Abstract
Latar belakang penelitian ini adalah dimulai Sejak tahun 2005 pemerintah melaksanakan program BOS bagi pendidikan dasar 9 tahun. Pada tahun 2020, dengan kenaikan dana BOS yang signifikan dari tahun sebelumnya, pemerintah mengimplementasikan pendidikan gratis pada jenjang SD dan SMP. Salah satu masalah yang belum diketahui dengan baik dalam kaitannya dengan implementasi program tersebut adalah seberapa baik program tersebut telah dilaksanakan dan apa saja yang mempengaruhi implementasinya di SMP. Penulisan tesis dengan judul,Implementasi Pelaksanaan Program Bantuan Operasional Sekolah (BOS) Pada Sekolah Menengah Pertama (SMP) Negeri 1 Gondanglegi Kabupaten Malang, Rumusan masalah dalam penelitian ini: Bagaimana proses pelaksanaan program Bantuan Operasional Sekolah (BOS) pada Sekolah Menengah Pertama Negeri 1 Gondanglegi Kabupaten Malang? serta Apa sajakah faktor pendukung dan penghambat dalam proses pelaksanaanya. Tujuan penelitian ini untuk mengetahui, mendeskripsikan, dan menganalisis: proses pelaksanaan program Bantuan Operasional Sekolah (BOS) pada Sekolah Menengah Pertama Negeri 1 Gondanglegi Kabupaten Malang, serta faktor pendorong dan penghambat dalam proses pelaksanaannya. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dengan wawancara, observasi dan studi dokumen serta menggunakan analisi data Miles, Huberman dan Saldana Hasil temuan di lapangan menunjukkan bahwa Implementasi Pelaksanaan Program Bantuan Operasional Sekolah (BOS) Pada Sekolah Menengah Pertama (Smp) bila dianalisa dengan Model teori George C. Edward yakni komunikasi, sumberdaya, disposisi dan struktur birokrasi dalam pelaksanaanya berjalan dengan lancar ditinjau dari segi komunikasi yang berjalan dengan baik dan terstrktur dengan sumber daya yang memadai,menunjukkan komitmen(disposisi) dalam mensukseskan program dana BOS yang berjalan secara terstuktur mulai dari pusat sampai dinas pendidikan setempat sampai akhirnya ke sekolah. Terdapat beberapa faktor dalam Implementasi Pelaksanaan Program Bantuan Operasional Sekolah (BOS) antara lain:Faktor pendorong: Terpenuhinya kebutuhan sekolah Membuat minat anak untuk sekolah di SMPN 1 Gondanglegi, Antusias Masyarakat Memilih Sekolah Gratis sehingga sekolah tidak bingung dalam mencari murid,Kondisi Angka Putus Sekolah dapat ditekan Setelah Adanya Program BOS sehingga jumlah siswa stabil dan jumlah dana BOS tetap stabil,Faktor Penghambat :Waktu Pencairan Dana Bos yang tidak sesuai dengan jadwal, Pembelajaran pada masa Pandemi covid 19 yang mengaharuskan sekolah pengadaan protokol kesehatan yang tidak sesuai dengan RKAM, urangnya pengetahuan orangtua siswa tentang dana BOS, Ada Campur Tangan Birokrasi Dalam Pengelolaan Dana BOS Yang mengharuskan sekolah membeli keperluan yang tidak sesuai dengan RAPBS.
English Abstract
The background of this research began in 2005 the government implemented the BOS program for 9 years of basic education. In 2020, with a significant increase in BOS funds from the previous year, the government implemented free education at the elementary and junior high school levels. One of the well-known problems in implementing the program is how well the program has been implemented and what influences its implementation in SMP. Writing a thesis with the title, Implementation of the School Operational Assistance Program (BOS) at State Junior High School 1 Gondanglegi Malang Regency, The formulation of the problem in this study: How is the process of implementing the School Operational Assistance (BOS) program at State Junior High School 1 Gondanglegi Malang Regency? and what are the supporting and inhibiting factors in the implementation process. The purpose of this study was to determine, describe, and analyze: the process of implementing the School Operational Assistance (BOS) program at the State Junior High School 1 Gondanglegi Malang Regency, as well as the driving and inhibiting factors in the implementation process. The research method used is a qualitative method with a descriptive approach. Data collection techniques are interviews, observations and document studies as well as using data analysis Miles, Huberman and Saldana The findings in the field indicate that the implementation of the School Operational Assistance Program (BOS) in Junior High Schools (Smp) when analyzed with George C. Edward's theoretical model, namely communication, resources, disposition and bureaucratic structure in its implementation runs smoothly in terms of good communication. running well and structured with adequate resources, showing a commitment (disposition) in the success of the BOS fund program which runs in a structured manner starting from the center to the local education office and finally to schools. There are several factors in the implementation of the School Operational Assistance Program (BOS), including: Driving factors: Fulfillment of school needs Creating interest in children to go to school at SMPN 1 Gondanglegi, Enthusiasm of the Community to Choose Free Schools so that schools are not confused in finding students, Conditions for Dropout Rates can suppressed after the existence of the BOS Program so that the number of students is stable and the amount of BOS funds remains stable, Inhibiting Factors: Time for Disbursement of Boss Funds that are not according to schedule, Learning during the Covid 19 Pandemic which requires schools to procure health protocols that are not in accordance with the RKAM, lack of parental knowledge students about BOS funds, there is bureaucratic interference in the management of BOS funds which requires schools to buy necessities that are not in accordance with the RAPBS
