisata, Promosi atau pemasaran selain dengan mengikuti program pengembangan pariwisata yang diadakan Disbudpar Kabupaten Malang, juga dilakukan oleh Pemerintah Desa Pujon Kidul hanya melalui promosi dari mulut ke mulut dan media elektronik. 2) Pembangunan desa berkelanjutan Desa Pujon Kidul pada aspek ekonomi meliputi potensi yang dimiliki desa terutama pada sektor pariwisata yang mengutamakan perdagangan dan jasa karena perekonomian masyarakat Desa Pujon Kidul mayoritas bergantung dari sektor tersebut. Pada aspek sosial berkaitan dengan partisipasi aktif dalam pembangunan desa dan bermasyarakat masyarakat Desa Pujon Kidul. Sedangkan pada aspek lingkungan yakni pengelolaan lingkungan yang dilakukan oleh pemerintah desa untuk mengatasi permasalahan sampah. 3) Faktor pendukung meliputi faktor internal yakni budaya gotong royong dan faktor eksternal yakni obyek wisata alam sumber air terjun yang lebih dikenal masyarakat. Sedangkan untuk faktor penghambat yakni rendahnya pemahaman masyarakat.
English Abstract
This study is based on the Decree of Malang Department of Tourism and Culture number: 556/21/KEP/412.108/2015 on Technical Development Guidelines of Tourism Village that mentioned the criteria of tourism villages such as tourism, community, human resources support, infrastructure facilities, and the ability to creating tourism market. The research that used in this study is qualitative descriptive research. To achieve sustainable rural development in Pujon Kidul village of Malang, the researcher used the sources of data which include informants, documents, and events which related to the implementation of the policy of rural tourism. The results of this study showed: 1) The implementation of the Decree of Malang Department of Tourism and Culture policies number: 556/21/KEP/412.108/2015 in the tourist village Pujon Kidul, include the existence of the natural sources such as waterfalls and educational tour like picking vegetables, dairy milk, and biogas, the community of Pujon Kidul villagers which engaged in tourism is named "Capung Alas", there is support of the human resources in the form of local communities participation in the tourism areas, the base infrastructure facilities that support any activities in the field of tourism, promotion or marketing in addition to follows the tourism development program which was held by Malang Department of Tourism and Culture, is also carried out by the village government of Pujon Kidul by word of mouth and the electronic media. 2) Development of a sustainable village, Pujon Kidul, on the economic aspects including the potential of the village itself, especially in the tourism sector that promotes the commerce and services for the community's economy in Pujon Kidul village. On the social aspects, is the active participation of villagers in the village development and social communities of Pujon Kidul. While on the environmental aspects, the environmental management which is held by the village government is to solve the problem of waste. 3) The supporting factors include the internal factor which is cultural cooperation, and the external factors are the natural attractions of sources such as waterfall which is well known. As for the obstacle factors is the society lack of understanding.
