Abstract

Kebijakan Pengembangan Industri Keramik Dinoyo adalah sebuah Kebijakan yang digagas oleh Dinas Koperasi, Perindustrian dan Perdagangan Kota Malang yang bertujuan untuk menyelesaikan beberapa permasalahan yang harus dihadapi industri keramik Dinoyo. Terutama masalah kesempatan mendapatkan peluang usaha, masalah produksi, pemasaran, jaringan kerja dan teknologi, generasi penerus produsen dan pengrajin keramik, dsb. Oleh karena itulah Kebijakan ini ada sebagai alternatif pemerintah daerah Kota Malang untuk mengatasi permasalahan tersebut. Pada penelitian ini dirumuskan permasalahan terkait implementasi Kebijakan pengembangan industri keramik Dinoyo beserta faktor pendorong dan penghambat yang dihadapi. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Sumber data diperoleh dari data primer dan data sekunder. Lokasi penelitian dilakukan di Kota Malang, dengan situs penelitian meliputi Dinas Koperasi, Perindustrian dan Perdagangan Kota Malang serta Industri Keramik Dinoyo di Kota Malang. Teknik analisis data menggunakan model Creswell. Sedangkan teknik pengumpulan data dilakukan dengan metode wawancara, observasi, dan studi pustaka. Uji keabsahan data menggunakan teknik triangulasi. Hasil penelitian menunjukkan bahwa telah terdapat 3 unsur pokok implementasi Kebijakan di Dinas Koperasi, Perindustrian dan Perdagangan meliputi organisasi, interpretasi dan penerapan. Organisasi Pemerintah Daerah telah tersusun dengan ditunjukkan adanya tujuan, struktur organisasi dan sumber daya. Interpretasi telah dilaksanakan, ditunjukkan dengan perencanaan yang telah disusun dalam dokumen RPJMD, Rensta, Laporan Sentra Keramik, dsb. Penerapan telah dilaksankaan, ditunjukkan dengan Kebijakan Pengembangan Industri Keramik Dinoyo yang telah diterapkan melalui 3 kegiatan yaitu kegiatan pembangunan sumber daya industri, pengembangan sarana prasarana industri dan pemberdayaan industri, dari masing-masing kegiatan terbagi menjadi beberapa sub kegiatan. Kesimpulan dari penelitian ini menunjukkan bahwa Kebijakan ini sudah dikatakan berhasil, karena pemerintah telah memenuhi 3 unsur pokok pengimplementasian Kebijakan serta telah melaksanakan perannya dengan baik, walaupun ada beberapa hal yang harus diselesaikan terkait dengan faktor penghambat yang dihadapi meliputi kondisi lingkungan serta karakteristik dan kemampuan para produsen dan pengrajin keramik selaku agen pelaksana.

English Abstract

The Dinoyo Ceramics Industry Development Policy is a Policy initiated by the Malang City Agency of Cooperatives, Industry, and Trade which aims to solve several problems that must be faced by Dinoyo Ceramics Industry. Mainly the problem of getting a chance to get a business opportunity, problems in production, marketing, network and technology, the next generation of ceramics producers and craftsmen, etc. Therefore, this Policy is present as an alternative from the Malang City Government to overcome the problems. In this study, problems related to the implementation of the Dinoyo ceramics industry development Policy were formulated along with the driving and inhibiting factors faced. The location of the research was carried out in Malang City, with the following research locations ; the Department of Industry and Trade Cooperatives of Malang City and the Dinoyo Ceramic Industry of Malang City. This study used descriptive study with a qualitative approach. Data sources were obtained from primary data and secondary data. The location of the research was conducted in Malang City. The data analysis technique used the Craswell model. While the data collection technique is done by interview, observation, and literature study methods. The data validity test used a triangulation technique. The results showed that there were three main elements of Policy implementation in the Department of Cooperatives, Industry and Trade, including organization, interpretation and implementation. Local Government Organizations have continuously shown the objectives, organizational structure and resources. Interpretation has been done, indicated by the planning that has been prepared in the RPJMD document, Rensta, Ceramics Center Report, etc. The application that has been done is appointed with the Dinoyo Ceramic Industry Development Policy which is carried out through 3 activities, namely industrial resource development activities, industrial infrastructure development and industrial empowerment, each of which is divided into several sub-activities. The conclusion from this study shows that this Policy is said to be successful because the government has fulfilled the 3 main elements of Policy implementation and has carried out its role well, although there are several things that must be resolved regarding the inhibiting factors. These include environmental conditions that include the characteristics and capabilities of ceramic producers and engineers as executing agents.
