Abstract
Latar belakang penelitian didasari oleh kesan negatif pertambangan tanpa mengetahui seberapa besar manfaat pertambangan bagi kehidupan. Oleh karena itu pertambangan memiliki dampak positif dan negatif, untuk meminimalisir dampak negatif tersebut maka dibutuhkan pertanggung jawaban oleh perusahan terhadap masyarakat, salah satu cara menanggulanginya yaitu dengan melaksanakan program corporate social responsibility (CSR). Pendidikan merupakan bagian dari CSR dalam bidang sosial, karena pendidikan merupakan bidang strategis untuk perubahan suatu bangsa, namun indonesia belum cukup optimis mengandalakan posisi tersebut. Data yang dipublikasikan oleh United Development Index memperlihatkan bahwa Human Development Index (HDI) Indonesia pada tahun 2015 masih pada urutan 113 dari 188 negara (Detik Finance, 2017). Maka untuk mengatasi hal tersebut, pemerintah harus memaksimalkan pelayanan pendidikan untuk mengatasi dan meningkatkan HDI di Indonesia. Kecamatan Bengalon merupakan salah satu daerah yang memiliki permasalahan dalam pelayanan pendidikan, untuk mengatasinya pemerintah melakukan kemitraan dengan pihak swasta atau menerapkan konsep public private partnership (PPP) yaitu dengan pelaksanaan program CSR dari PT. Kaltim Prima Coal (PT. KPC). Penulisan tesis dengan judul “Penerapan Public Private Partnership Dalam Pelaksanaan Program Corporate Social Responsibilty Di Bidang Pendidikan (Studi Kasus Pelaksanaan Corporate Social Rensponsiblity Pt. Kaltim Prima Coal Di Kecamatan Bengalon)” merupakan kajian khusus untuk menilai, mengetahui dan menganalisis bagaimana penerapan PPP dalam pelaksanaan CSR di bidang pendidikan di Kecamatan Bengalon. Rumusan dari permasalahan ini meliputi: Bagaimanakah pelaksanaan Program Corporate Sovial Responsibility di Bidang Pendidikan dalam perspektif Public Private Partnership antara Pemerintah Kabupaten Kutai Timur Dan PT. Kaltim Prima Coal Di Kecamatan Bengalon ?; Apa saja faktor pendukung dan penghambat Program Corporate Social Responsibility di Bidang Pendidikan dalam pendekatan Public Private Partnership antara Pemerintah Kabupaten Kutai Timur Dan PT. Kaltim Prima Coal Di Kecamatan Bengalon?. Tujuan penelitian ini: Untuk mendeskripsikan dan menganalisis pelaksanaan Program Corporate Social Responsibility di Bidang Pendidikan dalam perspektif Public Private Partnership antara Pemerintah Kabupaten Kutai Timur Dan PT. Kaltim Prima Coal Di Kecamatan Bengalon; Untuk mendeskripsikan dan menganalisis faktor pendukung dan penghambat Program Corporate Social Responsibility di Bidang Pendidikan dalam pendekatan Public Private Partnership antara Pemerintah Kabupaten Kutai Timur Dan PT. Kaltim Prima Coal Di Kecamatan Bengalon. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Untuk analisis data yang digunakan adalah analisis data kualitatif model interaktif dari Miles, Huberman dan Saldana. Hasil temuan dilapangan menunjukkan bahwa pelaksanaan program CSR merujuk pada Crowther dan Aras (2008) yaitu accountability, transparency dan sustainability telah dilaksanakan dengan baik dilihat dari pelaksanaan CSR di Kecamatan Bengalon. Pada penerpan perspektif PPP yang merujuk kepada Yescombe (2007) bahwasannya PPP berhasil diterapkan apabila telah mencakup tiga poin yaitu kontrak, desain dan financial dan dalam pelaksanaan CSR di bidang pendidikan di Kecamatan Bengalon ketiga poin yang merujuk pada Yescombe (2007) telah dilaksanakan semua oleh pelaksana program CSR. Sehingga dapat disimpulkan pelaksanaan program CSR di bidang pendidikan dalam perspektif PPP oleh Pemerintah Daerah Kab. Kutai Timur dan PT. KPC di Kecamatan Bengalon. Kesimpulannya didalam kontrak yang merujuk kepada KPS (2002) yaitu kontrak antara pemerintah dan PT. KPC termasuk dalam kontrak jasa pelayanan. kemudian desain dalam pelaksanaan program CSR yang merujuk kepada (Savas, 1994) termasuk dalam model ke empat yaitu model kontrak dan financial telah mencakup ketiga tolak ukur keberhasilan program CSR berdasarkan Crowther dan Aras (2008) yaitu accountability, transparency dan sustainability. Terdapat beberapa faktor yang mempengaruhi kualitas pelayanan bagi penyandang tuna netra: 1) faktor-faktor pendukung: pemerintah dan KPC sangat informatif, kuatnya komitmen dalam pemberdayaan masyarakat dan peran kecamatan sebagai perantara yang baik. 2) faktor-faktor penghambat: pencairan dana yang lama, desa yang terlambat membuat laporan dan kurangnya partisipasi masyarakat pada rapat dan pertemuan.
