Abstract
Daerah Irigasi Nglirip Kabupaten Tuban memiliki luas 1292 ha. Kerusakan pada beberapa dapat mempengaruhi kondisi dan fungsi aset. Maka dari itu perlu dilakukan manajemen aset irigasi. Manajemen aset irigasi dimulai dari inventarisasi aset irigasi, penilaian kondisi aset irigasi, hingga perhitungan skala prioritas. Penelitian ini dilakukan untuk mengetahui penilaian kondisi fisik aset irigasi dan urutan skala prioritas berdasarkan penilaian kondisi sehingga diketahui prioritasnya untuk direhabilitasi. Menentukan urutan skala prioritas didapatkan dengan cara mengurutkan nilai kondisi fisik yang terkecil dan menggunakan metode Analytic Hierarchy Process (AHP). Inventarisasi aset irigasi berdasarkan skema jaringan irigasi yaitu Bangunan Utama, Bangunan Pelengkap dan Saluran Pembawa. Semua aset irigasi dinilai menggunakan Kriteria dan Bobot Penilaian Kinerja Irigasi Kementrian Pekerjaan Umum dan Perumahan Rakyat tahun 2018. Perhitungan metode AHP dimulai dengan membuat struktur jaringan (tujuan, kriteria, alternatif), mengisi nilai bobot kepentingan, lalu menghitung matriks perbandingan berpasangan. Hasil matriks perbandingan berpasangan digunakan untuk menghitung vektor prioritas dan nilai CR (Consistency Ratio) sehingga didapatkan urutan skala prioritas. Berdasarkan hasil perhitungan didapatkan bangunan utama dalam kondisi baik (85,08%), saluran pembawa dalam kondisi sedang (76,99%), bangunan pelengkap dalam kondisi sedang (80,99%), Saluran Primer Nglirip Kanan dalam kondisi baik (81,14) dan Saluran Primer Nglirip Kiri dalam kondisi sedang (79,57). Urutan skala prioritas berdasarkan penilaian kondisi fisik yaitu saluran pembawa, Saluran Primer Nglirip Kiri, bangunan pelengkap, Saluran Primer Nglirip Kanan dan bangunan utama. Urutan skala prioritas menggunakan metode AHP berdasarkan alternatif yaitu urutan pertama adalah Saluran Primer Nglirip Kanan, selanjutnya Saluran Primer Nglirip Kiri. Sedangkan berdasarkan kriteria yaitu urutan pertama adalah saluran pembawa, selanjutnya bangunan pelengkap dan bangunan utama.
English Abstract
Nglirip Irrigation Area Tuban Regency has an area of 1292 ha. Damage to some assets can affect the condition and function of the asset. Therefore, irrigation asset management is necessary. Irrigation asset management starts from the inventory of irrigation assets, assessment of the condition of irrigation assets, to the calculation of priority scales. This study was conducted to determine the physical condition assessment of irrigation assets and the order of priority scale based on the assessment of conditions so that it is known the priority to be rehabilitated. Determining the order of priority scale is obtained by sorting the value of the smallest physical infrastructure condition and using the Analytic Hierarchy Process (AHP) method. Inventory of irrigation assets based on irrigation network schemes namely main structure, complementary structure and carrier channels. All irrigation assets are assessed using the Criteria and Weights of Irrigation Performance Assessment of the Ministry of Public Works and Public Housing in 2018. The results of the assessment are then sorted from the smallest physical condition values and calculated using the AHP method to obtain a priority scale order. Calculation of AHP method starts from creating a hierarchy structure of problems (goals, criteria, alternatives) to the calculation of consistency ratio. Based on the calculation results obtained the main structure is in good condition (85,08%), carrier channel is in moderate condition (76.99%), complementary structure is in moderate condition (80,99%), Right Nglirip Primary Channel is in good condition (81,14) and Left Nglirip Primary Channel is in moderate condition (79,57). The order of priority scale based on the assessment of physical infrastructure condition is carrier channel, Left Nglirip Primary Channel, complementary building, Right Nglirip Primary Channel and main building. The order of priority scale based on alternatives, the first order is the Right Nglirip Primary Channel, then the Left Nglirip Primary Channel. While based on the criteria, the first order is the carrier channel, then the complementary structure and the main structure.
