Abstract

Program Adiwiyata bertujuan untuk menciptakan tempat pembelajaran nilai pemeliharaan lingkungan dan pengelolaan lingkungan hidup dengan upaya meningkatkan perlindungan dan pengelolaan lingkungan melalui kegiatan pengendalian pencemaran, pengendalian kerusakan, dan pelestarian fungsi lingkungan hidup sehingga tercipta kondisi belajar-mengajar yang lebih kondusif untuk siswa dalam menumbuhkan kepedulian terhadap lingkungan dan memahami betapa pentingnya memelihara lingkungan. Kurangnya kebijakan yang mendukung dari masing-masing pemerintah daerah di Indonesia menyebabkan pelaksanaan program adiwiyata di setiap sekolah menjadi tidak maksimal. Untuk mewujudkan pencapaian tersebut, maka Pemerintah Kabupaten Pasangkayu dapat menyusun strategi dan program pengembangan adiwiyata di Kabupaten Pasangkayu dalam bentuk dukungan terhadap lembaga pendidikan yakni sekolah melalui pengembangan empat komponen program dalam pelaksanaan program Adiwiyata. Ke empat komponen tersebut, yaitu kebijakan berwawasan lingkungan, pelaksanaan kurikulum berbasis lingkungan, kegiatan lingkungan berbasis parstisipasif, pengelolaan sarana pendukung ramah lingkungan. Tujuan dalam penelitian ini adalah untuk: 1) Menganalisis Gap pada kebijakan Pemerintah Kabupaten Pasangkayu dalam mewujudkan program sekolah Adiwiyata sebaga upaya meningkatkan pelestarian lingkungan; 2) Untuk menganalisis pengaruh pengembangan kebijakan Sekolah Peduli dan Berbudaya Lingkungan, Pengembangan Kurikulum Berbasis Lingkungan Hidup, Pengembangan Kegiatan Lingkungan Berbasis Partisipatif, Pengembangan dan Pengelolaan Sarana Sekolah yang Ramah Lingkungan, dan Kebijakan Pemerintah Daerah Kabupaten Pasangkayu terhadap pengembangan kebijakan adiwiyata. Jenis penelitian ini adalah Mixed Methods Analysis (Metode Analisis Kombinasi) yaitu dengan menggunakan pendekatan kuantitatif dan kualitatif secara bersamaan dalam satu penelitian. Pendekatan kuantitatif dalam penelitian ini dilaksanakan dengan tahap analisis, meliputi: 1) Uji Instrumen (Uji Validitas dan Uji Reabilitas; 2) Uji Asumsi Klasik; 3) Uji Analisis Regresi Berganda; dan 4) Uji Hipotesis. Sedangkan, untuk pendekatan kualitatif dilakukan dengan analisis deskriptif. Hasil penelitian ini menunjukkan bahwa: 1) Program adiwiyata di Kabupaten Pasangkayu dapat terwujud melalui pengembangan kebijakan adiwiyata berbasis kearifan lokal yang diterapkan di seluruh lingkup pemerintahan dan juga lembaga pendidikan baik sekolah dasar maupun sekolah menengah pertama yang fokus kepada kebijakan berwawasan lingkungan, pelaksanaan kurikulum berbasis lingkungan, kegiatan lingkungan berbasis parstisipasif, pengelolaan sarana pendukung ramah lingkungan; 2) Kebijakan Sekolah Peduli dan Berbudaya Lingkungan, Pengembangan Kurikulum Berbasis Lingkungan Hidup, Pengembangan Kegiatan Lingkungan Berbasis Partisipatif, Kebijakan Pemerintah Daerah Kab. Pasangkayu memberikan pengaruh yang signifikan terhadap Kebijakan adiwiyata; 3) Pemerintah Kabupaten Pasangkayu dapat menyusun program adiwiyata untuk diwujudkan dalam bentuk kebijakan yang disesuaikan dengan misi penyelamatan lingkungan bagi sekolah yang melaksanakan program atau menjadi sekolah Adiwiyata memiliki beberapa manfaat.

English Abstract

The Adiwiyata program aims to create a place of learning the value of environmental preservation and environmental management by efforts to improve environmental protection and management through pollution control activities, damage control, and preservation of environmental functions so as to create conditions for teaching and learning that are more conducive for students to foster environmental awareness. and understand how important it is to care for the environment. The lack of supporting policies from each local government in Indonesia has caused the implementation of the adiwiyata program in every school to be less than optimal. To realize this achievement, the Pasangkayu Regency Government can develop adiwiyata development strategies and programs in Pasangkayu Regency in the form of support for educational institutions namely schools through the development of four program components in the implementation of the Adiwiyata program. The four components, namely environmentally friendly policies, implementation of an environment-based curriculum, environmentally based participatory activities, management of environmentally friendly supporting facilities. The objectives in this study are to: 1) Analyze gaps in the Pasangkayu Regency Government policy in realizing the Adiwiyata school program as an effort to improve environmental preservation; 2) To analyze the influence of the development of Environmental Care and Cultivated School policies, Development of Environmental-Based Curriculum, Development of Participatory-Based Environmental Activities, Development and Management of Environmentally Friendly School Facilities, and Policies of Pasangkayu District Government on the development of the adiwiyata model. This type of research is Mixed Methods Analysis, which is to use quantitative and qualitative approaches simultaneously in one study. The quantitative approach in this study was carried out with the analysis phase, including: 1) Instrument Test (Test Validity and Reliability Test; 2) Classical Assumption Test; 3) Multiple Regression Analysis Test; and 4) Hypothesis Test. Meanwhile, the qualitative approach is carried out with descriptive analysis. The results of this study indicate that: 1) Adiwiyata program in Pasangkayu Regency can be realized through the development of adiwiyata policies based on local wisdom that are applied throughout the scope of government and also educational institutions both elementary and junior high schools that focus on environmentally sound policies, the implementation of environment-based curriculum, participatory environmental based activities, management of environmentally friendly supporting facilities; 2) Environmental Care and Cultivated School Policy, Development of Environment-Based Curriculum, Development of Participatory-Based Environmental Activities, Regional Government Policies of Kab. Pasangkayu has a significant influence on the Adiwiyata Model; 3) Pasangkayu Regency Government can compile an adiwiyata program to be realized in the form of policies that are tailored to the mission of saving the environment for schools that implement the program or become Adiwiyata schools that have several benefits.
