Abstract
Indonesia merupakan salah satu negara penghasil minyak kelapa sawit terbesar didunia. Berbagai produk turunan juga diproduksi sebagai salah satu penggerak perekonomian salah satunya adalah biodiesel. Indonesia mampu mengirim biodiesel tersebut ke berbagai negara dalam jumlah yang cukup signifikan. Uni Eropa adalah satu pasar terbesar yang dimiliki Indonesia. Beberapa tahun ini hubungan kedua belah pihak tidak baik dengan adanya upaya upaya Uni Eropa yang berusaha menghambat perdagangan dengan Indonesia khususnya biodiesel. Peraturan yang dibuat dengan mengimplementasi tarif bea masuk didasarkan atas adanya subsidi dari pemerintah Indonesia untuk membuat Uni Eropa lebih baik. Pemerintah Indonesia juga mengeklaim bahwa subsidi yang dimaksud bukanlah skema subsidi biasa. Penelitian ini dilakukan secara deskriptif kualitatif dengan menggunakan teori beraucratic politic oleh Graham T. Allison untuk dapat melihat bagaimana proses kebijakan ini dapat tercipta.
English Abstract
Indonesia is one of the largest palm oil producer in the world. Various derivative products are also produced as a booster for the economy, one of which is biodiesel. Indonesia is able to send the biodiesel to various countries in a significant amount. The European Union is one of Indonesia's largest markets. In recent years, the relationship between the two parties has not been good due to the efforts of the European Union to try to hinder trade with Indonesia, especially biodiesel. Regulations made by implementing import duty rates are based on subsidies from the Indonesian government to make the European Union a better place. The Indonesian government also claims that the subsidy in question is not an ordinary subsidy scheme. This research was conducted in a qualitative descriptive manner using the theory of beraucratic politics by Graham T. Allison to be able to see how this policy process can be created.
