Abstract
Untuk dapat mengembangkan sebuah penyelenggaraan suatu tata kelola pemerintahan yang baik, maka diperlukan adanya suatu hubungan yang baik antara beberapa institusi yang terlibat, baik dengan pihak pemerintah ataupun pihak swasta. Hubungan yang dimaksud adalah berupa kegiatan kolaborasi. Penyelenggaraan pemerintahan membutuhkan suatu kolaborasi, salah satunya adalah dalam bidang pariwisata. Pengembangan pariwisata dilakukan oleh pemerintah kabupaten Bojonegoro, namun terdapat lokasi yang harus diperhatikan lebih jauh oleh pemerintah kabupaten yaitu Desa Rendeng dengan wisatanya yaitu Wisata Edukasi Gerabah. Dalam pengembangan pariwisata Wisaya Edukasi Gerabah telah dilakukan kolaborasi dengan berbagai aktor dari pemerintah kabupaten, swasta dan masyarakat. Penelitian yang dilakukan ini menggunakan metode penelitian Kualitatif dengan jenis penelitian deskriptif. Sedangkan teori yang digunakan pada penelitian ini adalah teori kolaborasi milik Emerson dan Nabatchi. Hasil yang didapatkan melalui pembahasan penelitian menunjukkan beberapa proses kolaborasi yang telah dilakukan oleh seluruh partisipan berjalan dengan baik, mulai dari collaboration dynamics, Collaborative actions, Outcomes dan Adaptation. Hal tersebut dibuktikan dengan penciptaan kebijakan peresmian Wisata Edukasi Gerabah dan penetapan produk gerabah menjadi maskot Kabupaten Bojonegoro. Dengan adanya kebijakan tersebut memberikan kemajuan Desa Rendeng mulai dari kondisi lingkungan, sosial dan budaya yang mana hal tersebut memberikan dampak yang baik kepada masyarakat untuk terus memproduksi gerabah. Namun terdapat kekurangan dalam kolaborasi ini yaitu minimnya Sumber Daya Masyarakat yang berkenan menjadi pengelola sehingga pengelola yang terdiri dari 3-5 orang harus bekerja lebih keras, selanjutnya adalah permasalahan belum adanya aturan perundangan yang memayungi kolaborasi yang dilakukan.
English Abstract
In order to develop a good governance, it is necessary to have a good relationship between the several Institusional involved, both of the government or the private sector. The relationship in question is a collaborative activity. Governance requires collaboration, one of which is in the field of tourism. Tourism development is carried out by the Government of Bojonegoro, but there is a location that must be considered further by the district government, namely Rendeng Village with its tourism, namely Pottery Education Torism. In developing the Pottery Education Tourism has been collaborating with various actors from the district government, the private sector and the community. This study employed qualitative method with descriptive research type. While, the theory used in this study is collaboration theory by Emerson ang Nabatchi. The results obtained through the discussion of the research show that some of the collaborative processes that have been carried out by all participants are going well, ranging from collaboration dynamics, collaborative Actions, Outcomes and Adaptation. This is evidenced by the creation of the policy for the inauguration of the Pottery Education Tourism and the determination of pottery products to be the mascot of Bojonegoro Regency. The existence of this policy has provided progress for Rendeng Village starting from enviromental, social and cultural conditions which have a good impact on the community to continue producing pottery. However, there are deficiences in this collaboration, that the lack of community resources who are willing to be managers so that, managers consisting of 3 – 5 people have to work harder, and then the problem of the absence of legislation covering the collaboration carried out.
