Abstract

Ketahanan pangan masih menjadi isu penting untuk dibahas karena pangan merupakan kebutuhan dasar manusia. Apalagi di masa pandemi COVID-19 seperti sekarang ini. Sebagai salah satu upaya mewujudkan ketahanan pagan dari tingkat rumah tangga, pemerintah telah melaksanakan program Pekarangan Pangan Lestari (P2L), yang merupakan transformasi dari program Kawasan Rumah Pangan Lestari (KRPL) untuk memperluas penerima manfaat dan penggunaan lahan. Persepsi memiliki peran yang sangat penting dalam mendukung keberlangsungan suatu program. Jika persepsi inovasi baik, tingkat keberlanjutan kemungkinan akan lebih tinggi, dan sebaliknya. Oleh karena itu penelitian ini bertujuan untuk mengidentifikasi karakteristik anggota Kelompok Wanita Tani (WFG) Anggrek sebagai penerima program P2L, mendeskripsikan implementasi dan strategi komunikasi kegiatan penyuluhan Program P2L yang dilaksanakan di Anggrek WFG, menganalisis persepsi WFG Anggrek pada Program P2L berdasarkan karakteristik inovasi, menganalisis persepsi WFG Anggrek terhadap strategi komunikasi penyuluhan dalam Program P2L, dan menganalisis niat WFG Anggrek dalam melanjutkan Program P2L setelah program selesai. Penelitian ini merupakan penelitian deskriptif yang menggunakan pendekatan kuantitatif yang didukung oleh data kualitatif. Penelitian ini dilaksanakan di WFG Anggrek, Desa Sukosari, Kecamatan Babadan, Kabupaten Ponorogo, Provinsi Jawa Timur pada bulan Juli 2021 sampai dengan Agustus 2021.

English Abstract

Food security is still an important issue to discuss because food is a basic human need. Especially during the COVID-19 pandemic like now. As one of the efforts to achieve pagan resilience from the household level, the government has implemented the Pekarangan Pangan Lestari (P2L) program, which is a transformation of the Kawasan Rumah Pangan Lestari (KRPL) program to expand beneficiaries and land use. Perception has a very important role in supporting the sustainability of a program. If the perception of innovation is good, the level of sustainability will likely be higher, and vice versa. Therefore this study aims to identify the characteristics of the members of the Anggrek Women Farmer Group (WFG) as recipients of the P2L program, to describe the implementation and communication strategies of the extension activities of the P2L Program, which is carried out in the Anggrek WFG, to analyze the perception of the Anggrek WFG on the P2L Program based on the characteristics of innovation, analyze the perception of the Anggrek WFG towards extension communication strategy in the P2L Program, and analyze the intention of the Anggrek WFG in continuing the P2L Program after the program is over. This research is a descriptive study that uses a quantitative approach supported by qualitative data. This research was conducted at the Anggrek WFG, Sukosari Village, Babadan District, Ponorogo Regency, East Java Province from July 2021 to August 2021. This study used the census method with a population of 29 people, all members of the Anggrek WFG. Data were collected by interview using a questionnaire with closed and open questions, observation, and documentation. The data analysis technique used is statistic descriptive analysis. The results showed that most of the respondents were > 55 years old, had the last education graduated from elementary school, the number of family members was 4 people, worked as housewives, husband's work as farm laborers, household income per month < Rp 1,500,000, and land area the yard owned is about 0 m2 – 36 m2. The implementation of the P2L Program consists of a nursery, demonstration plots, planting, harvesting & post-harvesting. The communication strategy used by agricultural extension workers is the lecture method and direct practice in demonstration plots with the group and interpersonal communication. The extension workers used media in the form of tools and materials for planting and applied them directly during demonstrations, and several photocopied sheets of material were to be distributed to Anggrek WFG members during training. The extension workers also made regular visits and conducted several counseling sessions about the P2L program. The average perception of Anggrek WFG members towards the P2L Program based on the characteristics of innovation is 85.4% which is included in the very high category. This means that the P2L program innovation has better advantages than previous innovations, according to habits, not complicated, can ii be tested, and visible/real to members of Anggrek WFG. The sub-variables that get the highest score are visibility and relative advantage. The average perception of members of Anggrek WFG on the communication strategy of agricultural extension workers in the P2L Program is 80.6%, which is in the high category. This means that the agricultural extension communication strategy applied in the Anggrek WFG is accepted and considered good in terms of communication techniques, approaches to targets, communication channels, and communication messages. to the target which is also a sub-variable with the lowest value among all variables in this study. The intention of members of the Anggrek WFG to continue the P2L Program independently obtained an average percentage of 88.6% which is included in the very high category. This means that members of Anggrek WFG have a very high intention to continue the P2L program independently. This is because the characteristics of the P2L program are suitable for members of the Anggrek WFG, and are considered to have many benefits, also are quite easy to implement.
