Abstract

Aparatur negara di dorong untuk terus meningkatkan kinerjanya dengan mewujudkan pelayanan prima, pelayanan yang terbaik dalam memenuhi harapan dan kebutuhan pelanggan. Berdasarkan data, secara kualitas perangkat Desa Bojong Kulur masih rendah, dari segi tingkat pendidikan perangkat desa yang kurang memadai. Selain kualitas secara kuantitas, minimnya jumlah perangkat desa juga berpengaruh terhadap kemampuan perangkat desa dalam menjalankan tugas dan fungsinya untuk melayani warga desa. Jenis penelitian ini yaitu penelitian deskriptif dengan pendekatan kualitatif. Dengan difokuskan oleh 3 fokus yaitu: (1) Upaya pengembangan sumber daya manusia, yaitu dalam ketersediaan tenaga teknis dan profesional pada perangkat Kantor Desa Bojong Kulur (2) Upaya penguatan organisasi, yaitu sistem manajemen dalam mengembangkan performasi pada Kantor Desa Bojong Kulur, (3) Reformasi kelembagaan, yaitu lembaga dan sistem struktur makro yang ada pada Kantor Desa Bojong Kulur. Hasil penelitian menunjukan, upaya pengembangan kapasitas pemerintahan desa dalam mewujudkan pelayanan prima yang dilakukan oleh Pemerintah Desa Bojong Kulur sesuai dengan dimensi pengembangan kapasitas, yaitu mengadakan kegiatan pendidikan dan pelatihan bagi seluruh perangkat Desa Bojong Kulur, mengadakan studi banding ke desa lain yang ada di Indonesia untuk saling berbagi ilmu terkait kinerja desa masing-masing, serta mengadakan perubahan struktur organisasi pemerintahan dan juga bekerja sama dengan dinas lain dalam rangka menoptimalisasi kinerja para perangkat desa. Saran untuk penelitian ini yaitu perlu mengadakan rekrutmen pegawai desa yang harus sesuai dengan peraturan yang berlaku, perlu diadakannya sosialisasi mengenai aplikasi program “PANTES” oleh Pemerintah Desa kepada warganya, kondisi kerja para perangkat desa yang masih perlu di tingkatkan lagi dalam hal prasarana kantor, dan koordinasi yang lebih baik antara Pemerintah Desa dengan Dinas pendukung. English Abstract

The state government are encouraged to continue to improve their performance by trying to realize excellent service, the best service in meeting customer expectations and needs. Based on the data obtained, the quality of the Bojong Kulur Village government is still low, seen from the inadequate education level of the village government. In addition to quality in terms of quantity, the minimum number of village officials also affects the ability of village officials to carry out their duties and functions to serve village residents. This type of research uses a descriptive type of research with a qualitative approach. This research is focused on 3 focuses, namely: (1) Efforts to develop human resources, namely in the availability of technical and professional personnel at the Bojong Kulur Village Office Government (2) Efforts to strengthen the organization, namely the management system in developing the formation of the Bojong Kulur Village office, (3) Institutional reform, namely institutions and macro structure systems in Bojong Kulur Village. The results of the study indicate that efforts to develop the capacity of village government in realizing excellent service are carried out by the Bojong Kulur Village Government in accordance with the dimensions of capacity development, namely holding education and training activities for all Bojong Kulur Village officials, conducting comparative studies to other existing villages in Indonesia to share knowledge related to the performance of their respective villages, as well as make changes to the organizational structure of government and also cooperate with other agencies in order to optimize the performance of the village government. Suggestions for this research that it is necessary to conduct recruitment of village office employees who must be fully in accordance with applicable regulations, it is necessary to hold periodic socialization regarding the application of the "PANTES" program by the Village Government to its citizens, the working conditions of village officials that still need to be improved in terms of office infrastructure, and better coordination between the Bojong Kulur Village Government and supporting agencies
