Abstract

Penelitian ini membahas mengenai kebijakan pendidikan inklusif terhadap pemenuhan hak anak disabilitas di Dinas Pendidikan wilayah Jakarta Timur. Permasalahan pemenuhan hak anak disabilitas di bidang pendidikan belum terpenuhi secara optimal. Padahal setiap tahunnya jumlah anak penyandang disabilitas mengalami peningkatan dan rendahnya partisipasi anak disabilitas di bidang pendidikan karena terbatasnya jumlah SLB di berbagai kecamatan Jakarta Timur. Di samping itu, masih ada perspektif orang tua bahwa anak disabilitas adalah aib di keluarganya sehingga ia menutup diri di lingkungan rumahnya. Kebijakan pendidikan inklusif sebagai salah satu pemenuhan berdasarkan kesamaan hak di bidang pendidikan. Melalui kebijakan pendidikan inklusif secara demokratis dan berkeadilan serta tidak diskriminatif dengan menjunjung tinggi hak asasi manusia dan kemajemukan bangsa sebagai wujud pemenuhan hak yang sama bidang pendidikan. Penelitian ini menggunakan teori Rational Choice Institutionalism milik Anthony Downs. Metode yang digunakan adalah metode penelitian kualitatif dengan jenis penelitian deskriptif dengan teknik pengumpulan data adalah wawancara dan dokumentasi. Hasil penelitian yang didapatkan pada kebijakan pendidikan inklusif Dinas Pendidikan wilayah Jakarta Timur mempertimbangkan berdasarkan empat indikator milik Anthony Downs yaitu efektivitas, efisiensi, kebaharuan, dan manfaat. Maka hasil yang didapatkan adalah kebijakan pendidikan inklusif berjalan dengan baik sesuai dengan Surat Edaran Kepala Dinas Pendidikan mengenai penyelenggaraan pendidikan inklusif di sekolah reguler sekolah wajib menerima anak disabilitas melalui PPDB jalur inklusif. Peran aktor dalam penerapan kebijakan inklusif ada Kelompok Kerja Pendidikan Inklusif wilayah Jakarta Timur, guru dan GPK di sekolah, lembaga profesional dan orang tua. Dampak penerapan pendidikan inklusif pada PPDB jalur inklusif bagi anak disabilitas meningkatkan partisipasi untuk bersekolah di sekolah reguler.

English Abstract

This research discusses the policy of inclusive education to fulfill the rights of children with disabilities in the East Jakarta Education Office. The problem of fulfilling the rights of children with disabilities in education has not been fulfilled optimally. Whereas every year, the number of children with disabilities has increased and the participation of children with disabilities is low in education due to the limited number of special schools in various sub-districts of East Jakarta. In addition, there is still the perspective of parents that children with disabilities are a disgrace in their families so that they shut themselves off in their home environment. The inclusive education policy is one of the fulfillments based on equal rights in the field of education. Through an inclusive education policy that is democratic and just, and is not discriminatory by upholding human rights and national diversity as a manifestation of the fulfillment of equal rights in the field of education. This study uses the theory of Anthony Downs' Rational Choice Institutionalism. The method used is a qualitative research method with descriptive research type with data collection techniques are interviews and documentation. The results of the research obtained on the inclusive education policy of the East Jakarta Regional Education Office considered based on four indicators belonging to Anthony Downs, namely effectiveness, efficiency, novelty, and benefits. So the results obtained are that the inclusive education policy is running well in accordance with the Circular of the Head of the Education Office regarding the implementation of inclusive education in regular schools, schools are required to accept children with disabilities through the inclusive PPDB pathway. The role of actors in implementing inclusive policies is the Inclusive Education Working Group for the East Jakarta area, teachers and GPK in schools, professional institutions and parents. The impact of the implementation of inclusive education on PPDB inclusive pathways for children with disabilities to increase enrollment in regular schools.
