Abstract

Salah satu permasalahan yang dihadapai petani dalam berusahatani adalah pendapatannya yang tidak tetap. Pendapatan yang tidak tetap tersebut disebabkan oleh harga komoditas pangan yang selalu berfluktuasi. Kementerian Pertanian melalui Badan Ketahanan Pangan membentuk program PUPM-TTI yang memiliki tujuan utama untuk menyerap produk pertanian nasional dengan harga yang layak dan menguntungkan petani. Adanya program PUPM-TTI menjadikan potensi bagi petani yang melakukan usahatani padi dapat meningkatkan pendapatannya. Salah satu Gapoktan yang mengikuti program PUPM-TTI adalah Gapoktan Sidomakmur yang berada di Kecamatan Wonoayu, Kabupaten Sidoarjo. Tujuan dari penelelitian ini adalah 1) Mendiskripsikan pelaksanaan prgogram PUPM-TTI oleh Gapoktan Sidomakmur; 2) Menganalsis tingkat pendapatan usahatani petani peserta PUPM-TTI; 3) Menganalisis kelayakan usahatani padi petani peserta PUPM-TTI. Pendekatan yang dilakukan pada penelitian ini menggunakan deskriptif-kuantitatif. Lokasi penelitian dipilih secara Purposive yaitu di Desa Pilang, Kabupaten Sidoarjo pada bulan Juni 2021. Penentuan responden menggunakan metode sensus karena jumlah petani yang berpartisipasi dalam program PUPM-TTI sebanyak 22 orang. Analisis yang dilakukan yaitu analisis pendapatan berdasarakan analisis biaya dan analisis kelayakan usahatani berdasarkan nilai R/C ratio dan BEP. Variabel yang digunakan adalah biaya benih, biaya pupuk, biaya pestisida, biaya tenaga kerja, biaya sewa mesin panen, biaya penyusutan alat pertanian, biaya lahan yang terdiri dari biaya pajak lahan dan biaya sewa lahan, biaya irigasi, hasil produksi dan harga jual gabah. Hasil wawancara dengan ketua Gapoktan Sidomakmur didapatkan bahwa pelaksanaan program PUPM-TTI telah sesuai dengan Pedoman Teknis Pelaksanaan Program PUPM-TTI. Hasil analisis menunjukkan rata-rata pendapatan petani yang ikut serta dalam program PUPM-TTI adalah sebesar Rp 14.445.986,27/mt/ha, lebih besar dibandingkan dengan pendapatan petani dengan harga jual gabah di tingkat HPP dan tengkulak. Analisis kelayakan usahatani didapatkan nilai R/C ratio sebesar 1,91; BEP produksi sebesar 1.807kg; dan BEP harga sebesar Rp 2.475,12/kg, maka usahatani padi yang dilakukan oleh petani dapat dikatakan layak. Saran yang dapat diberikan berdasarkan hasil penelitian ini yaitu Gapoktan Sidomakmur dapat lebih menarik minat petani untuk berpartisipasi dalam program PUPM-TTI dengan melakukan sosialisasi lebih sering lagi dan ketika memasuki musim panen bisa menawarkan petani untuk menjual gabahnya ke Gapoktan. Pemerintah melalui Dinas Pertanian maupun Badan Ketahanan Pangan dapat melakukan sosialisasi yang lebih mengenai program PUPM-TTI agar semakin banyak Gapoktan maupun petani untuk terlibat dalam PUPM-TTI. Serta untuk penelitian selanjutnya dapat menganalisa perbedaan antara rata-rata pendapatan petani peserta PUPM-TTI dengan yang non peserta PUPM-TTI agar lebih tahu secara spesifik bagaimana perbedaannya. Selain itu juga dapat melakukan penelitian lebih lanjut yang terkait dengan program PUPM-TTI.

English Abstract

One of the problems that faced by farmers in farming is the income that is not fixed. It is caused by food commodity prices are fluctuative. The Ministry of Agriculture through the Food Security Agency established the PUPM-TTI program which has the main purpose of absorbing national agricultural products at reasonable prices and benefiting farmers. The existence of the PUPM-TTI program makes the potential for farmers to do rice farming to increase their income. One of the Gapoktan participating in the PUPM-TTI program is the Sidomakmur Gapoktan located in Wonoayu District, Sidoarjo Regency. The purpose of this research are 1) to describe the implementation of the PUPM-TTI program by the Sidomakmur Farmers Association; 2) Analyze the income level of farmers participating in PUPM-TTI; 3) Analyze the feasibility of rice farming for farmers participating in PUPM-TTI. The approach used in this research is descriptive-quantitative. The research location was chosen purposively in Pilang Village, Sidoarjo Regency in June 2021. The determination of respondents used the census method because the number of farmers participating in the PUPM-TTI program was only 22 people. The analysis carried out is income analysis based on cost analysis and farming feasibility analysis based on R/C ratio and BEP values. The variables used are seed cost, fertilizer cost, pesticide cost, labor cost, harvesting machine rental cost, tools depreciation cost, land cost consist of land tax cost and land rental cost, irrigation costs, total production and the selling price of grain. The results from interview with the head of the Sidomakmur Gapoktan found that the implementation of the PUPM-TTI program was in accordance with the Technical Guidelines for the Implementation of the PUPM-TTI Program. The results of the analysis show that the average income of farmers who participate in the PUPM-TTI program is Rp. 14,445,986.27/mt/ha, which is higher than the income of farmers at the selling price of grain at the level of HPP and middlemen. Farming feasibility analysis obtained the value of R/C ratio of 1.91; BEP production of 1,807kg; and BEP price of Rp 2,475.12/kg, then the rice farming carried out by farmers can be said to be feasible. Suggestions that can be given based on the results of this study are the Sidomakmur Gapoktan can attract more farmers to participate in the PUPM-TTI program by conducting socialization more often and when entering the harvest season can offer farmers to sell their grain to Gapoktan. The government through the Department of Agriculture and the Food Security Agency can carry out more socialization regarding the PUPM-TTI program so that more Gapoktans and farmers are involved in PUPM-TTI. As well as for further research can analyze the difference between the average income of farmers participating in PUPM-TTI and non-participants in PUPM-TTI in order to know more specifically how the difference is. In addition, they can conduct further research related to the PUPM-TTI program.
