Abstract
Kementerian ESDM menyusun rencana dengan membuat Peraturan Menteri ESDM No. 12 Tahun 2015, yang menetapkan atas wajibnya pemanfaatan Bahan Bakar Nabati seperti biodiesel ke dalam sektor transportasi, industri, dan pembangkit listrik secara bertahap hingga tahun 2025. Tujuan dibuatnya peraturan tersebut guna mengembangkan energi baru terbarukan dan mengatasi masalah semakin berkurangnya energi yang tak terbarukan. Salah satu program yang sudah di implementasikan dalam peraturan menteri tersebut adalah Program B30. Penelitian ini bertujuan untuk mendeskripsikan proses implementasi Program B30, dilihat dari proses implementasi kebijakan Van Meter dan Van Horn. Proses implementasi kebijakan tersebut di antaranya standar dan tujuan kebijakan, sumber daya, komunikasi badan antar pelaksana, karakteristik badan pelaksana, sikap para pelaksana, lingkungan ekonomi, sosial, dan politik. Penelitian ini menggunakan metode penelitian kualitatif. Data diperoleh melalui wawancara secara daring, (FGD) Focus Group Discussion secara daring, dan studi literatur. Hasil penelitian ini, dari data yang didapatkan oleh peneliti bahwa proses implementasi kebijakan Program B30 berjalan cukup baik. Hal ini dibuktikan dengan penerapan mandatori bahan bakar nabati sudah berjalan sesuai dengan rencana yang ditetapkan oleh Pemerintah melalui peraturan tersebut. Namun masih terjadi ketimpangan distribusi penyerapan B30 yang mana hanya dominan pada sektor transportasi (Pertamina) saja yang sangat signifikan dibanding sektor lain.
English Abstract
The Ministry of Energy and Mineral Resources prepares a plan by making the Minister of Energy and Mineral Resources Regulation No. 12 of 2015, which stipulates the mandatory use of Biofuels such as biodiesel into the transportation, industry and power generation sectors gradually until 2025. The purpose of this regulation is to develop renewable energy and overcome the problem of decreasing non-renewable energy. One of the programs that have been implemented in this ministerial regulation is the B30 Program. This study aims to describe the implementation process of the B30 Program, seen from the process of implementing the Van Meter and Van Horn policies. The policy implementation process includes policy standards and objectives, policy resources, inter-organizational communication and enforcements activities, characteristics of the implementing agency, the disposition of implementors, economic, social and political conditions. This study used qualitative research methods. Data were obtained through online interviews, online Focus Group Discussion (FGD), and literature studies. The results of this study were from the data obtained by researchers that the process of implementing the B30 Program policy went quite well. This is evidenced by the mandatory application of biofuels that has been running according to the plan stipulated by the Government through this regulation. However, there is still an imbalance in the distribution of absorption of B30 which is only dominant in the transportation sector (Pertamina) which is very significant compared to other sectors.
