Abstract

Keberhasilan menciptakan jenang ketan dikarenakan terdapat hubungan kerjasama yang baik antar pelaku rantai pasok. UMKM Jenang Teguh Raharjo menghadapi masalah dalam kinerja rantai pasok meliputi kualitas yang tidak sesuai serta waktu pengiriman yang kemudian berdampak pada proses produksi. Permasalahan pengadaan bahan baku yang dihadapai oleh UMKM Jenang Teguh tersebut tentu perlu dilakukan penilaian mengenai kinerja rantai pasok. Oleh karena itu penelitian ini bertujuan untuk (1) Mengidentifikasi keadaan manajeman rantai pasok yang ada di UMKM Jenang Teguh Raharjo (2) Menganalisis kinerja rantai pasok tepung ketan di UMKM Jenang Teguh Raharjo dengan menggunakan SCOR (Supply Chain Operations Reference) yang terdiri dari reliability, responsiveness and flexibility (3) Menyusun perbaikan strategi rantai pasok di UMKM Jenang Teguh Raharjo. Penentuan lokasi dalam penelitian ini menggunakan metode secara purposive di UMKM Jenang Teguh Raharjo. Teknik penentuan responden yang digunakan adalah teknik non- probability sampling dan metode penentuan responden yang digunakan adalah purposive sampling. Penelitian ini menggunakan analisis data deskriptif dan kuantitatif. Teknik analisis data dilakukan dengan metode Supply Chain Operation Reference (SCOR) dengan atribut kinerja supply chain reliability, supply chain responsivveness dan supply chain agility (flexibility). Hasil penelitian menunjukkan terdapat empat anggota rantai pasok tepung ketan. Aktivitas yang terjadi yaitu adanya kerjasama antara UMKM Jenang Teguh Raharjo dengan pemasok untuk memasok kebutuhan tepung ketan sebagai bahan baku olahan jenang. Berdasarkan hasil dari perhitungan yang telah dilakukan dapat dianalisis bahwa kinerja rantai pasok pada UMKM Jenang Teguh Raharjo dengan pemasok tepung ketan belum maksimal. Hasil perhitungan pada atribut Reliability metrik Perfect Order Fulfillment diketahui belum maksimal dengan persentase tertinggi dihasilkan oleh pemasok Sabar Jaya dengan nilai 98% dan persentase terendah dihasilkan oleh pemasok Jaya Baru dengan nilai 95%. Hasil perhitungan dari atribut Responsiveness metrik Order Fulfillment Cycle Time diketahui juga kurang maksimal, persentase tertinggi dihasilkan oleh pemasok Sabar Jaya dengan 100%, untuk pemasok Selamet dan Jaya Baru menghasilkan persentase yang sama yaitu diangka 85.7%, atribut terakhir yaitu Agility (Flexibility) metrik Upside Supply Chain Adaptability (USCA) dari ketiga pemasok mampu mencapai target UMKM Jenang Teguh Raharjo dengan persentase 100% sebagai nilai sempurna. Solusi perbaikan yang direkomendasikan untuk mekanisme rantai pasok tepung ketan yang ada di UMKM Jenang Teguh Raharjo yaitu, pemasok melakukan safety stock maupun Re Order Point (ROP), pengawasan mutu produk khususnya pada pengawasan produksi serta menambah proses pengayakan tepung ketan, membuat penjadwalan pengiriman tepung ketan, dan juga melakukan perbaikan proses persiapan dengan menambah mesin produksi dan driver.

English Abstract

The success of creating sticky jenang ketan is due to the good cooperation relationship between supply chain actors. UMKM Jenang Teguh Raharjo faced problems in supply chain performance including inappropriate quality and delivery time which then impacted the production process. The problem of procurement of raw materials faced by UMKM Jenang Teguh certainly needs to be assessed on the performance of the supply chain. Therefore, this study aims to (1) Identify the state of supply chain management in UMKM Jenang Teguh Raharjo (2) Analyzing the performance of glutinous flour supply chain in UMKM Jenang Teguh Raharjo by using SCOR (Supply Chain Operations Reference) consisting of reliability, responsiveness and flexibility (3) Preparing supply chain strategy improvement in UMKM Jenang Teguh Raharjo. Location determination in this study using purposive method in UMKM Jenang Teguh Raharjo. The method of determining respondents used is non-probability sampling technique and the method of determining respondents used is purposive sampling. This study uses descriptive and quantitative data analysis. Data analysis techniques are carried out by supply chain operation reference (SCOR) method with attributes of supply chain reliability performance, supply chain responsivveness and supply chain agility (flexibility). The results showed there were four members of the glutinous rice flour supply chain. The activity that occurred is the cooperation between UMKM Jenang Teguh Raharjo with suppliers to supply glutinous flour needs as raw materials processed jenang. Based on the results of the calculations that have been done can be analyzed that the performance of the supply chain in UMKM Jenang Teguh Raharjo with glutinous flour suppliers has not been maximized. The calculation result on reliability attribute of Perfect Order Fulfillment metric is known not to be maximum with the highest percentage produced by Sabar Jaya supplier with a value of 98% and the lowest percentage produced by Jaya Baru supplier with a value of 95%. The calculation result of responsiveness attribute of Order Fulfillment Cycle Time metric is also known to be less than maximum, the highest percentage produced by Sabar Jaya suppliers with 100%, for Selamet and Jaya Baru suppliers only produced the same percentage of 85.7%, the last attribute is Agility (Flexibility) metric Upside Supply Chain Adaptability (USCA) from the three suppliers were able to achieve the target of UMKM Jenang Teguh Raharjo with a percentage of 100% as the perfect value. Recommended repair solutions for glutinous flour supply chain mechanisms in UMKM Jenang Teguh Raharjo namely, suppliers conduct safety stock and Re Order Point (ROP), product quality control, especially in production supervision and increase the process of sifting glutinous flour, making scheduling delivery of glutinous flour, and also improving the preparation process by adding production machines and drivers.
