Abstract

Pandemi COVID-19 yang kian meluas menyebabkan setiap negara yang terdampak harus fokus mengatasinya, mengontrol penyebaran COVID-19 dan bagi yang sudah terpapar dapat sembuh. Kondisi COVID-19 yang telah menyebar di dunia maupun di Indonesia, oleh karena itu diperlukannya struktur organisasi penanganan COVID-19 khususnya di Indonesia. Penelitian ini bertujuan untuk mengetahui, menjelaskan dan menganalisis struktur organisasi penanganan COVID-19 di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Situs penelitian berada di organisasi penanganan COVID-19 pada tingkat pusat, tingkat provinsi, tingkat kota/kabupaten, tingkat kecamatan, tingkat kelurahan/desa, dan tingkat RT/RW. Penelitian ini menggunakan sumber data sekunder. Pengumpulan data dilakukan melalui studi pustaka dan dokumentasi. Sedangkan analisis data dalam penelitian ini menggunakan analisis interaktif menurut Miles, dkk (2014). Hasil penelitian ini menunjukkan bahwa kini Satuan Tugas Penanganan COVID-19, sebelumnya bernama Gugus Tugas Percepatan COVID-19, sebagai organisasi penanganan COVID-19. Struktur Satgas Penanganan COVID-19 di Indonesia terdapat 6 elemen yang saling berkaitan yaitu elemen formasi grup, elemen rentang kendali, elemen mekanistik dan organik, elemen jaringan komunikasi, elemen kekuasaan dan otoritas, elemen sentralisasi dan desentralisasi. Satgas Penanganan COVID-19 melakukan koordinasi dengan pemerintah pusat dan daerah mengenai penanganan COVID-19. Di dalam Surat Edaran (SE) Nomor 440/5184/SJ mengatur struktur Satuan Tugas COVID-19 di tingkat Provinsi, Kabupaten/Kota, Kecamatan, Kelurahan/Desa, dan RT/RW. Peran aktif dari Satgas COVID-19 daerah dan pemerintah daerah agar mengimplementasikan kebijakan penanganan COVID-19 yang sudah ditentukan pemerintah pusat. Hal ini bentuk upaya penguatan penanganan COVID-19 oleh pusat dan daerah yang terdesentralisasi hingga tingkat mikro, melalui posko di tingkat desa atau kelurahan. Setelah adanya Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) Mikro, diharapkan penanganan COVID-19 dapat berjalan lebih baik

English Abstract

The pandemic widespread of COVID-19 has made every countries focus changed to deal with it, control its spread and those who have been exposed could recover. The condition of COVID-19 widespread in the world and in Indonesia, hence the need for an organizational structure for handling COVID- 19, especially in Indonesia. This study aims to discover, explain and analyze the organizational structure of handling COVID-19 in Indonesia. This study utilize the qualitative approach with a descriptive type. The research site is located at the COVID-19 handling organization at the central level, provincial level, city/district level, sub-district level, ward/village level, and Neighborhood/Citizens level. This study uses secondary data sources. Data collection is done through literature study and documentation. While the data analysis in this study used interactive analysis according to Miles, et al (2014). The results of this study indicate that the current COVID-19 Handling Task Force, was named the COVID-19 Acceleration Task Force, as an organization for handling COVID-19. The structure of the COVID-19 Task Force in Indonesia consists of 6 connected elements, namely group formation elements, span of control elements, mechanistic and organic systems elements, communication network elements, power and authority elements, centralized and decentralized elements. The COVID-19 Handling Task Force coordinates with the central and regional governments regarding the handling of COVID-19. Circular Letter (SE) Number 440/5184/SJ regulates the structure of the COVID- 19 Task Force at the Provincial, Regency/City, District, Ward/Village, and Neighborhood/Citizens levels. The active role of the regional COVID-19 Task Force and regional governments is to implement the COVID-19 handling policies that have been determined by the central government. This is a form of effort to strengthen the handling of COVID-19 by the central and regional governments which are decentralized to the micro level, through posts at the village or ward level. After the implementation of Micro Community Activity Restrictions (PPKM), it is expected that the handling of COVID-19 could work better
