Abstract
Penelitian ini dilakukan berdasarkan permasalahan yang terjadi di Pemerintah Kota Probolinggo yaitu tentang implementasi Program Pengembangan Kota Hijau (P2KH) melalui pengelolaan dan pelestarian terhadap Ruang Terbuka Hijau (RTH) khususnya untuk ketersediaan hutan kota. Penelitian ini berfokus pada permasalahan: Bagaimanakah implementasi Program Pengembangan Kota Hijau (P2KH) melalui pengelolaan dan pelestarian hutan kota untuk mewujudkan Kota Probolinggo sebagai kota hijau? Apa sajakah faktor yang mempengaruhi implementasi Program Pengembangan Kota Hijau (P2KH) melalui pengelolaan dan pelestarian hutan kota di pemerintah Kota Probolinggo? Penelitian ini menggunakan jenis penelitian deskriptif melalui pendekatan kualitatif. Data dikumpulkan menggunakan observasi, wawancara, dan dokumentasi. Metode analisis menggunakan model Spradley. Hasil penelitian menunjukkan bahwa implementasi Program Pengembangan Kota Hijau (P2KH) di Kota Probolinggo berintikan tiga elemen yang ada dalam pelaksanaan program yaitu program itu sendiri, pelaksana program, dan kelompok sasaran program. Suatu program akan berhasil dilaksanakan jika terdapat kesesuaian dari tiga unsur implementasi program. Dimana Program Pengembangan Kota Hijau adalah suatu program yang diprakarsai oleh Direktorat Jenderal Penataan Ruang untuk memenuhi ketetapan UUPR serta menjawab isu perubahan iklim sejak tahun 2011. Sedangkan dari elemen pelaksana program maka dalam hal ini ada beberapa instansi yang dilibatkan sesuai dengan bidang keahlian masing-masing. Dan elemen terakhir adalah kelompok sasaran program dimana kelompok ini adalah kelompok masyarakat yang menjadi sasaran, dan diharapkan akan menerima manfaat dari program tersebut, perubahan atau peningkatan contohnya seperti individual maupun kelompok sosial/institusi. Sementara itu, untuk pengelolaan dan pelestarian hutan kota belum berjalan secara optimal karena masih terdapat beberapa faktor penghambat yang harus diperbaiki dan lebih meningkatkan faktor pendukung yang telah ada
English Abstract
This research was conducted by the problems that occurred in the City of Probolinggo, namely on the implementation of the Green City Development Program (P2KH) through the management and preservation of green open space (RTH), especially for the availability of the urban forest. This study focuses on the problem: How can the implementation of the Green City Development Program (P2KH) through the management and forest conservation to realize Kota Probolinggo city as a green city? What are the factors that affect the implementation of the Green City Development Program (P2KH) through the management and preservation of the urban forest in Probolinggo city government? This research use descriptive research with a qualitative approach. Data were collected using observation, interviews, and documentation. The method of analysis using models Spradley. The results showed that the implementation of the Green City Development Program (P2KH) in Kota Probolinggo cored three elements in the implementation of the program is the program itself, the program implementers, and target group. A program will be successfully implemented if there is conformity of the three elements of program implementation. Where the Green City Development Program is a program initiated by the Directorate General of Spatial Planning to meet the provisions UUPR and addressing climate change issues since 2011. While the elements of the program implementers in this case there are several agencies involved in accordance with their respective areas of expertise. And the last element is the target group where the group is a group of people who become targets, and is expected to receive the benefits of the program, changes or improvements to practices such as individual and social group/institution.