English Abstract
The research background is based on the negative impression of mining without knowing how much the benefits of mining for life. Therefore mining has positive and negative impacts, in order to minimize these negative impacts, corporate responsibility is needed for the community, one way to overcome it is by implementing a corporate social responsibility (CSR) program. Education is part of CSR in the social field, because education is a strategic area for the change of a nation, but Indonesia is not optimistic enough to rely on that position. Data published by the United Development Index shows that Indonesia's Human Development Index (HDI) in 2015 was still 113th out of 188 countries (Detik Finance, 2017). So to overcome that problem, the government must maximize education services to overcome and improve HDI in Indonesia. Bengalon is one area that has a problem in educational services, to overcome taht, the government did a partnership with the private sector or apply the concept of public private partnership (PPP) by application PT Kaltim Prima Coal (PT. KPC) CSR program. The writing of the thesis with the title " Application of Public Private Partnership in the Corporate Social Responsibility Program in the Field of Education (Case Study in PT Kaltim Prima Coal's Corporate Social Responsibility Program in Bengalon District) " is a specific study to assess, know and analyze how the application of PPP in the application of CSR in the field of education in Bengalon District. The formulation of this problem includes: How is the implementation of the Corporate Social Responsibility Program in the Field of Education in the perspective of the Public Private Partnership between the Government of East Kutai Regency and PT. Kaltim Prima Coal In Bengalon District ?; What are the supporting and inhibiting factors of the Corporate Social Responsibility Program in the field of Education in the Public Private Partnership approach between the East Kutai Regency Government and PT. Kaltim Prima Coal In Bengalon District ?. The purpose of this study: To describe and analyze the application of the Corporate Social Responsibility Program in the Field of Education in the perspective of the Public Private Partnership between the Government of East Kutai Regency and PT. Kaltim Prima Coal In Bengalon District; To describe and analyze the supporting and inhibiting factors of the Corporate Social Responsibility Program in the fielf og Education in the Public Private Partnership approach between the Government of East Kutai Regency and PT. Kaltim Prima Coal In Bengalon District. This study uses a qualitative approach with a type of descriptive research. For data analysis this study uses a qualitative data analysis of interactive models from Miles, Huberman and Saldana. The findings in the field show that the application of CSR programs refers to Crowther and Aras (2008) there are accountability, transparency and sustainability have been well applicated in terms of the application of CSR in Bengalon District. In regard to the PPP perspective which refers to Yescombe (2007), PPP is successfully run well if it includes three points, namely contract, design and financial and in the application of CSR in education in Bengalon District, the three points referring to Yescombe (2007) have all been run well by the actor who participate the application of CSR program by PT. KPC. So it can be concluded the implementation of CSR programs in education in the perspective of PPP by the District Government. East Kutai and PT. KPC in Bengalon District. In conclusion, the contract implemented refers to KPS (2002), which is a contract between the government and PT. KPC is included in the service contract. then the design in implementing CSR programs that refer to (Savas, 1994) is included in the fourth model, namely the contract model. Then financially was applicated the three benchmarks of CSR programs by Crowther and Aras (2008), there are accountability, transparency and sustainability. There are several factors that affect the quality of services for people with visual impairment: 1) supporting factors: the government and KPC are very informative, strong commitment in community empowerment and the role of subdistricts as intermediaries is run well. 2) inhibiting factors: take a long time to get fund, the society that are late in making reports and lack of community participation in meetings.
