Abstract

Kebijakan pemberdayaan ekonomi desa berkaitan dengan peraturan Badan Usaha Milik Desa (BUMDes) dalam Undang-Undang Republik Indonesia Nomor 6 Tahun 2014. peraturan ini bersifat kebijakan top-down untuk mengakomodasi pembangunan desa. Desentralisasi daerah mengakomodasi aspirasi program BUMDes sebagai pembangunan partisipatif masyarakat Desa. Begitu pula dengan Badan Usaha Milik Desa (BUMDes) non wisata Tawangsari, Gondanglegi, Kabupaten Malang antara lain BUMDes agrowisata Kabupaten Malang karena potensi sosial ekonomi yang dominan di Kabupaten Malang. Pilihan orientasi dan strategi bisnis BUMDes Tawangsari non pariwisata adalah sebagai bisnis retail. Pilihan usaha perdagangan ini didasarkan pada potensi dan kemauan masyarakat desa daripada potensi sumber daya alam pekerjaan utama masyarakat desa. Perdagangan ini merupakan kehidupan generasi ke generasi BUMDes Tawangsari telah meraih penghargaan atas kreasi dan penggerak perekonomian Desa skala provinsi, di sisi lain pengembangan bisnis, pengelolaan bisnis dan kolaborasi dengan pihak lain masih belum menemukan format yang tepat untuk keberlangsungan bisnis BUMDes. Oleh karena itu, melalui model tata kelola kolaboratif, peneliti bermaksud untuk menganalisis sejauh mana pengaruhnya terhadap kolaborasi dalam mengelola pengembangan BUMDes Tawangsari, Gondanglegi, Kabupaten Malang. Tujuan dari penelitian ini adalah untuk menggali, mendeskripsikan dan menganalisis penerapan Collaborative Governance dalam pengembangan BUMDes Non Pariwisata Tawangsari di Kabupaten Malang, faktor pendukung dan penghambat collaborative governance dalam pengembangan BUMDes Tawangsari di Kabupaten Malang. Penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian adalah model tata kelola kolaboratif dalam pengembangan BUMDes serta faktor pendukung dan penghambat proses tata kelola kolaboratif. Fokus penelitian adalah pada BUMDes Tawasangsari Desa Ketawang. Informan kunci adalah Direktur BUMDes, Kepala Desa Ketawang, dan Dewan Desa Desa Ketawang. Teknik pengumpulan data adalah wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan Model Analisis Miles, Huberman dan Saldana. Validitas data menggunakan teknik triangulasi sumber data. Studi ini mengungkapkan bahwa BUMDes Tawangsari belum sepenuhnya melaksanakan proses Collaborative Governance dalam mengembangkan BUMDes Tawangsari, Pengembangan BUMDes telah membatasi kerjasama dengan pihak luar hanya bekerjasama dengan internal pengurus BUMDes, perangkat desa dan Badan Perwakilan Desa (BPD). Hal ini disebabkan adanya ketimpangan persepsi antara BUMDes Tawangsari dengan BUMDes desa lainnya serta ambiguitas BUMDes sebagai badan hukum atau bukan menjadi salah satu faktor penghambat kerjasama dengan pihak swasta, namun berdampak positif bagi masyarakat Desa Ketawang dari BUMDes merupakan peningkatan pendapatan desa dan pelatihan kewirausahaan bagi masyarakat desa

English Abstract

The village economic empowerment policy conduct to Village-Owned Enterprises (BUMDes) regulation in Indonesia Republic Law No. 6/2014. The nature of this regulation was top-down policy to accommodate village development. Regional decentralization accommodates the aspirations of BUMDes programs as a participatory development for Village communities. So did, the non-tourism Village-Owned Enterprises (BUMDes) of Tawangsari, Gondanglegi, Malang Regency, among of others agro-tourism BUMDes of Malang Regency due to the dominant socio-economies potential in Malang Regency. The choice of orientation and business strategy for non-tourism BUMDes Tawangsari was as retail businesses. These trading business choice based on the potential and willingness of the village community rather than natural resources potential main occupations of the village people. These trading are lives generation to generation BUMDes Tawangsari has achieved award of creation and driving well brought up the Village economy on a provincial scale. In the other side of business development, business management and collaboration with other parties still have not found the right format for the sustainability of BUMDes business. Therefore, through the collaborative governance model, the researcher intends to analyze how far it affects the collaboration in managing the development of BUMDes Tawangsari, Gondanglegi, Malang Regency. The objectives of this study are explored out, described and analyzed the application of Collaborative Governance in the development of the Non-Tourism Tawangsari BUMDes in Malang Regency, the supporting and inhibiting factors of collaborative governance in the development of BUMDes Tawangsari in Malang Regency. The research was used is descriptive research with a qualitative approach. The research focus was the collaborative governance model in the development of BUMDes and the support and inhibiting factors for the collaborative governance process. The research focus was on Ketawang Village BUMDes Tawasangsari. The key informant’s were the BUMDes Director, the Chief of Ketawang Village, and the Village Council of Ketawang Village. Data collection techniques were interviews, observation and documentation. The data analysis technique used the Miles, Huberman and Saldana Analysis Model. The data validity used the triangulation technique of data sources. This study revealed that the Tawangsari BUMDes has been not fully implemented the Collaborative Governance process in developing the Tawangsari BUMDes, The development of BUMDes has limit collaboration with the external parties only collaborates with internal BUMDes administrators, village officials and Village Council (BPD). This is due to the inequality of perceptions between BUMDes Tawangsari and other village BUMDes as well as the ambiguity of BUMDes as a legal entity or not being one of the factors hindering cooperation with the private sector, but the positive impact for the Ketawang Village community from BUMDes is an increase in village income and entrepreneurship training for village communities
