Abstract
Kemiskinan ibarat sebuah penyakit yang diidap oleh berbagai Negara di belahan dunia yang tak kunjung mendapat resep obat yang sesuai. Berbagai sistem perekonomian, baik sistem perekonomian kapitalisme maupun sosialisme, mencoba mendiagnosa penyebab kemiskinan dan mencoba meracik resep obat yang sesuai untuk mengobati masalah kemiskinan. Namun, hingga kini, penyakit tersebut tak kunjung sembuh. Sistem perekonomian kapitalisme mendiagnosa bahwa penyebab masalah kemiskinan adalah kelangkaan (scarcity) dan kebutuhan manusia yang sifatnya tidak terbatas. Resep obat yang diberikan oleh sistem perekonomian kapitalisme adalah peningkatan jumlah produksi. Sementara itu, sistem perekonomian sosialisme mendiagnosa bahwa penyebab masalah kemiskinan adalah tidak adanya persamaan kelas diantara masyarakat, sehingga masyarakat terbagi menjadi dua kelas, yakni kelas borjuis dan proletar. Resep yang diberikan oleh sistem perekonomian sosialisme adalah persamaan kelas diantara masyarakat dengan menghapus hak milik individu dan pengambilalihan semua urusan oleh Negara. Sistem perekonomian Islam memiliki pendapat yang berbeda. Menurutnya, penyebab masalah kemiskinan adalah distribusi kekayaan yang tidak adil dan merata akibat eksploitasi pihak yang kuat terhadap pihak yang lemah. Resep yang diberikan oleh sistem perekonomian Islam adalah mengakhiri ketidakadilan distribusi kekayaan melalui intervensi instrumen-instrumen distribusi kekayaan. Penelitian ini mencoba memberikan alternatif lain untuk mengatasi masalah kemiskinan dengan memberikan resep baru yakni melalui distribusi kekayaan. Resep tersebut dilakukan melalui pengaplikasian instrumen-instrumen distribusi kekayaan seperti zakat fitrah, zakat mal, waris dan wakaf.
English Abstract
Poverty is like a disease that suffered by various countries in the world that cannot be prescribed the appropriate medicine. Various economic systems, capitalism and socialism economic system, try to diagnose the causes of poverty and try to make appropriate to treat the poverty problem. However, until now, the disease is not treated away. Capitalist economic system diagnose the cause of the poverty problem is scarcity and the human needs that are not restricted. Prescription that is given by the capitalist economic system is increasing the number of production. Meanwhile, the socialism economic system diagnose the cause of the poverty problem is the lack of equality between the classes in society, so that people are divided into two classes, they are the bourgeois and the proletariat. The prescription which is provided by the socialism economic system is equality between the classes of society by removing individual property rights and take over all of the government affairs. Islamic economic system has a different opinion. According to him, the cause of the poverty problem is the injustice and equitable wealth distribution as a result of exploitation of the strong against the weak. Prescription provided by the Islamic economic system is to end the injustice of wealth distribution through the intervention of the wealth instruments distribution. This study tries to provide another alternative to solve the poverty problem by providing a new prescription through the wealth distribution. The prescription is done through the application of wealth distribution instruments such as fast-breaking zakah, wealth zakah, inheritance and waqf.
