Abstract
Perkembangan industri kapal di Indonesia sangat lambat jika dibandingkan dengan negara lain seperti China, Jepang, Korea Selatan, dan Vietnam. Rendahnya tingkat komponen kapal dalam negeri menyebabkan industri kapal nasional tidak berdaya saing. Sebanyak 70 - 80 % komponen kapal harus impor dari luar negeri. Klaster Industri Kecil dan Menengah (IKM) komponen kapal di Kabupaten Tegal mempunyai potensi untuk mendukung industri perkapalan nasional. Kemampuan memproduksi komponen kapal yang terstandarisasi mutunya adalah syarat mutlak yang harus terpenuhi oleh produsen komponen kapal agar dapat memasok produknya ke Industri kapal nasional. Beberapa permasalahan IKM komponen kapal di Kabupaten Tegal yang menjadi dasar kajian dalam penelitian ini adalah: (1) Rantai Nilai (Value Chain), rendahnya kerjasama kolektif antar pelaku usaha dalam klaster IKM Komponen Kapal, (2) Kontribusi teknologi (Technoware, Humanware, Infoware, dan orgaware) masih rendah. (3) Belum ada Kelembagaan Pendukung/model bisnis yang berfungsi secara khusus untuk melakukan pembinaan, pendampingan, supply development, membantu proses sertifikasi, dan pemasaran produk bersertifikasi. Rumusan permasalahan yang akan diselesaikan dalam penelitian ini adalah bagaimana strategi pencapaian standard mutu produk bagi industri kecil dan menengah komponen kapal berbasis pada pengembangan rantai nilai, peningkatan kontribusi teknologi dan pengembangan model bisnisnya. Tujuan dari penelitian ini adalah: menentukan strategi pencapaian standard mutu produk pada IKM komponen kapal melalui pengembangan rantai nilainya, penguatan kontribusi teknologi, dan pengembangan model bisnisnya. Penelitian ini menggunakan tiga metode secara simultan, yaitu metode rantai nilai (value chain), metode teknometrik dan metode model bisnis kanvas. Metode value chain digunakan untuk mengidentifikasi customer value yang dapat ditingkatkan atau penurunan biaya produksi. Metode teknometrik untuk menilai dan menganalisis variabel-variabel teknologi yang berhubungan dengan proses produksi dalam rangka mendukung pencapaian standar mutu produk. Dan model bisnis kanvas berfungsi menghasilkan model kelembagaan yang berorientasi pada produk berstandard mutu sebagai pengelolaan bisnis pada IKM komponen kapal meliputi aktivitas pembinaan atau supply development, pemasaran dan penjualan produk. Penelitian ini menghasilkan strategi pencapaian standard mutu produk bagi IKM komponen kapal melalui pengembangan: teknologi tepat guna, akses pasar, manajemen usaha, kebijakan pemerintah, jejaring permodalan, pasokan bahan baku, infrastruktur, prioritas pengembangan teknologi (Humanware, technoware, infoware dan orgaware), dan pengembangan pada sembilan elemen bisnis (customer segmentations, value propositions, channels, customer relationships, revenue streams, key resources, key activities, key partnerships, dan cost structures).
English Abstract
The development of the shipyard industry in Indonesia is very slow when compared to other countries such as China, Japan, South Korea, and Vietnam. The low level of domestic ship components has caused the national ship industry not to be competitive. As many as 70 - 80% of ship components must be imported from abroad. The cluster of Small and Medium Enterprises (SMEs) of ship components in Tegal Regency has the potential to support the national shipping industry. The ability to produce standardized quality ship components is an absolute requirement that must be fulfilled by ship component manufacturers in order to supply their products to the national ship industry. Some problems SMEs of ship component in Tegal Regency which are the basis of the study in this research are: (1) Value Chain, the lack of collective collaboration between business actors in SMEs of the Ship Component cluster, (2) Technology contribution (Technoware, Humanware, Infoware, and orgaware) are still low. (3) There is no Supporting Institution/business model that has a special function to provide guidance, assistance, supply development, assist in the certification process and marketing certified products. The formulation of the problem that will be solved in this research is how the strategy achievement product quality standards for SMEs of ship components are based on the development of the value chain, increasing the contribution of technology and developing its business model. The purpose of this study is to determine the strategy for achievement product quality standards in SMEs of ship components through the development of its value chain, strengthening the contribution of technology, and developing its business model. This study uses three methods simultaneously, namely the value chain method, the technometric method, and the canvas business model method. The value chain method is used to identify customer value that can be increased or decreased production costs. Technometrics methods for assessing and analyzing technological variables related to the production process in order to support the achievement of product quality standards. And the canvas business model functions to produce an institutional model that is oriented to quality standard products as business management in SMEs of ship components including development activities or supply development, marketing and product sales. This research produced a strategy achievement product quality standards for SMEs of ship components through the development of: appropriate technology, market access, business management, government policies, capital networks, supply of raw materials, infrastructure, technology development priorities (Humanware, technoware, infoware and orgaware), and development of nine business elements (customer segmentation, value propositions, channels, customer relationships, revenue streams, key resources, key activities, key partnerships, and cost structures).
