Abstract
Covid-19 merupakan virus berbahaya dan telah menyebar di Indonesia yang sudah merenggut banyak nyawa. Untuk itu pemerintah harus menangani penyebaran Covid-19 ini dan mengatasi dampak akibat adanya virus ini. Salah satu kebijakan yang dilakukan pemerintah adalah dengan mengurangi pemberian Dana Desa secara nasional dan menetapkan prioritas utama penggunaannya, yaitu pada program Bantuan Langsung Tunai (BLT), penanganan Covid-19, dan kegitan Padat Karya Tunai Desa (PKTD). Melalui kebijakan yang dikeluarkan yaitu pada SE No. 8/2020 Tentang Desa Tanggap Darurat Covid-19 dan PKTD oleh Menteri Desa PDTT dan Permendes PDTT RI No. 14/2020 Tentang Perubahan Ketiga Atas Permendes PDTT No. 11/2019 Tentang Prioritas Penggunaan Dana Desa Tahun 2020. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan teknik pengumpulan data wawancara, observasi dan dokumentasi. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas program prioritas utama penggunaan Dana Desa oleh Pemerintahan Desa Dasan Lekong Kecamatan Sukamulia Kabupaten Lombok timur selama masa pandemi pada tahun anggaran 2020. Desa Dasan Lekong merupakan desa yang pernah masuk ke dalam zona merah, dikarenakan terdapat beberapa masyarakatnya yang terkonfirmasi positif. Fokus penelitian pada pengukuran efektivitas tiga program prioritas utama penggunaan Dana Desa selama masa pandemi pada tahun anggaran 2020. Penelitian ini menggunakan Teori Kebijakan Publik dan Konsep Pengukuran Efektivitas oleh Subagyo, dengan indikator yaitu, ketepatan sasaran program; sosialisasi program; pencapaian tujuan program; dan pemantauan program. Hasil dari penelitian ini adalah efektivitas tiga (3) program prioritas utama penggunaan Dana Desa oleh Pemerintahan Desa Dasan Lekong belum efektif dikarenakan, 1) Pada program BLT terdapat nepotisme dalam penentuan penerima manfaat dan penggunaan bantuan tidak tepat guna oleh penerima manfaat. 2) Pada program Upaya Pencegahan Penyebaran Covid-19, kurangnya intensitas sosialiasai yang dilakukan dan belum efektifnya pemantauan yang dilakukan baik oleh BPD, pemerintah desa ataupun TGC (Tim Gugus Covid-19) Desa Dasan Lekong. 3) Pada program PKTD, kurangnya penyerapan SDM Desa Dasan Lekong yang disebakan karena hanya satu kegiatan PKTD saja yang dilaksanakan; tidak adanya sosialisasi yang dilakukan kepada masyarakat luas dan pekerja PKTD kurang memahami terkait program; dan tidak adanya pemantauan yang dilakukan oleh BPD terhadap pemerintah desa disebabkan kurangnya kordinasi dan komunikasi diantara kedua lembaga tersebut
English Abstract
Covid-19 is a dangerous virus that has spread in Indonesia and has caused many deaths. For this reason, the government must deal with the spread of Covid-19 and overcome the effects of this virus. One of the policies carried out by the government is to reduce the provision of Village Funds nationally and set the main priority for its use, namely the Direct Cash Assistance (BLT) program, handling of Covid-19, and Village Cash Workforce (PKTD) activities. Through the policy issued, namely SE No. 8/2020 Concerning Covid-19 Emergency Response Villages and PKTD by the Minister of Village PDTT and the Indonesian Minister of Forestry Decree No. 14/2020 Concerning the Third Amendment to the PDTT Permendes No. 11/2019 Regarding to the Priority Use of Village Funds in 2020. The research method used is descriptive qualitative method with data collection techniques interview, observation and documentation. The purpose of this study is to determine the effectiveness of the main priority programs for the use of Village Funds by the Dasan Lekong Village Government, Sukamulia District, East Lombok Regency during the pandemic period in the 2020 fiscal year. Dasan Lekong Village is a village that has been included in the red zone because there were several people who had been confirmed positive. The research focuses on measuring the effectiveness of the three main priority programs for the use of Village Funds during the pandemic period in the 2020 fiscal year. This study used the Public Policy Theory and the Concept of Measuring Effectiveness by Subagyo, with indicators namely, the accuracy of program targets; program socialization; achievement of program objectives; and program monitoring. The results of this research was that the effectivenes of the three (3) main priority programs for the use of Village Funds by the Village Government of Dasan Lekong are not yet effective because, 1) In the BLT program there is nepotism in determining beneficiaries and the use of assistance is not appropriate for beneficiaries. 2) In the Covid-19 Spread Prevention Efforts program, the intensity of socialization carried out and the ineffectiveness was carried out properly by the BPD, village government or TGC (Tim Gugus Covid-19) Dasan Lekong Village. 3) In the PKTD program, the lack of human resource absorption in Dasan Lekong Village was caused by only one PKTD activity being carried out; there is no socialization carried out to the wider community and PKTD workers do not understand the program; and the absence of fires by the BPD against the government due to the coordination and communication between the two agencies
