Abstract

Pati ubi kayu merupakan salah satu produk turunan ubi kayu yang banyak digunakan dalam industri pangan maupun non pangan di Indonesia. Permintaan terhadap pati ubi kayu di Indonesia oleh industri pengguna terus mengalami peningkatan setiap tahunnya. Menurut Yi et al. (2019), kebutuhan terhadap pati ubi kayu di Indonesia sebagai bahan baku dalam industri tepung dan bioetanol mencapai 74,43 ribu ton/tahun. Akan tetapi, produksi pati ubi kayu domestik tidak dapat mencukupi kebutuhan dalam negeri. Oleh karena itu, pemerintah melakukan impor pati ubi kayu dari Thailand untuk memenuhi kebutuhan industri pengguna di Indonesia. Thailand merupakan negara eksportir pati ubi kayu terbesar di dunia dan menjadi negara utama asal pati ubi kayu di Indonesia. Penelitian dilakukan untuk mengetahui faktor-faktor yang mempengaruhi permintaan pati ubi kayu Thailand di Indonesia. Variabel dependen yang digunakan yaitu volume impor pati ubi kayu Thailand di Indonesia, sedangkan variabel independen yaitu harga impor pati ubi kayu Thailand, nilai tukar dolar Amerika Serikat, serta GDP Indonesia. Penentuan lokasi dilakukan secara sengaja pada tingkat Indonesia sebagai negara importir pati ubi kayu dari Thailand. Pengumpulan data dilakukan dengan cara pencatatan data sekunder dalam bentuk data runtut waktu (time series) periode 1990-2019. Data sekunder yang diperoleh berasal dari beberapa situs terkait seperti World Bank, UN Comtrade, Food and Agriculture Organization (FAO), serta Pusat Data dan Informasi Pertanian. Metode analisis data yang digunakan untuk mengetahui faktor-faktor yang mempengaruhi volume impor pati ubi kayu Thailand di Indonesia yaitu metode deskriptif dan kuantitatif menggunakan metode Vector Error Correction Model (VECM) dengan bantuan aplikasi EViews 10. Berdasarkan hasil analisis data yang telah dilakukan, diketahui bahwa variabel harga impor pati ubi kayu Thailand dalam jangka pendek berpengaruh negatif dan signifikan terhadap volume impor pati ubi kayu Thailand, sedangkan variabel nilai tukar dolar Amerika Serikat dan GDP Indonesia dalam jangka pendek tidak berpengaruh signifikan terhadap volume impor pati ubi kayu Thailand di Indonesia. Pada jangka panjang, variabel harga impor pati ubi kayu Thailand, nilai tukar dolar Amerika Serikat, serta GDP Indonesia secara individu menunjukkan pengaruh yang negatif dan signifikan terhadap volume impor pati ubi kayu Thailand di Indonesia. Saran yang dapat diberikan berdasarkan hasil penelitian yang telah dilakukan yaitu pemerintah diharapkan dapat memberikan dukungan kepada produsen pati ubi kayu domestik melalui bantuan modal dan teknologi bagi produsen pati ubi kayu di dalam negeri. Saran bagi produsen pati ubi kayu domestik yaitu produsen pati ubi kayu diharapkan dapat meningkatkan kuantitas dan kualitas hasil produksinya serta bermitra dengan para petani ubi kayu

English Abstract

Cassava starch is one of the derivative products of cassava which is widely used in the food and non-food industries in Indonesia. The demand for cassava starch in Indonesia by industrial users continues to increase every year. According to Yi et al. (2019), the need for cassava starch in Indonesia as a raw material in the flour and bioethanol industry reaches 74,43 thousand tons/year. However, domestic cassava starch production cannot meet domestic demand. Therefore, the imports of cassava starch from Thailand is carried out to meet the demand of industrial users in Indonesia. Thailand is the largest exporter of cassava starch in the world and is the main country of origin of cassava starch in Indonesia. The study was conducted to determine the factors that influence the demand for Thailand’s cassava starch in Indonesia. The dependent variable used is the import volume of Thailand’s cassava starch in Indonesia, while the independent variable is the import price of Thailand’s cassava starch, the exchange rate, and Indonesia's Gross Domestic Product. The location determination was carried out intentionally at the level of Indonesia as an importing country of cassava starch from Thailand. Data collection was carried out by recording secondary data in the form of time series data for the period 1990-2019. Secondary data obtained from several related sites such as the World Bank, UN Comtrade, Food and Agriculture Organization (FAO), and the Center for Agricultural Data and Information. The data analysis method used to determine the factors that affect the imported volume of Thailand’s cassava starch in Indonesia are descriptive and quantitative methods using the Vector Error Correction Model (VECM) method using the EViews 10 application. Based on the results of data analysis that has been carried out, it is known that the import price of Thailand’s cassava starch in the short term has a negative and significant effect on the volume of Thailand's cassava starch imports, meanwhile the variables of the exchange rate and Indonesia's Gross Domestic Product in the short term have no significant effect on the volume of Thailand's cassava starch imports. In the long term, the Thailand’s cassava starch import price variable, the rupiah exchange rate, and Indonesia's Gross Domestic Product individually show a negative and significant influence on the volume of Thailand's cassava starch imports in Indonesia. Suggestions that can be given based on the results of research that have been carried out are that the government is expected to provide support to domestic cassava starch producers through capital and technology assistance for domestic cassava starch producers. Suggestions for domestic cassava starch producers, namely cassava starch producers, are expected to increase the quantity and quality of their production and partner with cassava farmers
