Abstract
Penelitian ini untuk mengetahui Desain Institusional Lembaga Pemilihan Kepala Desa di Desa Jambearjo Kecamatan Tajinan Kabupaten Malang melalui pemilihan kepala desa yang dilakukan oleh Dinas Pemberdayaan Masyarakat dan Desa dan Badan Permusyawaratan Desa. Penelitian ini membahas desain kelembagaan pemilihan kepala desa saat penyelenggara panitia pemilihan tidak maksimal sehingga masyarakat Desa Jambearjo menuntut pemilihan kepala desa ulang. Proses pilkades di Desa Jambearjo masih dikatakan tidak sesuai dengan prosedur atau aturan yang telah ditetapkan sehingga dalam pilkades tersebut tidak maksimal. Dalam menganalisis lembaga pemilihan kepala desa tersebut di Desa Jambearjo penulis menggunakan konsep Institutional Analysis Development (IAD) Ostrom. Konsep ini memiliki 3 indikator yakni Regulations in Use atau aturan tertulis, Biophysical Conditions atau hubungan aktor, Attributes of Community atau kepentingan social dan budaya. Dari segi Regulations in Use, aturan-aturan yang ditetapkan dan hasil kesepakatan panitia dan calon kepala desa terdapat ketidaksesuaian sehingga saat penyelenggara terjadi tidak kondusif antar panitia dan pendukung calon. Dari segi Biophysical Conditions, panitia pemilihan sebagai aktor utama memiliki hubungan mempengaruhi pada pengambilan keputusan yang artinya memiliki keterkaitan dengan masyarakat. Penentuan keputusan kolektif panitia pemilihan mengadakan musyawarah bersama menghasilkan berita acara yang menetapkan peraturan-peraturan dan hal ini menentukan kebijakan panitia pemilihan sebagai siapa, dan apa tugas di tahap penyelenggara. Dari Attributes of Community, Masyarakat Petani dan Tokoh Agama yang mendorong dan memperngaruhi arena aksi dalam pilkades. Tingkat partisipasi dari masyarakat Desa Jambearjo menjadi pengaruh penting dalam pemamahan tentang penyelenggara yang sesuai peraturan ditetapkan. Hal ini menjadi menarik dalam konteks pilkades kepercayaan incumbent berkurang dari beberapa masyarakatnya.
English Abstract
This study is to know the Institutional Design of Village Leaders in the Village of Jambearjo through the selection of village chiefs by the Community and Village Empowerment Services and Ordinance Village. The study discussed the institutional design of the village head when the organizers of the elections were so inadequate that the village community jambearjo guided the reelection of village leaders. The process of choosing the village head in jambearjo village is still said to be out of accordance with the procedure or rules set so that the portion is not maximum. In analyzing the village's electoral election in the village jambearjo the writer uses the concept Institutional Analysis Development Ostrom. This concept is approximately three indicators of Regulations in Use or written rules, Biophysical Conditions or actor relationships, Attributes of Community or social and cultural interests. As a matter of Regulations in Use, The Rules established and the agreement of the committee and the prospective village head contained some discrepancy, so when the organizer was not conducive to both the committee and the support of the candidate. When Biophysical Conditions, the electoral committees as major actors are affected by how decisions are made that are linked to very public. The collective decision of the voting committee to sit in agreement together resulted in news events that defined the regulations and determined the policy of the election committee as to whom, and what assignments are given at the organizing stage. From attributes of community, community of farmers and religious leaders who encouraged and promoted the arena in village headmen. The participation rate of the village community jambearjo has become an important factor in the appropriation of its regulatory organisations. This became interesting in the context of the incumbent village chief's trust decreased from some of the people.
