Abstract
Green Open Space is an arrangement of urban spaces in the form of open spaces that function as protected areas, green city parks, urban forest green areas, city recreation green areas, sports green areas, funeral green areas, green agricultural areas, green lane areas. Green and green yards, which in each region are required to have and maintain the open green space. In this aspect, seen from the problem of provision that DKI Jakarta has the low precentage of green open space, the idea of measuring the performance of the Public Scorecard emerged to measure the performance of the DKI Jakarta provincial government in providing green open spaces in DKI Jakarta. Where in these measurements pay attention to financial aspects, innovation, stakeholders and operational excellence. This research is a qualitative descriptive study by taking research at the DKI Jakarta Forestry and Gardening Service with the focus of research (1) Measuring the Performance of the Provincial Government of DKI Jakarta in providing green open spaces using the Public Scorecard method. (2) Supporting and inhibiting factors in providing green open space in using the Public Scorecard vi method. This study uses primary data sources from interviews and secondary data obtained from documents related to research. Data analysis in this study used the data analysis method of Miles and Huberman. The results of this study indicate that the performance measurement using the Balanced Scorecard method carried out at the Forestry and Parks Service shows good results but still need more improve by the provincial government. Of the four aspects in the Public Scorecard, namely the aspects of finance, innovation, stakeholders and operational excellence, it is considered quite good according to the data collected by researchers. Several supporting factors consist of adequate website access, fairly regular budget plots, public awareness and flexibility from the government in several policies. Meanwhile, the inhibiting factors consist of the budget from the central government in the APBD which is still insufficient to meet all the needs for green open space, the administrative process is still very complicated, and the difficulty of the community in releasing their land.
