Abstract

Sebagai salah satu sumber informasi penting yang ada di instansi, maka sudah seharusnya surat dikelola dengan baik agar informasi yang ada didalamnya dapat terjaga Di era sekarang, pengelolaan surat sudah dilakukan dengan menggunakan bantuan sistem informasi persuratan. Di Kantor Pusat Universitas Brawijaya, pengelolaan surat dikelola oleh suatu sistem informasi bernama SCO. Dalam penerapan sistem informasi ini masih terdapat beberapa kendala yang menyebabkan sistem informasi ini belum bisa diterapkan dengan maksimal. Oleh karena itu, peneliti bermaksud untuk menganalisis penerapan SCO dengan menggunakan pendekatan HOT-Fit model untuk mengetahui tingkat keberhasilan serta faktor apa saja yang mendukung dan menghambat penerapan sistem informasi ini. Metode yang digunakan adalah jenis penelitian evaluatif dengan pendekatan kuantitatif. Model analisis yang digunakan adalah HOT-Fit Model. Variabel penelitiannya meliputi kualitas sistem, kualitas informasi, kualitas layanan, dukungan organisasi, lingkungan organisasi, penggunaan sistem, kepuasan pengguna, dan manfaat. Populasinya berjumlah 35 orang dan digunakan teknik sampling sensus. Pengumpulan data yang digunakan adalah dengan menggunakan kuesioner, wawancara, observasi, dokumentasi dan studi pustaka. Adapun analisis data menggunakan analisis model pengukuran dan model struktural. Hasil penelitian menunjukkan bahwa dari 12 hipotesis yang diajukan hanya terdapat 4 hipotesis yang diterima. Temuan yang didapatkan adalah keberhasilan penerapan SCO berada pada tingkat yang cukup baik, pejabat universitas senang akan hadirnya SCO dan sering mempromosikan SCO, kurang mendapat dukungan dari segi infrastruktur, SCO mudah untuk dimodifikasi, belum terdapat pelatihan dasar yang merata, mudah dipelajari, jarang mengalami gangguan, sudah multi-plattform, SCO bersifat lokal dan mandatory, format surat kurang rapi, programmer bekerja sendiri serta output terkadang tidak sesuai dengan input.

English Abstract

As one of the important sources of information in the agency, good mail management is needed to maintain the important information contained in it. In the current era, mail management has been carried out using the help of a mailing information system. At Universitas Brawijaya, it is managed by an information system called Smart Collaborative Office (SCO). In the application of this information system there are still some obstacles that cause this information system can not be implemented optimally. Therefore, the researcher intends to analyze the implementation of SCO using the HOT-Fit model approach to determine the level of success and what factors support and hinder the implementation of this information system. The method used is an evaluative research type with a quantitative approach. Analysis of the model used is the HOT-Fit Model. The research variables include system quality, information quality, service quality, organizational support, organizational environment, system use, user satisfaction, and benefits. The population is 35 people and the census sampling technique is used. The data collection used is by using questionnaires, interviews, observations, documentation and literature studies. The data analysis used measurement model analysis and structural model. The results showed that of the 12 proposed hypotheses, only 4 were accepted. The findings obtained are the success of the implementation of SCO is at a fairly good level, high officials will attend SCO and often promote SCO, lack of support in terms of infrastructure, SCO is easy to improve, there is no basic training that is evenly distributed, easy, rarely gets disturbed, already multi-plattform, SCO is local and mandatory, the letter format is not neat, the programmer works alone and the output sometimes does not match the input
