Abstract
Latar belakang penelitian ini adalah terkait pentingnya kinerja tenaga kependidikan yang selalu relevan untuk dibahas, mengingat setiap perguruan tinggi dituntut untuk memiliki kinerja yang selalu meningkat seiring dengan perkembangan waktu. Untuk menciptakan kinerja tenaga kependidikan yang berkualitas baik secara knowledge, skill dan attitude maka diperlukan sebuah program pembinaan dan pengembangan kemampuan melalui pendidikan & pelatihan serta promosi jabatan bagi tenaga kependidikan sebagai upaya meningkatkan kinerja tenaga kependidikan dalam rangka menghadapi dinamika masalah pada dunia kerja yang semakin kompleks dan kompetitif. Penulisan Tesis dengan Judul “Pengaruh Pendidikan & Pelatihan Serta Promosi Jabatan Dalam Rangka Meningkatkan Kinerja Tenaga Kependidikan Non PNS (Studi di Fakultas Teknik Universitas Brawijaya)” merupakan sebuah penelitian yang mengukur dan menganalisis pengaruh pendidikan & pelatihan serta promosi jabatan terhadap kinerja tenaga kependidikan non PNS di Fakultas Teknik Universitas Brawijaya. Rumusan masalah dalam penelitian ini: Apakah pendidikan & pelatihan serta promosi jabatan mempunyai pengaruh terhadap kinerja tenaga kependidikan non PNS Fakultas Teknik UB baik secara parsial maupun simultan?. Penelitian ini bertujuan untuk mengetahui pengaruh pendidikan dan pelatihan serta promosi jabatan terhadap kinerja tenaga kependidikan non PNS di Fakultas Teknik UB baik secara parsial maupun simultan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei melalui kuisioner dimana sebelumnya telah melalui uji validitas dan reliabilitas. Data primer dikumpulkan dengan kuisioner yang dikirim pada 72 responden yaitu tenaga kependidikan non PNS di Fakultas Teknik UB yang dipilih berdasarkan teknik non probability sampling (sampling jenuh) dimana jumlah populasi sama dengan jumlah sampel. Uji hipotesis yang digunakan adalah regresi linier berganda dengan bantuan program Statistical Package for the Social Science 21.0 (SPSS 21.0). Hasil penelitian menunjukkan bahwa penelitian ini mendukung berbagai penelitian terdahulu dan juga memperkuat teori Hasibuan. Berdasarkan hasil analisis regresi linier berganda melalui uji parsial (uji t) pendidikan & pelatihan (t hitung 2,839 dan koefisien regresi 14,77%) dan promosi jabatan (t hitung 13,340 dan koefisien regresi 69,43%) terbukti berpengaruh signifikan terhadap kinerja tenaga kependidikan non PNS. Selanjutnya hasil pengujian melalui uji simultan (uji F) variabel pendidikan & pelatihan serta promosi jabatan (F hitung 183,987) juga terbukti berpengaruh secara signifikan terhadap kinerja tenaga kependidikan non PNS dengan Koefisien Determinasi sebesar 84,2%. Berdasarkan hasil tersebut diketahui bahwa variabel promosi jabatan (69,43%) lebih mempunyai pengaruh yang besar terhadap kinerja tenaga kependidikan non PNS dibandingkan variabel pendidikan & pelatihan (14,77%). Temuan ini menjadi rekomendasi penting bagi Fakultas Teknik UB untuk melaksanakan sosialisasi dan evaluasi terkait pendidikan & pelatihan serta promosi jabatan, yaitu penyelenggaraan pendidikan dan pelatihan tambahan secara berkala untuk terus meningkatkan kompetensi kerja tenaga kependidikan non PNS. Selanjutnya, Fakultas Teknik UB dapat memberikan jenjang promosi jabatan yang jelas kepada tenaga kependidikan non PNS melalui kegiatan perencanaan, pengorganisasian, pembiayaan, koordinasi, pelaksaan dan pengawasan agar dapat diketahui kemampuan yang dimiliki tenaga kependidikan non PNS. Kedua pendekatan tersebut pada akhirnya akan memotivasi tenaga kependidikan non PNS untuk memberikan kinerja terbaiknya bagi kesuksesan Fakultas Teknik UB
English Abstract
The background of this study is regarding the importance of the performance evaluation of administrative staff, especially considering the demand that every university must provide academic services with better performance over time. In order to maintain the performance of non- civil administrative staff -in terms of knowledge, skills, and attitude- it is crucial to provide an adequate development program through education and training. Moreover, work promotion is also important to motivate the non-civil servant administrative staff to improve their work performance. Simultaneously, these two approaches will enhance the performance of the university following the dynamics of the increasingly demanding and competitive professional world. The thesis "The Influence of Education and Training Program and Promotion on Work Performance of non -Civil Servant Administrative Staff (Study in Faculty of Engineering, Brawijaya University)” is a study report that measures and analyzes the influence of education and training programs, as well as work promotion toward the performance of non-civil servant administrative staff in the Faculty of Engineering, Brawijaya University. The key problem in this study is, do education and training, and promotion affect the performance of non-civil servant administrative staff, partially and simultaneously?. Therefore, the objective of this study is to investigate the effect of education and training programs, as well as promotion on the work performance of non-civil servant administrative staff in the Faculty of Engineering, Brawijaya University. This study uses a quantitative approach with a survey method through a questionnaire that has previously been tested for validity and reliability. Primary data were collected by questionnaires sent to 72 respondents, namely non-civil servant administrative staff in the Faculty of Engineering, Brawijaya University based on the non-probability sampling technique (total sampling). The hypothesis test is multiple linear regression that was processed on the SPSS (Statistical Package for the Social Science) program, version 21.0. The results of this study support previous findings and strengthen Hasibuan's theory. The regression’s partial test (t-test) of the education and training variable demonstrated a tstatistics of 2.839 and a coefficient of 14.77%. On the other hand, the promotion variable obtained tstatistics of 13,340 and a coefficient of 69.43%. Therefore, the results show that both variables have significant effects on the performance of non-civil servant administrative staff. Furthermore, the result of regression’s simultaneous test demonstrated an Fstatistics of 183.987, which empower the result of the partial test regarding the significance of education and training and work promotion. Finally, the total coefficient of determination is 84.2%, which shows the magnitude of the effect of the education and training program (14.77%) and the work promotion (69,43%). The findings of this study can be considered as an important recommendation for the faculty (and the university) to conduct socialization and evaluation regarding the importance of education and training program (the adequacy and the effectivity), and consider the promotion program to boost the performance of non-civil servant administrative staff. The faculty can manage a clear level of promotion to the non-civil servant academic staff through planning, organizing, financing, coordinating, implementing, and supervising activities thus the competence of the staff can be measured. Simultaneously, these two approaches will improve the work performance of the staff and help the university to achieve its goals
